Council President Hernandez called the Committee of The Whole
Meeting to order and led the audience in the Pledge of Allegiance.
JOAN HERNANDEZ, Council President; DENNIS ROBERTSON,

LAWRENCE, WALLY RANTS, JOE DUFFIE.
JOHN MCFARLAND, City Administrator; RON WALDNER, Chief
of Police; ROSS EARNST, Public Works Director; DOUG
MICHEAU, Public Works Coordinator; RON CAMERON, City
Engineer; DON WILLIAMS, Parks Recreation Director.
Mr. Paul Gully, 13017 42nd Avenue South, commented that Anh Do,
Reporter for the Times South Bureau, had asked him leading
questions with regards to the recent article "Annexed Residents
Impatient To Get Sidewalks," dated August 21, 1990. He said he
explained to Ms. Do that there were other issues of more concern to
him than the sidewalks, and that he believed Tukwila is doing its best
in keeping up with the annexations and addressing the citizen's
concerns. Mr. Gully wanted the Council to be aware of his
commitment to all of Tukwila growth, but is patient that appropriate
measures will be taken in due time. He made it perfectly clear to the
Council that he would not use the news media to try to get his point
across.
Mrs. Betty Gully (same address as above), commented that there are
some needs to be addressed regarding truck traffic in Riverton along
130th, 42nd and 134th (Macadam Road) and a few other streets in the
residential neighborhoods. Mrs. Gully is hoping the City will begin to
focus on designating specific truck routes to enhance safety. City
Administrator McFarland stated that this issue is presently being
addressed, and that he anticipates a public hearing being scheduled for
early October.
Council President Hernandez opened the Public Hearing of
potential services /projects funded by 1991 Block Grants Funds. Don
Williams, Parks Recreation Director and coordinator for the City's
Block Grant Program, stated that in 1991 the City will be receiving
approximately $77,000 in Block Grants Funds. The Public Hearing is
being held this evening to receive information and /or requests from
any agencies wishing to submit proposals justifying their need for
assistance. Williams added that this Public Hearing will also give the
citizens an opportunity to ask questions.
Mr. Williams continued that though the City does not have in place at
this time policies and guidelines for selecting and appropriating Block
Grants funds, it doesn t mean the Council can't take action in
specifying how and where to utilize these funds. Williams added that
Wendy Morgan, Consultant, is working with him to hopefully have
policies in place by 1991.
Sharon Krupski, Representative for the Catholic Community Services
(a United Way Agency), stated that about 70% of their money comes
from public contracts: state, city, and King County. This agency does
not serve Catholics only, but anyone in need. In 1986 an office was
opened in Kent, WA. to serve all of South King County. Some of the
programs offered out of that office are counseling, home care (in
-home assistance to the frail, elderly disabled), volunteer chore
ministry (those who provide in -home help such as maintenance,
shopping, and sometimes companionship). This office is located at
1229 West Smith Street, Kent, WA. Ms. Krupski informed the Council
that the annual budget for services delivered in South King County is
$2 8 million dollars; the annual budget for Catholic Community
Services in King County overall is $10 million, six hundred thousand
dollars the largest social service provider in the State of Washington.

REPORTS
Jerry Perez, Representative of Highline West Seattle Mental Health
Center, 1058 SW 152nd, asked the Council to give special
consideration to his request to purchase a house (located in Tukwila,
asking price $143,000 excluding closing costs) for the purpose of
housing mentally ill adolescents. Funds will be coming from other
sources, but would appreciate Tukwila's assistance in acquiring $25,000
to cover the closing costs. Christine Trevithick, Program Manager for
the Child/Family Program at the Center, explained that the request is
for support on one segment of the program, the Endeavor House. She
added that basically the project is a therapeutic, foster home that
provides comprehensive mental health services along -side foster home
care.

