Council President Hernandez called the Committee of Whole Meeting
to order and lead the audience in the Pledge of Allegiance.

William Holstein, 4251 South 160th Street (Phone: Wk- 655 -7781; Hm-
244-5583), addressed the Council regarding the City's Zoning Code.
He said the Code allows for front yard setbacks that permits averaging
so that if you need to build a house or remodel, you can average the
front yard setback. However, there are no such averagings for sideline
setbacks. Mr. Holstein presently has a one -car garage that he would
like to expand to a two -car garage; but as the Code stands, he would be
in violation. Mr. Holstein requested the Council amend the Zoning
Code to permit averaging of sideline setbacks in the same manner as
front yard setbacks and requested the Council make this an agenda
item as soon as possible.
MOVED BY ROBERTSON, SECONDED BY MORIWAKI, TO
AMEND THE AGENDA TO ADD SPECIAL PRESENTATION BY
KING COUNTY LIBRARY SYSTEM; AND, TO ADD ITEM "G"
UNDER SPECIAL ISSUES, "DISCUSSION OF SAO
MORITORIUM SCHEDULE.' MOTION CARRIED.
Bill Ptacek, Director, King County Library System, informed the
Council that King Library is sincerely interested in continuing to serve
the residents of the Tukwila area who have become accustomed to the
services this system provides. He added that the basic position of the
King County Library System is for Tukwila to provide the vision; they
will do whatever it takes to implement that vision.
Wendy Morgan, 15144 65th Avenue South, #404 (Tukwila),
commented that after reviewing Madeline Georgette's summary report
she has concluded (and the administration agrees) that the ball is in
our court now. The City needs to articulate in some way exactly what
we want from our library system before a decision is made as to the
best way to provide the services.
Mayor VanDusen stood by his previous recommendation to the
Council for mid -year staffing increases, stating that the unsettled
financial picture facing the City dictates that we move with caution in
adding more permanent staff or initiating new programs. In a memo
addressed to the Council, the Mayor wrote: 'The agressiveness of the
Council, administration and staff to engage in wide ranging new
programs needs to be tempered with the reality of the impact on our
basic service delivery capacity." In the same memo the Mayor
recommended six (6) new positions as part of the 1990 staffing levels:
Code Enforcement Officer, Administrative Clerk, Associate
Planner/Urban Environmentalist. Utility Worker (2), and a Counter
Person.
Stephen Ghorley and Becky Reid gave testimonies in favor of hiring a
Recreation Superintendent contending that the City has grown, it has
larger responsibilities now, and the Parks Recreation Director
responsibilities have increased tremendously. Thus, in order to
maintain its level of services to residents the staff should be increased
to meet the larger work load. Additionally, Ms. Reid encouraged

The Council expressed concerns that some of the City's projects are
not getting done such as Klickitat Drive, Crystal Springs Park, and
160th Residential Street, and probably many more due to a lack of
necessary staffing. The City should provide the level of service
commensurate with its new boundaries and population, the Council
added.
The discussion concluded with the Council rejecting the Mayor's
recommendation.

THE ORDINANCE AMENDING THE 1990 BUDGET TO
APPROPRIATE EXPENDITURES FOR NECESSARY STAFFING
REQUESTS BE FORWARDED TO THE SEPTEMBER 17, 1990
REGULAR COUNCIL MEETING, BRINGING FORWARD ALL
NINETEEN POSITIONS AS APPEARED ON THE SEPTEMBER
4, 1990 REGULAR COUNCIL AGENDA. MOTION CARRIED
WITH DUFFIE VOTING NO.
Council President Hernandez called the meeting back to order with
Councilmembers in attendance as listed above.
Jack Pace, Senior Planner (DCD), discussed an ordinance adopting
King County Development Regulations for specific permit applications
for the Cascade View annexation area. Pace stated the City staff have
reviewed the various applications to determine their compliance with
City adopted zoning. Staff recommend the County be allowed to
continue to process the pending applications.
MOVED BY EKBERG, SECONDED BY MORIWAKI, THAT THE
CASCADE VIEW INTERLOCAL AGREEMENT AUTHORIZING
KING COUNTY TO CONTINUE TO REVIEW SPECIFIC
PERMIT APPLICATIONS BE FORWARDED TO THE
SEPTEMBER 17, 1990 REGULAR COUNCIL MEETING FOR
APPROVAL. MOTION CARRIED.
Ross Earnst introduced a resolution requesting King County Council to
activate the Green River Flood Control Zone District (GRFCZD).
Earnst explained that activation of the GRFCZD would benefit all the
participants. A funding base would be established to provide for the
maintenance of flood control facilities for the lower Green River
Valley. Activation of the District would also provide funding for
maintenance of newly constructed levees and would provide the cities
with the opportunity to participate in Corps of Engineers' levee
improvement projects. An active GRFCZD could be used in the
future to fund the operation and maintenance of other major regional
flood control projects as they are constructed. Funding from the
GRFCZD would provide administrative costs for the GRBP that cities
have previously supported from other city revenues.
A discussion ensued by all Councilmembers.
It was the consensus of the Council to forward this item to a future
Committee of The Whole meeting.
The Council discussed a resolution prohibiting parking on various
streets to maintain pedestrian and vehicle safety. After a lengthy
discussion on recommended changes to the resolution, the Council
agreed to forward this issue to the September 17, 1990 Regular
Council.
Councilmember Ekberg informed the council that the Finance and
Safety Committee has recommended revising the City's annexation
policies.

A draft copy of the policies was provided the Council and several
points were discussed including the General Statements on
Annexation; Size of Annexation Areas; and Annexation Costs. After
the Council had spent ample time analyzing the draft, this item was
forwarded to a future Regular Council meeting.
Don Williams informed the Council that the Consultant, Public Works
Director and the City Engineer recommended rejecting all bids
submitted on August 30, 1990 for the Crystal Spring Park Project. The
Council agreed to forward this item to the next Regular Council to
consider possible elimination of some items and rebid in March with a
longer construction period.
Rick Beeler informed the Council that he will have the minutes of the
Planning Commission available for review as soon as possible.
