Nos. 1170 and 470 and Adopting a New Cabaret Ord. TUKWILA CITY COUNCIL Tukwila City Hall Council Chambers Committee of the Whole Meeting MINUTES Council President Hernandez called the Committee of the Whole Meeting to order and led the audience in the Pledge of Allegiance. JOE DUFFIE; DENNIS ROBERTSON; JOAN HERNANDEZ, Council President; CLARENCE MORIWAKI; ALLAN EKBERG; STEVE LAWRENCE, JOHN RANTS. MIKE KENYON, City Attorney; JOHN McFARLAND, City Administrator; RHONDA BERRY, Assistant to the City Administrator; MOIRA BRADSHAW, Associate Planner. MOVED BY HERNANDEZ, SECONDED BY RANTS, TO ADD CITIZEN COMMENTS TO THE AGENDA. MOTION CARRIED. None Wendy Morgan, Human Services Consultant, briefly outlined services provided by the applicant agencies chosen for recommendation in the 1991 budget. Representatives from several agencies as wells as recipients of the services provided by those agencies addressed Council. MOVED BY RANTS, SECONDED BY HERNANDEZ, TO MOVE THIS ISSUE TO A REGULAR MEETING FOR APPROVAL OF $208,000 BASED UPON THE RECOMMENDATION OF THE COMMITTEE. Council President Hernandez commented she feels it is necessary to have a full time Human Services Coordinator engaged in monitoring and assessing the program before more funds are committed to it. Councilmember Moriwaki spoke against the motion indicating he does not feel the need for basic health care has been addressed. MOVED BY ROBERTSON, SECONDED BY MORIWAKI, TO ADD $10,000 TO THE MAYOR'S CONTINGENCY FUND TO NEGOTIATE BASIC HEALTH CARE SERVICES AT A LATER DATE.** *MOTION CARRIED. RANTS VOTING NO MOVED BY LAWRENCE, SECONDED BY MORIWAKI, THAT AN ADDITIONAL $17,500 BE INCLUDED FOR R.A.Y.S. WHICH BRINGS THE FUNDING UP TO THE FULL $35,000 AS REQUESTED. ROLL CALL VOTE: DUFFIE ROBERTSON MORIWAKI HERNANDEZ EKBERG LAWRENCE RANTS NO YES YES NO NO YES NO *MOTION FAILS 4 -3 *MOTION CARRIED AS AMENDED. Attorney Kenyon suggested the ordinance be amended to include definitions of the words "manager" and "entertainer" for clarification, using TMC 5.56 (Adult Entertainment Cabaret Ordinance) as a model. Minutes Committee of the Whole November 26, 1990 Page 2 SPECIAL ISSUES (con't) A Resolution Declaring an Emergency and Authorizing Emergency Expenditures for River Bank Erosion Controls Citizen Comment Discussion of Draft SAO ADJOURNMENT MOVED BY EKBERG, SECONDED BY MORIWAKI, TO MOVE THE CABARET ORDINANCE TO THE CONSENT AGENDA ON DECEMBER 3, 1990 FOR APPROVAL. MOTION CARRIED. Ross Earnst gave an overview of problem areas affected by the Thanksgiving weekend storm and outlined procedures needed to repair the damages. MOVED BY MORIWAKI, SECONDED BY DUFFIE, TO MOVE THIS ISSUE TO THE CONSENT AGENDA ON DECEMBER 3, 1990 FOR APPROVAL. MOTION CARRIED. Mayor VanDusen and council members praised the maintenance crews for their extra efforts during the flooding. Resident Catherine Harris protested the use of surface water funds to finance the construction of erosion controls. She suggested the bill be paid from the contingency fund. She raised the question of whether the expenditure of funds should be in the form of an ordinance or a resolution. MOVED BY ROBERTSON, SECONDED BY RANTS, THAT THE ADMINISTRATION AND CITY ATTORNEY DETERMINE WHICH FORMAT SHOULD BE USED FOR THIS ISSUE AND FORWARD THEIR RECOMMENDATION TO THE NEXT REGULAR MEETING. MOTION CARRIED. MOVED AND SECONDED THAT A DETERMINATION BE MADE ON WHETHER THE SURFACE WATER FUND, THE CONTINGENCY FUND OR ANOTHER FUND SHOULD FINANCE THE CONSTRUCTION OF EROSION CONTROLS.
