COMMITTEE OF THE WHOLE MEETING CALL TO ORDER COUNCIL MEMBERS IN ATTENDANCE DISCUSSION AREA #1 West of I -5 M I N U T E S MOVED BY MRS. PESICKA, SECONDED BY SAUL, THAT COUNCILMAN VAN DUSEN PRESIDE AS CHAIRMAN IN THE ABSENCE OF COUNCIL PRESIDENT HILL. MOTION CARRIED. BOHRER, GARDNER, MRS. PESICKA, SAUL, VAN DUSEN 7Z City Hall Council Chambers Councilman Van Dusen called the Committee of the Whole Meeting to order and explained that discussion would be on the Comprehensive Land Use Plan area outside of the present city limits. He reminded the audience it is just an informational meeting for input as to the type of zoning people would like to see in this area. This is not an annexation meeting. Kjell Stoknes, OCD Director, gave a brief summary on the development of the preliminary Comprehensive Land Use Plan to this point. He explained that the boundaries of the planning area are South 112th Street on the north, South 200th on the south, Pacific Highway to the west and the railroad tracks on the east. Basically, the plan addresses what the citizens and council feels the land in this community should best be used for for the betterment of the entire community. Councilman Van Dusen stated that the area would be discussed in three sections: Area #1 McMicken Heights, South of South 176th (Angle Lake area) Area #2 Highway 518 south to South 176th and Pacific Highway to I -5 Area #3 North of Highway 518 (Foster area) Several residents of the area spoke in favor of reducing the amount of proposed multi family zoning. Councilman Saul stated he would like to see all of the proposed multi family zoning surrounding Angle Lake changed to single family. Jack Neher, 18132 °41st Ave. South, commented that there needs to be planned buffer zones between the apartments and the single family areas. Jim Armstrong, 17906 42nd Ave. South, stated that at a County Hearing on apartments in that area it was agreed that on the west they could build apartments but had to provide a green belt area between them and the single family area. Floyd Hunt, 18122 40th Ave. South, stated that they have more apart- ments in that area now than they need. He asked what influence the City has in this area? Kjell Stoknes stated that King County will ask the City or at least care decisions on land use and zoning matters in this area. Bob Ferris, 3847 South 177, stated he understands the County has approved a planned unit development in his area. He understood there is to be a landscaped buffer zone between 38th Ave. South and the development. He also voiced, "No more apartments." Councilman Saul commented that the City could not change anything already under plan. Maurice McGee, 4220 South 177, stated he favored keeping the single family residence, and that he does not like the apartment intrusion in the area. MOVED BY SAUL, SECONDED BY MRS. PESICKA, THAT THE AREA DESIGNATED AS MEDIUM DENSITY (LIGHT BROWN) IN THE AREA OF BOW LAKE AND THE BAPTIST CHURCH BE CHANGED TO SINGLE FAMILY. MOTION CARRIED. PESICKA, THAT ALL PROPERTY TOUCHING ANGLE LAKE WEST TO HIGHWAY 99 AND SOUTH 200TH TO ANGLE LAKE PARK, BE DESIGNATED SINGLE FAMILY. Councilman Bohrer stated that his recollection is that the area already is currently developed multi family residence and to designate it single family seems rather futile. Councilman Pesicka said that this is what we would like to see there,not necessarily what is there presently. Lance Mueller, 130 Lakeside, stated he represented the owners of a piece of property south of 178th. The owners have approximately 23 acres and are asking for consideration of a more intense use for the property. There is commercial use to the north, light industry to the east, and freeway to the west. They are asking for medium and high residential use. He presented a petition signed by all of the surrounding property owners approving of the proposed use of the property. Mr. Mueller discussed the need for multi family, the noise factor in the area, and the traffic problems. He exhibited a proposed site plan. Dennis Robertson, 16038 48th Ave. South, asked how many units they are proposing? The 23 acres would accommodate approximately 250 units. Cris Crumbaugh, attorney for the Segale Family, 18010 Southcenter Parkway, stated they own property on the hill and are opposed to multi family zoning in this area. Ernie Onorati, 5102 South 163rd Place, asked Council to leave the entire strip of land single family. Bob Oldright, 7502 Eastside Drive, Tacoma, stated that as the property owner, he feels they have the right to develop their property and reminded Council that the surrounding property owners supported the multi family zoning. Bob Ferris, indicating on the map, that they are being pushed by apartments from the Highway 99 side; if this area is rezoned, they will start being pushed from this side also. Bob Oldright again stated he felt they have the right to request what they feel is the highest and best use for their property. Dick Goe, 5112 South 163rd Place, discussed statistics on traffic in this area and the great noise problem from the freeway and stated that it would be a slip in the wrong direction to go to this type of a plan. Jim McKenna, 16045 48th Ave. South, brought out the drainage problems in the valley caused by developments on the hillsides above. Councilman Bohrer stated that the area immediately east of Bow Lake is indicated as high density (it is presently a trailer court), and he feels that it blends more to