Council President Hernandez called the Committee of The Whole
Meeting of the Tukwila City Council to order and lead the audience in
the Pledge of Allegiance.

LAWRENCE, WALLY RANTS, JOE DUFFIE.
JOHN MCFARLAND, City Administrator; JOHN COLGROVE, City
Attorney; ROSS EARNST, Public Works Director; DOUG
MICHEAU, Public Works Coordinator; RON CAMERON, City
Engineer; DON WILLIAMS, Parks Recreation Director, ALAN
DOERSCHEL, Finance Director; NICK OLIVAS, Assistant Fire
Chief; LUCY LAUTERBACH, Council Analyst.
Shirley Robertson, 13422 48th Avenue South, commented that the
area of 48th Avenue South is being used as a dumping ground for old
tires. Nick Olivas, Assistant fire Chief, informed the Council that the
fire Department is aware of this problem and is presently working on a
solution.
Council President Hernandez called the meeting back to order with
Councilmembers in attendance as listed above.
It was the consensus of the Council to hold a work session meeting on
November 12, 1990 to discuss the Sensitive Area Ordinance (SAO)
timeline; and to keep November 15 open for a second work session, if
needed.
After much discussion, the Council voted 4 to 3 against funding Human
Services at the $324,500 level with Robertson, Moriwaki, Lawrence
voting YES; and Duffle, Hernandez, Ekberg, Rants voting NO.
It was the consensus of the Council that the administration send out
Requests for Proposals (RFP's) to provider agencies, upon receipt of
responses, submit with recommendations to the Council for review in
order for Council to have an accountable document for which to base
cost and services upon, then be prepared to address findings during
budget discussions.
Council President Hernandez called the meeting back to order with
councilmembers in attendance as listed above.
The Council reviewed the Transportation Committee's priority
rankings of the streets projects for the Transportation 1991- 1997 CIP.
This item was moved back to the Transportation Committee for
further discussion.
Councilmember Robertson expressed concerns in the area of the City's
participation in the purchase of land for open space. Robertson is
requesting a status report in an effort to forecast land acquisition while
it is somewhat affordable.
Council President Hernandez reported she had attended various
meetings during the week, one of which was called by the Mayor of
Normandy Park. The Mayors of SeaTac, Federal Way, and Des
Moines were in attendance for the purpose of reviewing a draft
proposal of the revisions to the Suburban Cities By -Laws. Hernandez
encouraged the City's support in this endeavor.
