Mayor Bauch, presiding, led the Pledge of Allegiance and called the
Regular Meeting of the Tukwila City Council to order.

Councilman Hill noted, for the record, that Councilman Pesicka and
Councilman Saul had notified him that they will be late.

Letter from Mayor Bauch to the City Council was read. Mayor Bauch is
appointing Mr. Reid Johanson, 6425 South 153rd, Tukwila, to fill the
vacancy on the Board of Adjustment. This is Position No. 1 and expires
December 31, 1979. He urged the Council to give this matter their
prompt attention.
MOVED BY TRAYNOR, SECONDED BY GARDNER, THAT COUNCIL CONCUR WITH THE
MAYOR'S APPOINTMENT OF REID JOHANSON TO THE BOARD OF ADJUSTMENT.
MOTION CARRIED.
This being the date set and proper notice having been published, Mayor
Bauch declared the public hearing open.
Kjell Stoknes, OCD Director, explained that the Petition for Annexation
submitted be Elmire and Ramon Bradley covers property located at 4621
South 134th Street and is approximately z acre. Property is adjacent
to a portion of M -1 zoned land. The public hearing is being held to
comply with the verbatum requirements of the state law. Mr. Stoknes
stated that the applicant has indicated he would like the Council to
include in their motion to ask the Boundary Review Board to waive the
public hearing.
Mayor Bauch called for comments from the audience. There being no comments
for or against the Petition for Annexation, Mayor Bauch declared the
public hearing closed.
MOVED BY HILL, SECONDED BY TRAYNOR, THAT THE PROPOSED COUNCIL MOTION BE
READ BY TITLE ONLY.
Councilman Hill noted that Section 3 of the Council Motion states that the
Boundary Review Board is requested to waive their hearing requirements
on this proposed annexation. MOTION CARRIED

Deputy City Attorney Hard read a motion of the Tukwila City Council
accepting a petition for annexation by Elmire and Ramon Bradley for
certain property in the vicinity of So. 134th Street and 48th
Avenue South.
MOVED BY HILL, SECONDED BY TRAYNOR, THAT COUNCIL MOTION NO. 77 -05
BE ADOPTED AS READ. MOTION CARRIED.
Mrs. Joanne Davis, 5906 South 144th, expressed concern that consideration
is not being given to trees in the Undergrounding Program. They seem
to have a knack for placing light standards so trees have to be cut
down. Councilman Hill agreed and sighted an example he had seen.
Mayor Bauch presented a Certificate of Appreciation to Ronald F. Mettler
for his service to the City in being a member of the Planning Commission
for 12 years.
PETITIONS, COMMUNICATIONS, APPEALS AND SIMILAR MATTERS
Mayor Bauch recognized, for the record, the receipt of Summons No.
827795, Frank Todd vs Edgar D. Bauch.
Letter, dated May 12, 1977, from Mayor Bauch to the City Council was
read. Mayor Bauch states that he has allowed Ordinance No. 1015,
which concerns the drinking of alcoholic beverages in public places, to be-
come law without his approval. The Ordinance was intended to cope
with anticipated problems at the Fort Dent Athletic Facility. In his
opinion, the solution, which bands alcoholic consumption at Tukwila
City Parks was an overkill and disservice to the residents who use the
parks for picnics and family outings. He further stated that staff
has contacted the managers of Fort Dent and have scheduled meetings to
explore all facets of the operation. He urged Council to reconsider
its actions on this Ordinance and stated that a recommendation would
come back to Council from the meeting with the Fort Dent Managers.
Councilman Van Dusen suggested that this item go back to the Public
Safety Committee and they will hold a public hearing on it. This
way there would still be time to get a staff recommendation. He
further stated that he does not completely agree with the Mayor's
letter and reminded Council that any law passed has an enforcement problem.

ORDINANCE NO. 1015.
Mayor Bauch recommended that, within the present TMC, Fort Dent be
specifically added as a public place if that is the intent.
MOTION CARRIED WITH TRAYNOR VOTING NO.

COMMITTEE OF THE WHOLE MEETING OF MAY 23, 1977. MOTION CARRIED.
At this point, Councilman Traynor was excused from the meeting.
Mr. Elrey Simon, 4625 South 134th Place stated that he arrived at the
meeting after the Public Hearing on the Bradley annexation and wanted
to express his objection. He had heard the property was to be sold
and used as a car impound area. He stated that there is already one
in his area and he objects to having one on the property adjacent to his.

Bradley Mayor Bauch explained that there is no rezone connected with this annexa-

have to comply with the Comprehensive Plan. Also, the annexation will
come back to the Council again for adoption as an ordinance so, people
still have the chance to voice their objections.

Deputy City Attorney Hard read a motion of the Tukwila City Council
approving the formation of a Senior Citizen Ad Hoc Committee.

