TUKWILA CITY COUNCIL COMMI1"1'EE OF THE WHOLE MINUTES Tukwila City Hall Council Chambers Council President Hernandez called the Committee of Whole Meeting to order and lead the audience in the Pledge of Allegiance JOAN HERNANDEZ, Council President; DENNIS ROBERTSON, CLARENCE MORIWAKI, ALLAN EKBERG, STEVE LAWRENCE, WALLY RANTS, JOE DUFFIE. JOHN MCFARLAND, City Administrator; ROSS EARNST, Public Works Director; DOUG MICHEAU, Public Works Coordinator; ALAN DOERSCHEL, Finance Director; RICK BEELER, Planning Director; NICK OLIVAS, Assistant Fire Chief; LUCY LAUTERBACH, Council Analyst. Mr. Roger Baker, 11662 42nd Avenue South, commented on an area in the City (the vicinity of Allentown, Interurban Avenue 42nd Avenue South) that is becoming an eyesore as a result of truckers parking their trailers. Mr. Baker stated that in the beginning only a few trailers were being parked there; but now the number has increased to six. Mr. Baker requested the City look into this matter. City Administrator John McFarland informed Mr. Baker that an inquiry of this situation will be made soon. Mr. Roger Hsiao, Travelodge Motel, made a plea to the Council seeking an exception for a sign design approved by King County with no prior warning of problems that would incur after being annexed into the City of Tukwila. The Mayor suggested that the City grant Mr. Hsiao the permit since he is a property owner who was caught up in the process. MOVED BY ROBERTSON, SECONDED BY MORIWAKI, THAT THIS ITEM BE MOVED TO THE NEXT REGULAR COUNCIL MEETING FOR APPROVAL UNDER CONSENT AGENDA. MOTION CARRIED DeVoss Management Consultants offered a slide presentation regarding the Ten Year Overlay Needs of the City. John Muel, a representative of DeVoss, explained that a 10 -year budget plan could provide sufficient funds to maintain and /or upgrade the current condition of streets in the City of Tukwila to a level acceptable to the traveling public. Councilmember Robertson added that a systematic program of evaluating and managing the city's streets needs to be developed and then incorporated into the city's C.I.P. A brief question and answer period ensued. Ross Earnst, responding to the Riverton truck traffic stated that Riverton is used as a shortcut between Pacific Hwy and Interurban /SR599, a location of several commercial businesses. Earnst informed the Council that the control plan to install load limit signs to cordon off Riverton has been reviewed with The Transportation Committee. Discussion ensued. The Council discussed the Residential Street Improvements Policy and recommended some changes. MOVED BY RANTS, SECONDED BY DUFFIE, THAT THE RESIDENTIAL STREET IMPROVEMENTS POLICY BE FORWARDED BACK TO THE TRANSPORTATION COMMITTEE FOR FURTHER STUDY. MOTION CARRIED. Committee of The Whole October 10, 1990 Page 2 Special Issues for Discussion (Con'ti SB2929/Initiative 547 REPORTS ADJOURNMENT 9:3U P.M. Rick Beeler provided information on the comparison between key features of SHB 2929 (Growth Management Legislation) and Initiative 547 (Citizens for Balanced Growth); and encouraged those interested that detailed informational brochures are available in the Community Development Department. Mayor VanDusen reported on a Housing Ordinance he plans to submit to the Council for implementation sometime in 1991. This ordinance addresses the need for enforcing minimum rental property standards. MOVED BY DUFFLE, SECONDED BY MORIWAKI, THAT THE COMM11`1EEE OF THE WHOLE MEETING BE ADJOURNED.
