Adopt Vehicle Registration Fee TUKWILA CITY COUNCIL Regular Meeting MINUTES Tukwila City Hall Council Chambers Mayor VanDusen called the Regular Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. JOE H. DUFFLE; DENNIS ROBERTSON; JOAN HERNANDEZ, Council President; CLARENCE MORIWAKI; ALLAN EKBERG, STEVE LAWRENCE, JOHN RANTS. LARRY HARD, City Attorney; JOHN McFARLAND, City Administrator; ROSS EARNST, Public Works Director; JACK PACE, Senior Planner; DON WILLIAMS, Parks Recreation Director; VIKI WITSCHGER, Director of Administrative Services. New City employees were introduced to the Council and welcomed by Mayor VanDusen. a. Approval of Minutes: 8/6/90 b. Authorize the Mayor to sign the 1991 -1993 CDBG Interlocal Cooperation Agreement d. Ordinance No. 1578 approving the annual Metro rate increase from $11.60 to $13.20 per residential customer equivalent effective January 1, 1991. MOVED BY DUFFLE, SECONDED BY RANTS TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY MORIWAKI, THAT COUNCIL AWARD A BID IN THE AMOUNT OF $65,573.46 TO MAVERICK SALES FOR CARPET RENOVATION AT CITY HALL AND THE COMMUNITY CENTER. MOTION CARRIED. MOVED BY DUFFLE, SECONDED BY MORIWAKI, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED. Attorney Hard read a Resolution of the City of Tukwila, Washington, recommending that King County adopt a vehicle registration fee; and establishing an intersection improvement program for City use of the fees. MOVED BY MORIWAKI, SECONDED BY ROBERTSON, THAT RESOLUTION NO. 1152 BE ADOPTED AS READ.* Minutes Regular Meeting August 20, 1990 Page 2 New Business (con't) Adopt Vehicle License Fee Developer's Agreement to Provide Improvements to Southcenter Pkwy and S.168th REPORTS MISCELLANEOUS ADJOURNMENT 8:10p.m. Ross Earnst explained that the fee is a county -wide tax. The money is allocated according to population. Tukwila's share will be approximately $125,000 based upon the 10,800 resident figure. A $15 fee will be added to each registered vehicle. *MOTION CARRIED WITH LAWRENCE VOTING NO. MOVED BY MORIWAKI, SECONDED BY DUFFIE, TO AUTHORIZE THE MAYOR TO SIGN THE DEVELOPER'S AGREEMENT WITH TUKWILA WAREHOUSING SERVICES (BON MARCHE WAREHOUSE). MOTION CARRIED. Councilman Duffie reported on Utility Committee issues. He informed Council that water pressure will be changing in the area of the reservoir. Information will be distributed to area residents. Councilman Robertson reported that the Transportation Committee has adopted a new agenda format. Members will be re- prioritizing and checking the status of issues on a monthly basis. Councilman Moriwaki invited Council to attend the Child and Family Resource and Referral Center Open House at its Kent facility on September 11th from 5 -8:30 p.m. Moriwaki requested that Law Safety and Justice Optional Sales Tax issue be discussed by the Finance and Safety Committee. Councilman Ekberg advised Council that in response to citizen complaints, he had observed the traffic flows at the intersection of 160th and 51st Ave. South. He listed measures under consideration to encourage drivers to reduce their speed in this area. Council President encouraged the staff to complete the Multi Family Study as it was a Council goal in 1988, and delay the Housing Study until 1991. Mayor VanDusen responded that the intention was not to do a Housing Code Enforcement Ordinance Study. He will submit a Housing Ordinance for consideration within the next two weeks.
