SCORE
SCORE the Entity
• Administrative Agency - SCORE
• SCORE is an independent governmental agency
established under the Interlocal Cooperation Act
RCW 39.34
• Provides for the allocation of costs and governance of
organization
• Public Development Authority - SCORE PDA
• Responsible for the issuance of bonds for the
construction of facility
• PDA will go away when the bonds are repaid
SCORE is Unique
• The first truly "regional" jail in Washington
— Seven Agencies
— Serve a population of 340,000
— No single agency controls SCORE
• Never designed as a "money making" business
— Anticipated use by contract agencies until the
Member Cities needed all the beds
• Built for future capacity needs
• Goal was to manage our own future