Deputy City Attorney read an ordinance adopting by reference, the Uniform
Fire Code, 1976 Edition, together with subsequent additions, revisions and
amendments and appendices A, B, C, D, E, F, G, with exceptions stated
herein, as a part of the Fire Prevention Code of the City of Tukwila
(Chapter 16.16 of the Tukwila Municipal Code), and repealing Ordinance #816.

ADOPTED AS READ. MOTION CARRIED.
At this point, Councilman Saul arrived at the meeting.

Deputy City Attorney Hard read an ordinance creating a new chapter,
2.30, to the Tukwila Municipal Code to establish the Civic Arts Commission;
to establish membership of said cotrndssion and the terms of office and
setting forth the functions of said commission and creating a special
fund, the Municipal Arts Fund.

Deputy City Attorney Hard read an ordinance reestablishing the Tukwila Park
Commission and redefining the duties and amending Chapter 2.32 of the
Tukwila Municipal Code.

Deputy City Attorney Hard read an ordinance adopting a salary and wage
plan for the employees of the City of Tukwila.

Councilman Bohrer asked what the meaning of the steps are as listed
in the salary grade schedule. Mayor Bauch explained that they are
a vehicle for progression when the mechanics of the merit plan are
established.
Councilman Hill stated that Council has to set the policy of how the
employees will move and this has not been done yet.
Councilman Van Dusen stated that he feels that the ordinance is incomplete;
there are questions that have not been answered. His understanding,
when the original ordinance was vetoed, that they would be back with
a complete plan.
Mayor Bauch explained that just getting the frame work established for
a salary plan is a great step.
Councilmen Bohrer questioned if some employees would still be getting
a 20 percent to 30 percent raise. Mayor Bauch agreed it was true.
Mayor Bauch called attention to Section 2 which states that the all
raises exceeding ten percent will be granted in two stages.
Councilman Saul stated that everyone wants to see action taken. The
plan can always be revised.
MOTION FAILED WITH BOHRER AND GARDNER VOTING NO.
John McFarland pointed out to the Council that the development of a
merit plan is a very complicated procedure. It takes a lot of
coordination and testing.

Deputy City Attorney Hard read a resolution authorizing the Mayor to
negotiate a lease agreement with South Central School District for certain
property to be used for community recreation and social purposes only.
MOVED BY HILL, SECONDED BY BOHRER, THAT RESOLUTION NO. 585 BE ADOPTED AS
READ.
Councilman Bohrer asked about the outstanding sewer assessment against
the property. Mayor Bauch explained that, under the agreement, the City
will be responsible for the annual assessment of approximately $800.

Deputy City Attorney Hard read a resolution honoring the memory of
Rudolf W. Regel, outstanding citizen, former City Councilman.

Mayor's Report Mayor Bauch reported on the following items:
Treasurer's
Report

The Fisheries Department has agreed to stock Tukwila Pond with 10,000 to
20,000 fingerling trout. The pond is located east of the Maintenance
Shop.
The Resolution concerning cable television systems operating in this area
has been withdrawn from the agenda so that it can be revised.
The appointments to the Ad Hoc Committee to study Fire Zones are:

George Hull
Lowell Gordon
Norman Seetholf
The Call for Bids on City Hall should be ready to go about the second
week of June. September 3 has been set as the date to lay the corner
stone.
President Carter signed the extension of the Public Works Aid Bill.
Is is believed now that only those grants previously submitted will
be considered. They hope to announce the grants by the 15th of June.
The Maintenance Shop has again won the American Public Works Association
"Award of Honor" for 1976. They also receive this award in 1973 and
1974. The award represents the demonstration of high safety standards
and is a tribute the efforts of all the Public Works Department
employees.
Councilman Saul reported that the City Treasurer's April Investment
Register totaled $2,644,610.00.

Plan
Councilman Bohrer stated that he is concerned with the process of
establishing grade and putting everyone in Step 1. Certain of the
employees will be granted raises exceeding 20 To adopt the plan as
is currently laid out could prejudice the Council's future action on
the plan, the plan as it is laid out has some inequities and does
place some restrictions on the Council that are not desirable. We
should grant the employees their raises but limit them to 10% for 1977.
Once things are established they are more difficult to change.
Councilman Hill stated that Council is trying to put everyone in the
place where they belong. Some of the people may not be where they
should be but there are a lot of factors to consider in placing people.

Councilman Traynor asked about the progress of the Christensen Road
Project. Kjell Stoknes stated that today is the deadline for
receiving bids. They will be compiled then a recommendation will
be made to the Mayor.
Councilman Saul commented on the successful Cleanup Week. Councilman
Hill suggested that the City have the dumpsters twice a year instead
of just once.
Lookout Park Kjell Stoknes reported on the Lookout Park Project. Letter from owner
Project of the property was not received by the City in time to process a
grant application.
Councilman Gardner reported that his neighbors are complaining about
the high water pressure in their homes. Joanne Davis stated that
she has just the opposite at her house. Mayor Bauch offered that he
would look into this situation.
