SPECIAL PRESENTATIONS REPORTS TUKWILA CITY COUNCIL SPECIAL MEETING MINUTES Tukwila City Hall Council Chambers Mayor VanDusen called the Special Meeting of the Tukwila City Council to order and lead the audience in the Pledge of Allegiance. City Attorney Colgrove read a resolution of the City of Tukwila, Washington. declaring an emergency to exist and authorizing the sole source purchase of OMNI Railroad Rubber Crossing Material from the City of Kent, July 1990, Crossing Material Bid MOVED BY DUFFLE, SECONDED BY EKBERG, THAT RESOLUTION NO. 1153 BE ADOPTED AS READ. MOTION CARRIED. Viki Witschger, Administrative Services Director, introduced Irene Cruz as the new Administrative Clerk recently hired to work in the Personnel Division. Irene was previously employed with the Veteran's: Hospital in Tacoma with their Personnel Department. She resides in Auburn, Washington. Councilmember Robertson announced that the Transportation Committee will be meeting tomorrow night at 7:00 p.m.; however, Councilmember Rants stated that a time convenient for all committee members should be set for the Transportation Committee to meet and the time should remain consistent. Councilmember Robertson also reported that he and Lucy Lauterbach had met with Martha Curvey from the State Department of Ecology to tour the WSDOT dump site on the edge of one of the City's wetlands (Duwamish area). DOE will provide a complete portfolio for Council review in hopes of providing assistance in setting standards for this suspected polluted area. Councilmember Moriwaki reported that the Community Affairs and Parks Committee discussed the Community Development Block Grants funding; and to reject all bids for Crystal Springs Parks because the bids were too high, coming in at about a quarter of a million dollars over budget. Moriwaki added that the committee agreed the project will be redesigned and brought forward for next year. Councilmember Ekberg reported that the Finance and Safety Committee discussed the salaries of the Councilmembers and the Mayor. The Committee agreed to increase the Councilmembers salaries by $50.00 dollars, effective next election; the Mayor's salary will remain the same for now except for the cost of living increases. Councilmember Rants reported that he had recently attended the summit meeting of King County on the assumption of METRO. Comments made at that meeting were in regards to Urban Sprawl and City Density; regional planning; and Metro being incorporated into a regional form of government. Rants pointed out that Judge Dwyer has already declared Metro's present makeup as unconstitutional. Special Meeting Minutes September 10, 1990 Page 2 Reports orts (Con't). PJOURNMENT 7:36 p.m. Rick Beeler reported that the Planning Commission met this past Thursday night and concluded the second night of hearings on the Sensitive Areas Ordinance. They've taken approximately six hours of testimony which concluded with a motion to begin deliberations each Thursday evening except when normal Board of Architectural Review or normal land use review hearings are being held. The Planning Commission will also begin working with the Citizen's Committee draft as a base and will be making additions, modifications and /or changes for formulating the Sensitive Areas Ordinance. A public hearing will be held on those changes followed by a recommendation to the Council. The Planning Commission will meet again on September 13 and September 20; and will have a Board of Architectural Review meeting on September 27. The Sensitive Areas Ordinance deliberations will continue on October 4, if necessary. Ross Earnst reported that this year's fall clean -up will begin October 20 thru October 28. The Fire Department Hazardous Waste pick -up is scheduled for October 20. Councilmember Duffle reported that the recycling program at Tukwila Elementary School appears to have gotten off on a very good start. Waste reduction was cut in half the very first day of implementation. The City was accorded a vote of thanks by Duffle for initiating this worthy endeavor. Foster and Thorndyke are next on the list.
