The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Dennis Sivak, Ron Johnston and Stephen Wheeler. Others in attendance
were Police Deputy Bruce Linton, Interim Fire Chief Chris Flores, Dawn Judkins, President of
IAFF Local #2088, and Kim Gilman, Civil Service Examiner.

FIRE DEPARTMENT BUSINESS
Staffing Update
Chair Dennis Sivak called the meeting to order.
The Chair asked if there were any corrections needed for
the June 2nd Commission Meeting minutes. No
corrections were noted. Minutes were approved as written.
Interim Chief Flores reported that their entry -level
candidate recently completed the Academy. He is
scheduled to start working on shift starting in September.
He noted that one firefighter is out on long -term disability
and another is on short-term disability.

POLICE DEPARTMENT BUSINESS
Staffing Update

Deputy Chief Linton reported that the Department's
strategy to recruit and hire lateral officers is going well in
large part due to the outreach efforts of Officer Zack
Anderson. He noted that 4 lateral officers have been hired
recently and are currently in training. He noted that one
entry -level officer is currently in the Academy. One non-
commissioned staff person has been hired, and will start
work July 16th as a Police Records Specialist. A candidate
is also in background to fill the remaining vacancy for that
position. The Department is also backgrounding 4 lateral
candidates in consideration for the existing vacant police
officer positions. He noted that there are 3 officers
currently off work on medical leave, and one officer that
recently returned from long -term military leave.
Professional Standards Admin. Draft copies of the revised document were distributed to
Specialist Job Description RevisionCommissioners prior to the meeting. The Civil Service
Examiner explained that a minor revision was
recommended by the Police Department for this position to
provide clerical assistance to Commanders regarding
Internal Investigations and other confidential matters. She
noted that Commanders have discretion on what clerical
tasks are assigned to the Specialist position. The Chair
authorized the revised job description as presented.
Seniority Determination:
NEW BUSINESS
National Night Out
At the June meeting, Commissioners inquired how
seniority would be determined if officers are hired on the
same day. The Chief Examiner read from the Civil Service
Rule XII Transfers, Layoffs, and Reductions, Section 2:
Layoffs, which states "In case of the same hiring dates, the
lowest entry test score ".
Deputy Chief Linton reported that there were 20
neighborhood events done in 2013 as part of the City's
Night Out celebration. Tukwila staff are currently
processing sign -ups for this year's event. Information on
how to register neighborhood groups was distributed to the
