CITIZEN'S COMMENTS TUKWII.A CITY COUNCIL Regular Meeting MINUTES Tukwila City Hall Council Chambers Mayor VanDusen called the Regular Meeting of the Tukwila City Council to order and lead the audience in the Pledge of Allegiance. DENNIS ROBERTSON, JOAN HERNANDEZ, Council President; CLARENCE MORIWAKI, ALLAN EKBERG, STEVE LAWRENCE. MOVED BY MORIWAKI, SECONDED BY LAWRENCE THAT DUFFLE AND RANTS BE EXCUSED. MOTION CARRIED. JOHN COLGROVE, City Attorney; JOHN MCFARLAND, City Administrator; RON WALDNER, Chief of Police; ROSS EARNST, Public Works Director; RON CAMERON, City Engineer; DOUG MICHEAU, Public Works Coordinator. Former Councilmember/Mayor Ed Bauch introduced five cultural exchange students from Japan who are visiting to enhance their English skills. The students are living with a Tukwila family Mr. Bauch stated that he was sharing our Sister City's collection and partnership with the students. Mayor VanDusen presented each of the students with a Tukwila honorary pin and extended a very heartfelt welcome to them all. MOVED BY HERNANDEZ, SECONDED BY MORIWAKI, THAT fIEM 8a, D.A.R.E. City Attorney Colgrove read a resolution of the City of Tukwila, Washington, accepting donations to the Police Department for the D.A.R.E. Program for use in purchasing educational materials and thanking those who made contributions. Acting Assistant Chief Haines presented the Council with a check amounting to $100 from Tukwila residents Mr. Mrs. Warren Davis on behalf of former Councilmember R.A. Radford; and a check amounting to $1,509.13 from the Southcenter Rotary Club. These funds will be expended on the training and reward materials to invest in Tukwila children who take part in the D.A.R.E. program. Mayor VanDusen administered the Oath of Office to Terry Hoch, Greg Le Compte, MC Howie, Kyle Sumpter, Wendy Helm and Steven Donnelly and welcomed the new pine uui i s to uit Lacy. Maxine Anderson (former Tukwila City Clerk), 6415 South 153rd, informed the Council and Staff that the Cascade View census had been completed. She stated that she had engaged the services of nine people and it only took two weeks (July 14 thru August 1, 1990). 2,717 people were counted. 1,349 lived in single -family homes; 1,196 lived in apartment complexes of five or more units. There is a possibility that Olympia may change this figure due to a count of nine homeless people who, of course, have no permanent address. Mrs. Anderson added that there are 1,310 housing units in the area and 538 of those are single family units. Should Olympia certify the 2717 figure, the total population of Tukwila will be 13,525. City Administrator John McFarland conveyed the Mayor's and City Clerk's offices thanks and appreciation for Mrs. Anderson's efforts in coordinating this project at no charge whatsoever to the City. a. City Attorney Colgrove read an ordinance of the City Council of the City of Tukwila, Washington, amending the 1990 Budget, adopted by Ordinance No. 1552, to transfer a portion of estimated ending fund balances and working capital from the Street and Sewer Funds to the Equipment Rental Fund for heavy equipment; and transferring a portion of the Arterial Street and accepting state TIB funds for certain Capital Road Project Expenditures and establishing an effective date. Regular Meeting Minutes August 1990 Page 3 REPORTS ADJOURNMENT 8:23 p.m. Council President Hernandez reported that she had met with Jim Haggerton, Chairman of the Planning Commission, and listened to the taped minutes of the Planning Commission Meeting to try to decipher how the decision was reached to abate the scheduled Public Hearings. After listening to the tapes, Hernandez concluded that the Commission felt they just didn't have all the information needed to proceed with Public Hearings. Hernandez added that a lot of misconceptions had been clarified. Moira Bradshaw of the Department of Community Development was asked to write a letter to Mr. Haggerton that would shed further light on the Sensitive Areas Ordinance (SAO). Council President Hernandez, the Mayor and possibly other Councilmembers will attend the August 9, 1990 Planning Commission meeting in hopes of finding a solution and going forward with the City's SAO plans. In summary, Hernandez stated the Council may wish to consider Position #1: "Delete any reference to proposed ordinances and hold a Public Hearing on SAO, first potential hearing date, August 30, 1990"; delete any reference to the Tree Preservation Ordinance, the Clearing Grading Ordinance, and the Sensitive Area Ordinance. Councilmember Moriwaki reported that he had attended the Board Meeting of Child and Family Resources and the Board recommended an increase in contributions from the City of Tukwila from $7500 to $10,000. This increase is substantiated by the dramatic rise in Tukwila's population. Also, past contributions were not calculated based on a full year. Councilmember Lawrence reported that Dave Clark, King County Surface Water Management, made a presentation at the Utility Committee meeting earlier tonight regarding activating the Green River Flood Control Zone District; and funding assessment proposed through the County. City Administrator John McFarland informed the Council that the proposed Budget Retreat day of August 25 is not convenient for the Administration and requested the Council consider an evening meeting. It was suggested that the Council retain the August 25 date to share each other's ideas and thoughts about the City's short and long -range plans; and schedule August 23 for the Administration and Council combined meeting (Retreat). Therefore, in summation, the Council will meet August 25, 8:00 a.m., Conference Room #3. The combined meeting (Council Administration) will meet August 23, 5:30 p.m., Public Works Conference Room. The Mayor added that all of these meeting are opened to the public. MOVED BY MORIWAKI, SECONDED BY HERNANDEZ, THAT THE MEETING BE ADJOURNED.
