HomeMy WebLinkAbout2014-07-29 Special Minutes - Facilities Needs Assessment and Feasibility Study Phase III Work Session City of Tukwila City Council Facilities Needs Assessment and Feasibility Study Phase 3 Work Session Location: Council Chamber Date: July 29, 2014 Start: 5:35 p.m. End: 8:05 p.m. PRESENT Elected Officials: Allan Ekberg, Kate Kruller, Kathy Hougardy, Dennis Robertson, Verna Seal Staff: David Cline, Bob Giberson, Chris Flores, Stephanie Brown, Rachel Bianchi, Derek Speck, Jon Harriso n Guests: Dawn Couch, Ed McManama, Dave Fergus, Joan Hernandez, Katrina Doan, Charles Tyson, Chuck Parrish, Vanessa Zaputil The purpose of this Council Work Session was to brief Councilmembers with refreshers on Phase 1 and 2 and the initial findings of Phase 3 of the Facilities Needs Assessment and Feasibility Study. The purpose of this study is to create a long - range master plan for the long - term sustainability of City faciliti es, optimize organizational efficiencies, and improve public safety. No specific sites are being recommended for future facilities at this point in time. Phase 1 and 2 are now complete, with documented existing facility condition assessments and establishe d facility current needs and projected facility needs through 2035. The project work plan includes briefings to Council during and after completion of each of the four phases. Consultants from Berk and Rice Fergus Miller gave a presentation that inclu ded: Process refresher Phase 1 refresher Phase 2 refresher Phase 3 update Alternatives and recommendations o Community outreach and engagement o A look forward to Phases 4 and 5 Review project workplan and timeline Councilmembers asked clarifying questions re garding the material, with particular attention on steering committee information such as the draft communications plan, facility improvement alternatives, City Hall campus options, Fire department options, Public Works shops options, keeping focus on futu re operational costs in Phase 4 analysis, and more in depth look at feasibility and costs regarding alternatives. The presenters stressed the importance of ensuring Council support for a long - term facilities comprehensive plan with viable cost effective op tions as a guideline for any future land purchase for any given facility.