ASSISTANCE BE FORWARDED TO THE SEPTEMBER 10, 1990
COMMUNITY AFFAIRS AND PARKS COUNCIL
SUBCOMMITTEE FOR A THOROUGH REVIEW; AND THAT
THOSE NAMED ORGANIZATIONS PROVIDE ADEQUATE
INFORMATION AND EXPLANATION OF THEIR REQUESTS
AND SERVICES TO THE COUNCIL THE THURSDAY OR
FRIDAY (SEPTEMBER 6 OR 7, 1990) PRIOR TO THE COUNCIL
SUBCOMMITTEE MEETING TO ALLOW AMPLE TIME FOR
COUNCIL DISCUSSION AND EXAMINATION OF PROPOSALS.
MOTION CARRIED.
City Administrator John McFarland gave an abridged version of the
Second Quarter Staff Reports, a copy of which was delivered to each
Councilmember earlier.
Mayor Gary Van Dusen reported that should John McFarland be
called to serve during the Saudi Arabia crisis (Iraq invasion on
Kuwait), necessary measures have been set in place Alan Doerschel,
Finance Director, will handle the City's budge..: he other duties of the
City Administrator will rotate (on a monthly b-sis) among some of the
Department Heads.
City Administrator McFarland reported that the Facilities Study
Consultant Selection Committee has reviewed the proposals submitted
by eight prospective firms to conduct a city -wide facilities study. Based
on the review criteria, the committee has made a recommendation to
the Mayor that the Beckwith Group be awarded this project. The
number of project hours estimated by the Beckwith Group would
generate a project budget of approximately $35.000. It is anticipated
that the project will conclude in 7 to 9 weeks. McFarland suggested the
Council give authorization to the selection committee to proceed.
MOVED BY DUFFLE, SECONDED BY ROBERTSON, THAT
THE ADMINISTRATION BE GIVEN AUTHORIZATION TO
ENTER INTO A CONTRACT WITH THE BECKWITH GROUP
FOR THE PURPOSE OF CONDUCTING A CITY -WIDE
FACILITIES STUDY. MOTION CARRIED.
Councilmember Duffle reported that the ongoing problem of the
Rendering Works smell is still a menace to the City. McFarland stated
he will be contacting the City of Renton and Puget Sound Air Pollution
Control and Metro in pursuit of a possible Plan of Action to address
this situation.
Councilmember Robertson reported that among other items, the
Community Affairs Parks Committee discussed a request for
funding human services (a mid -year increase) of approximately
$20,000. This item is being forwarded to the September 3, 1990
Regular Council with Wendy Morgan making the presentation.

ADJOURNMENT

Council President Hernandez reported that the Council Retreat met
this past Saturday.(August 25, 1990) from 8:00 a.m. to 1:00 p.m. The
agenda included eight (8) items for discussion:
Residential Street Proiect Funding Discussion focused on treating
all allocations equally based on the need, with health, safety and
welfare being the criteria to decide what gets done.
Recycling Confine costs to under $100,000 for education and start-up
cost and not to subsidize the program.
Libraries A committee was formed consisting of Steve Lawrence,
Allan Ekberg, Alan Doerschel and Mayor Van Dusen to work with
other cities in the library system. The Council also agreed to contract
with King County for the 1991 year and make a decision in 1991 with
regards to future services.
Human Services No decision made, decided to wait for the human
services study recommendation that is forthcoming from the
consultant.
Fire Stations A request was made for response time from Station #53
to the Tukwila hill.
The Sales Tax Snlit will wait until the needs are budgeted before
considering any change.
The Mid Year Budget Amendment for Additional Positions Referred
to the September 4, 1990 Regular council for approval.
A Review of Council Priorities was also discussed at the Retreat.

SCHEDULED FOR SEPTEMBER 17, 1990, 7:00 P.M., TUKWILA
COUNCIL CHAMBERS. MOTION CARRIED.

COMMITTEE OF THE WHOLE MEETING BE ADJOURNED.
