ADJOURNMENT 10:35 p.m. TUKWILA CITY COUNCIL COMMI'1'1LE OF THE WHOLE MINUTES Joari Hernandez, Council President Celia Square, Deputy City Clerk j g Tukwila City Hall Council Chambers Council President Hernandez called the Committee of The Whole Meeting of the Tukwila City Council to order and lead the audience in the Pledge of Allegiance. JOAN HERNANDEZ, Council President; DENNIS ROBERTSON, CLARENCE MORIWAKI, ALLAN EKBERG, STEVE LAWRENCE, WALLY RANTS, JOE DUFFIE. JOHN COLGROVE, City Attorney; ROSS EARNST, Public Works Director; DOUG MICHEAU, Public Works Coordinator; RICK BEELER, DCD Director; MOIRA BRADSHAW, Associate Planner; LUCY LAUTERBACH, Council Analyst. Catherine Harris, 5610 South 141st Place, commented that the legislative body of the City of Tukwila does not provide the powers of initiative and referendum to the people of Tukwila. The Tukwila Citizens for Quality Government presented a petition of 15 signatures requesting that the Council amend Ordinance #1009 to add a new section providing those powers to the people of Tukwila. The Council agreed to forward this item to the Community Affairs and Parks Committee, then back to the Council for further discussion. Moira Bradshaw summarized the Planning Commission Sensitive Areas Ordinance recommendation. A discussion followed. It was the consensus of the Council to hold Special Committee of The Whole meetings on November 15 and November 29, 7 9:30 p.m., in the Council Chambers to discuss the Sensitive Areas Ordinance. The remaining 30 minutes of the meeting will be extended to citizens for input. Additionally, one -hour will be allotted on each Monday night's agenda for Council to discuss the SAO. Council President Hernandez called the meeting back to order with Councilmembers in attendance as listed above. Ross Earnst and Doug Micheau presented to the Council the Land Altering Ordinance, which sets forth rules and regulations to control all land altering activities within the City; and, the Standard Processes Ordinance, which may be applied through reference in any land -use related code or ordinance adopted in the City. A lengthy discussion followed. The Council agreed to forward this item back to the Utility Committee. MOVED BY ROBERTSON, SECONDED BY MORIWAKI, THAT THE COMMITTEE OF THE WHOLE MEETING BE ADJOURNED. MOTION CARRIED
