MOVED BY TRAYNOR, SECONDED BY SAUL, THAT COUNCILMAN VAN DUSEN ACT AS
CHAIRMAN OF THE MEETING IN THE ABSENCE OF COUNCIL PRESIDENT HILL.

Chairman Van Dusen stated this Committee of the Whole Meeting is not a
regular Council meeting. The Council is meeting as a Committee to
listen to any input the citizens living in the planning area might
have to offer. The area will be discussed again next week on Wednesday,
June 15, 1977 at 7:00 p.m. after the Council tours the area on the
previous evening.
Mr. Bill Mudd, 17237 48th South, McMicken Heights, said he was against
annexation of the area in McMicken Heights. He said he had discussed
the matter with others near him and they are 90o against annexation of
any kind from the City of Tukwila. The residents are going to fight
any annexation effort and they want to make it public record at this
time. Councilman Saul said annexation is requested by the people of an
area and not by the City. Councilman Bohrer said he was interested in
knowing how the people feel and he invited all to come and listen to
the Council and offer input. Councilman Traynor said the purpose of
the meeting was not to take any final action, it was just to get input.
Mr. Carl Butler, resident of McMicken Heights, said he voiced the same
opinion as Mr. Mudd. All of the adverse publicity that the City of
Tukwila has had in the newspapers, the law suits, etc. have all added
up to the reasons he and many others did not wish to become part of
Tukwila.
Mr. Bud Evans, McMicken Heights, said the two previous speakers did not
speak for him and many of his neighbors. He said he came to see what the
Council planned for the general area. He continued there have been a
lot of apartments going into the area and he felt there are enough
apartments. Most of his neighbors feel the same.
Mr. Morris McGee, resident, said he did not want any rezoning of the
area. He has discussed this with neighbors and they feel the same.
Fred Satterstrom, Associate Planner, said the Planning Commission plan
was a potential land use. Jim Asley, 16655 35th Avenue, said he spent
some time looking at the Sea -Tac committee plan and the Tukwila Compre-
hensive Plan is very much on a parallel with that. The Sea -Tac plan is
a stop gap plan. He said he would not like having apartments next to
him. There are places where apartments should be. There will likely
be more apartments, costs are rising and many families will have to go
to apartments. Donna Gubler, 17818 41st So., said she lived in the area
where she had quiet streets, slow traffic, where she could raise her
children. She said they did not want apartments with the transient
people, increased traffic that would make the neighborhood undesirable
for children. Dennis Robertson, McMicken Heights, said as each person
offered input it would be nice to know their occupation. Councilman
Traynor said probably that could not be requested but it would be
interesting to know if they are real estate brokers. Mr. George Passmore
resident, said he was a veterinary who had lived in the area for nine
years. He said he thought it should be known that he was against apart-
ments. There are open areas available for apartments that do not affect
residential neighborhoods. It seems wrong to put apartments in a
residential street. Mrs. Edwina Evans, resident, said she agreed with
those who did not want apartments. She said they worked hard for their
home and want it to remain as it is, they do not want to be forced out
by apartments. It is not fair. Fred Satterstrom, Associate Planner,
said King County has been working on its own plan for McMicken Heights
and area. It appears to be liberal as far as apartments go. Dennis
Robertson said the area around Sea -Tac is growing. He said they want
McMicken Heights as it is and they are not interested in growth. The
Tukwila plan is still in the developmental stage and that is why he is
here. Mr. Lee Linne, 13631 44th So., said he had a peition signed by
residents in the area of 42nd South and 148th Street stating they opposed
any rezoning.

Robert Murphy, resident, said he would like to see the medium density
on 42nd South moved back. This area is listed as a slide area with
underwater problems, and 42nd South is a blind hill. If there are
apartments it would be dangerous with the increased traffic. There is
also a problem with sewers.
Mr. Enright, resident, said the Sea -Tac community plan did not come up
to Tukwila, the Highline community plan came right up to the borders
of Tukwila. Peter Benson, Fire Commissioner, Angle Lake, said he had
talked to people and they did not know what was happening in Tukwila.
He said Tukwila does not have anything to offer the people in that
area. We are getting too many apartments. Mr. Jim Angle, Fire
Conmission, said he had lived here a long time and felt Tukwila did not
have anything to offer him. He said Tukwila has a good Fire Department
and good Police Department. He said if you did not read the Legal
Section of the Record Chronicle you did not know what was going on in
Tukwila. Many people do not read the Record Chronicle.
Councilman Traynor asked how the County lets people know what is going
on. He said Tukwila advertises in the largest local paper in the
south end. The Council has been working on the Comprehensive Land Use
Map for four weeks. This invoves the people in Tukwila. Mr. McGee,
resident, said this was a new thing for the Tukwila City Council and
they have been given the assignment to start planning for this area.
It appears there needs to be someone responsible for getting news
around. Mr. Angle suggested the Council go out to different locations
such as schools to hold meetings, rather than in the City Hall.
Councilman Pesicka said she thought the Council should be invited if
they go to different locations. Councilman Bohrer said the Council has
heard different opinions. Any committee group that wants to come to
the Council and give their point of view may do so. There does seem to
be a communication problem. Councilman Saul said he lives in
McMicken Heights and he stayed away from the citizen committee meetings
because he did not want to jeopardize his vote on the Council. Mr.
Benson suggested everyone attending the meeting sign a roster so they
could be notified of future meetings. Councilman Van Dusen said he
thought that was a good idea. This area outside of the Tukwila City
limits within the proposed planning area will be discussed next
Wednesday night, June 15, 1977 at 7:00 p.m. It will also be advertised
as required by law. Fred Satterstrom, Associate Planner, said many
of the questions that people have are answered over the phone. Dick
Goe, resident, said he was upset with the way the audience has been
attacking the City Council. The area being discussed is comprised of
about 20,000 people while the City of Tukwila has about 4,000 people.
The City Council is trying to do a job and the Tukwila McMicken Heights
Comnittee has helped. The meetings are always advertised as required.
Councilman Pesicka thanked Mr. Goe for defending the Council. Council-
man Bohrer said the Council appreciated the input they had received.
Mr. Astley said he was disappointed that input was not requested at
the time the Comprehensive Land Use Map was developed. Councilman
Bohrer said the Council would tour the area to be discussed next
Tuesday evening. Dennis Robertson said there would be signs all over
McMicken Heights telling the people when the meetings are to be held.