a medium density development. He expressed concern that the trailer court could be replaced by a high density development. MOVED BY BOHRER, SECONDED BY MRS. PESICKA, THAT THE HIGH DENSITY AREA SOUTH OF SOUTH 180TH AND EAST OF BOW LAKE BE DESIGNATED AS MEDIUM DENSITY. MOTION CARRIED. Hicks, 16043 42nd Ave. South, expressed concern about to Highway 518, I -5 to the area at the corner of 42nd Ave. South and South 164th designated Highway 99. as medium density residential which surrounds the commercial development. He suggested cutting the medium density back to single family and cutting the commercial back to just what is existing now. MOVED BY SAUL, SECONDED BY MRS. PESICKA, THAT THE COMMERCIAL AT THE INTERSECTION OF 42ND AVE. SOUTH AND 164TH BE LEFT AT ITS PRESENT USE AND ADD NO MULTI FAMILY TO THE AREA. Mr. Goe asked for clarification of the term "present use." Is it the facilities actually there now or the present zoning? Kjell Stoknes stated it is "present use" not zoning, and Council agreed. MOTION CARRIED. Cris Crumbaugh, audience, stated that he has no connection with the City except through its business community but that the people here this evening have been able to see that the City favors single family residential development. The problem with the City now is that it does not have much land available for single family development, but Tukwila does want to be a community. Tukwila is making the effort to keep the area under discussion single family residence. You are seeing tonight what the City can do for you. Discussion continued on Area #2 with the following motions being made: MOVED BY SAUL, SECONDED BY MRS. PESICKA, THAT ALL PROPERTY EAST OF MILITARY ROAD DESIGNATED HIGH DENSITY RESIDENTIAL (DARK BROWN) REMAIN SINGLE FAMILY RESIDENTIAL. MOTION CARRIED. This is the property from South 160th to approximately South 162nd. MOVED BY MRS. PESICKA, SECONDED BY SAUL, THAT THE AREA WEST ALONG MILITARY ROAD AND SOUTH ALONG SOUTH 160TH CONFORM WITH THE PRESENT COUNTY ZONING. MOTION CARRIED. The County zoning is single family along the west side of Military Road and high density south of South 160th to Pacific Highway. MOVED BY SAUL, SECONDED BY MRS. PESICKA, THAT ALL THE LAND EAST OF THE COMMERCIAL ZONE FROM SOUTH 161ST TO SOUTH 166TH DESIGNATED MEDIUM DENSITY (LIGHT BROWN) REMAIN RESIDENTIAL. Kjell Stoknes reported that some of the designated commercial area on the west side of 32nd is residential. To be consistent, this area should probably go along with this motion. MOVED BY MRS. PESICKA, SECONDED BY SAUL, THAT THE MOTION BE AMENDED TO INCLUDE THE AREA WEST TO THE TOP OF THE BLUFF BE CHANGED TO SINGLE FAMILY. MOTION CARRIED. MOTION CARRIED. MOVED BY BOHRER, SECONDED BY MRS. PESICKA, THAT THE AREA SOUTH OF SOUTH 166TH, NORTH OF SOUTH 171ST STREET, WEST OF 32ND AVENUE, AND BOUNDED BY THE BLUFF ON HIGHWAY 99 ALL BE DESIGNATED SINGLE FAMILY RESIDENCE. MOTION CARRIED. It was clarified that this goes from high density to single family. The high density residential was left as is from South 171st to South 176th. MOVED BY MRS. PESICKA, SECONDED BY SAUL, THAT THE MEDIUM DENSITY RESIDENTIAL BE RETURNED TO SINGLE FAMILY RESIDENTIAL FROM HIGHWAY 518 TO SOUTH 160TH AND FROM 42ND AVENUE SOUTH TO THE AREA DESIGNATED COMMERCIAL. PESICKA, THAT COUNCIL RECESS FOR SEVEN MINUTES. MOTION CARRIED. Councilman Van Dusen called the Committee of the Whole Meeting back to order with council members present as previously reported. Councilman Pesicka stated that last week someone expressed concern over the multiple residential zoning at South 154th and 42nd Avenue South. Dick Goe, audience, discussed this area and suggested reducing this area to single family. MOVED BY SAUL, SECONDED BY MRS. PESICKA, THAT THE AREA NORTH OF 518, EAST OF HIGHWAY 99 TO 42ND AVENUE SOUTH AND BOUNDED ON THE NORTH BY SOUTH 152ND REMAIN AT THE PRESENT USE AS DESIGNATED BY THE KING COUNTY ZONING MAP. MOTION CARRIED. MOVED BY MRS. PESICKA, SECONDED BY BOHRER, THAT THE TRIANGLE AREA BOUNDED ON THE SOUTH BY HIGHWAY 518, ON THE EAST BY 42ND AVENUE SOUTH AND ON THE NORTH BY SOUTH 154TH BE RETURNED TO SINGLE FAMILY RESIDENTIAL. MOTION CARRIED. Dick Goe asked about the area that lies east of the present commercial strip of land along Highway 99. On the map it is proposed medium density residential, and he asked Council to consider single family residential for at least the area that the County proposes as a potential high density. Council proposed to leave the area on the map north of South 144th from Macadam Road to the freeway as proposed. MOVED BY MRS. PESICKA, SECONDED BY SAUL, THAT THE AREA SOUTH OF SOUTH 144TH TO THE TUKWILA CITY LIMITS AND FROM 51ST TO THE FREEWAY BE RETURNED TO SINGLE FAMILY RESIDENTIAL. MOTION CARRIED. Discussion followed on the high density area within the city limits at 51st Avenue South and South 151st. MOVED BY BOHRER, SECONDED BY SAUL, THAT THE HIGH DENSITY AREA FROM I -5 FREEWAY TO 51ST AVENUE SOUTH ON THE WEST, SOUTH 151ST ON THE NORTH TO THE DESIGNATED COMMERCIAL ON THE SOUTH BE CHANGED TO SINGLE FAMILY RESIDENTIAL. Kjell Stoknes noted that there is a creek running through the western corner of the proposed commercial zone. He stated that there was considerable discussion on this zone at the Planning Commission. MOTION CARRIED WITH GARDNER VOTING NO. Kjell Stoknes offered that staff will have the new map ready for Council review at Monday's Regular Meeting. 9:42 P.M. MOVED BY SAUL, SECONDED BY MRS.
