MOVED BY HERNANDEZ, SECONDED BY EKBERG, TO EXCUSE COUNCILMEMBER ROBERTSON. MOTION CARRIED. MOVED BY HERNANDEZ, SECONDED BY EKBERG, TO ELECT COUNCILMEMBER MORIWAKI TO CHAIR THE MEETING. MOTION CARRIED. MIKE KENYON, City Attorney; JOHN McFARLAND, City Administrator; ROSS EARNST, Public Works Director; RON CAMERON, City Engineer; DOUG MICHEAU, Public Works Coordinator. MOVED BY MORIWAKI, SECONDED BY LAWRENCE, THAT THE PROPOSED RESOLUTION BE READ IN ITS ENTIRETY. MOTION CARRIED. The resolution was read by City Attorney Mike Kenyon MOVED BY RANTS, SECONDED BY DUFFIE, THAT RESOLUTION NO.1169 BE APPROVED AS READ. MOTION CARRIED. MOVED BY MORIWAKI, SECONDED BY EKBERG, THAT THE PROPOSED RESOLUTION BE READ IN ITS ENTIRETY. MOTION CARRIED. The resolution was read by Attorney Mike Kenyon. MOVED BY RANTS, SECONDED BY HERNANDEZ, THAT RESOLUTION NO.1170 BE ADOPTED AS READ. MOTION CARRIED. Wendy Morgan, 15144 65th Ave. So., asked Council join her in requesting Senator Adams and Congressman McDermott to institute full GI Bill rights to the service men and women serving in the Persian Gulf. On behalf of the Friends of the Library, Ms. Morgan commented that members of the group are dissatisfied with the way their requests have been handled by the King County Library board. She indicated the City library groups would be willing to work with the Council and administration to help develop a process for public input. Library board member Marie Gardner echoed Ms. Morgan's comments. Evelyn Sukert, 14909 57th Ave. So., voiced her concerns about the Metro transfer station and the Rebanco project at Black River Quarry. She is tired of Tukwila being a "drop off point" for things that no one else wants. Ms. Sukert offered her assistance regarding this issue. Councilmember Hernandez encouraged citizens to watch for and attend the public hearings on these. issues. Catherine Harris, 5610 So. 141st St., encouraged Council to retain the Tukwila library. Ms. Harris noted her concern for the Rabanco issue and the Metro transfer station. Authorize Mayor to execute a local cooperation agreement with U.S. Army Corp of Engineers for participation in 205 Flood Protection Project. e. Authorize Mayor to execute contract with Reid Middleton Consultants for Green River Levee (205 Project) survey work. f. Accept as complete North Hill reservoir and pump station and authorize release of retainage in the amount of $127,445.96. Authorize Mayor to sign agreement with the State for flood disaster assistance funds (FEMA). Acceptance of public infrastructure as completed by Embassy Suites for development at South 158th St. and West Valley Hwy.; authorize Mayor to execute bill of sale. Attorney Kenyon read a Resolution of the City Council of the City of Tukwila, Washington, requesting an all day bus service from Seattle Minutes Regular Meeting January 21, 1991 Page 3 OLD BUSINESS (con't) through Tukwila to Kent on East Marginal Way/Interurban Avenue So/West Valley Road. Discussion of Draft Land Altering Ordinance City Council City Attorney Mayor VanDusen arrived at 9:00 p.m. ADJOURNMENT 9:08 p.m. MOVED BY DUFFIE, SECONDED BY EKBERG, THAT RESOLUTION NO.1172 BE APPROVED AS READ.* MOVED BY HERNANDEZ, SECONDED BY DUFFIE, TO AMEND THE RESOLUTION BY REPLACING THE WORD "KENT" WITH THE WORD "AUBURN" IN THE TITLE AND LAST PARAGRAPH.** *MOTION CARRIED. *MOTION CARRIED AS AMENDED. *MOTION CARRIED. MOVED BY EKBERG, SECONDED BY RANTS, TO APPROVE THE SOUTH 160TH STREET AND 53RD AVENUE SOUTH ENGINEERING PROJECTS. Ross Earnst explained that the project would combine three projects: Klickitat, 53rd Ave. So. /end of 160th Street, and from 51st to 53rd. The 53rd portion, end of 160th will come out of the Residential Streets budget and Klickitat will come out of Commercial Streets budget. Council discussed the consistencies between the Sensitive Areas Ordinance and the Land Altering Ordinance. Councilmember Ekberg requested that a definition for the term "buffer" be added under the 1.5 heading of Definitions. Attorney Kenyon stressed the importance of using the SAO definition of "buffer" in this document. Councilmember Hernandez requested stronger language in the penalties section. She suggested that the maximum penalty of $5,000 be on a per violation basis. REPORTS City Administrator John McFarland distributed copies of the draft Mayor Facilities Study. He indicated administration was close to identifying viable alternatives for the major facilities the City will need in the next 5 -20 years. A final draft will be submitted to Council within the next few weeks. Councilmembers Hernandez and Lawrence reported they attended the public hearing on Rabanco in Renton last week. There were no Rentonites in the audience; however, several Tukwila citizens attended. Councilmember Lawrence extended an invitation to the Chamber of Commerce to attend the Council retreat this weekend on Bainbridge Island. Mike Kenyon informed Council that the Supreme Court will argue the World Wide Video case on Wednesday, January 23, after 1:30 p.m. Mayor VanDusen reported on efforts that will be forthcoming from the City, the Chamber of Commerce, and the City of SeaTac, to show support for our armed services. Rhonda Berry, Assistant to the City Administrator, will be the project coordinator. Suggestions for the project may be forwarded to her.
