CITY OF TUKWILA COMMITTEE OF THE WHOLE MEETING M I N U T E S //.25 City Hall Council Chambers CALL TO ORDER Council President Hill called the Committee of the Whole Meeting to order at 7:10 P.M. ROLL CALL OF COUNCIL MEMBERS DISCUSSION GARDNER, TRAYNOR, HILL, SAUL, MRS. PESICKA, VAN DUSEN, BOHRER. Proposed Council President Hill stated the purpose of the meeting was to set Comprehensive up a procedure by which the Council and the public could review and Land Use Policy adopt the proposed City of Tukwila Land Use Policy Plan. Plan Kjell Stoknes, Director of Community Development, stated the Comprehen- sive Plan was budgeted in 1974 and again in 1975. He said the Planning Commission and City Council adopted a set of goals for the Plan; the Planning Staff then utilized these goals to prepare element plans for citizen review groups; the citizen groups, in turn, reviewed each element plan, one at a time; each element plan was then presented to the Planning Commission and City Council for adoption, one at a time; finally, the maps were adopted and all elements were combined in one volume to form the Comprehensive Plan. Once the Comprehensive Plan has been adopted, the administration can begin a similar process for updating the implementing tools, such as the zoning ordinance, park plan, transportation and utilities plan, etc. The plan can give guidance to any plan the City desires. Council President Hill said he would like to request the City Council consider the Comprehensive Plan item by item. He said he felt if the Council tries to cover this Plan in continuous sessions they would get tired. It is too important not to receive careful consideration. He said he thought they should take one night and go through the planning process; the Tukwila planning area, general goals, the environment, the procedures, the objectives, and review all of them so they would all be in agreement before they start on the maps. That way everyone knows how everybody else feels so when we move to the comprehensive land use map everyone is working along the same lines. Then if the map is divided up into sections, as a suggestion from Interurban Avenue we will take everything east of Interurban down to the Freeway #405). We could do that in one night and make sure we are of the same opinion. We could probably take everything east of Interurban. Then, if we could take #405 south and the Freeway over to Interurban to the South City limits. If the meeting has to be continued it can be done. In that area everything is pretty well laid out. Then we could take from Interstate 5 west from #405 to the south City limits. Then as the final one from #405 north and from the western City limits tc Interurban, so they would finish up with the large residential area on the hill. That way knowledge will be gained as we go along. That is the reason for leaving that area until last. The Council is then going to have to consider the areas that are in the planning area to see if they are in agreement with Staff. Councilman Van Dusen said he would like to see the Council go as a group to look at the areas as they are considered. Council President Hill said the Council could go on the proposed field trip the night before the area is considered in public hearing. Councilman Pesicka said she liked the idea of doing the residential sections last. Council President Hill set up the following schedule for public hearings. STUDY AREA NO. 1 May 10, 1977 7:45 P.M. Tour area to be considered. May 11, 1977 7:00 P.M. Public Hearing. Area: Consider elements and area east of Interurban Ave. from the north City limits to the south city limits to the eastern City limits. STUDY AREA NO. 2 May 17, 1977 7:00 P.M. Tour area to be considered. May 18, 1977 7:00 P.M. Public Hearing. Area: Andover Park and Southcenter area from Interstate #5 north to #405 east to Interurban and south to City limits. Public Hearing. Area: Tukwila Hill and everything north of #405, east of I -5, west of West Valley Highway to the northern City limits. STUDY AREA NO. 4 May 31, 1977 7:00 P.M. Tour area to be considered. June 1, 1977 7:00 P.M. Public Hearing. Area: McMicken Heights area which is west of I -5 to the City limits from the south City limits to #405. STUDY AREA NO. 5 June 7, 1977 7:00 P.M. Consider the land use of the County area that is within the planning area. This meeting will be continued to Wednesday, if required.
