CITIZEN'S COMMENTS REPORTS TUKWILA CITY COUNCIL COMMI'1'1EE OF THE WHOLE MINUTES January, 28, 1991 Tukwila City Hall 7:00 p.m. Council Chambers Council President Robertson called the Committee of The Whole Meeting of the Tukwila City Council to order and lead the audience in the Pledge of Allegiance. JOHN MCFARLAND, City Administrator; JOHN COLGROVE, MIKE KENYON City Attorneys; ROSS EARNST, Public Works Director; DOUG MICHEAU, Public Works Coordinator; RON CAMERON, City Engineer; LUCY LAUTERBACH, Council Analyst. MOVED BY RANTS, SECONDED BY DUFFLE, TO DELETE DISCUSSION OF THE SAO FROM AGENDA AND SCHEDULE FOR THURSDAY, JANUARY 31, 1991, 6:30 9:30 P.M., CONFERENCE ROOM #3. MOTION CARRIED. Wendy Morgan commented that the Seafair Boat Association has established the City of Tukwila (off Interurban Avenue) as their new headquarters for the Miss Budweiser Hydroplane. Morgan encouraged the Council to schedule a tour for informational purposes. Wendy Morgan also informed the Council that Valley General Hospital has closed access to essentially 20 beds in its psychiatric unit. Morgan suggested the Council, being elected officials, may want to begin establishing arguments in opposition of the effect this could pose in the community at- large. Mayor VanDusen informed the Council he had recently attended a meeting held by the Southwest King County Chamber of Commerce. The City of SeaTac, City of Tukwila and the American Legion were in attendance and discussed creating a symbol of significance that will express our concern about our military personnel who are presently serving in the Middle East. Councilmember Hernandez reported that the Council Retreat was one of the best she had ever attended (held this past weekend). She was most impressed with the productive results, and with the facilitator who was the best in building team work she has ever witnessed. Councilmember Rants recently attended the Governor's Forum on Education in the Work Place. He stated it was very well presented and very well prepared. The forum focused on the education of the working population to create a better economy and better skilled people. Councilmember Duffle reported the Community Affairs and Parks Committee discussed plans to proceed with the work on the street, sewer, water, sidewalk and associated improvements for Crystal Springs Park. Discussion of Council's 1991 Work ADJOURNMENT 10:40 p.m. Duffle also informed the Council that six Friends of Foster and Tukwila Libraries were present at the meeting to urge the City to proceed with filling the vacancies on the Library Board so that King County Library System (KCLS) could have a point of reference when communicating with the City; and that the City is paying the full rate KCLS is charging, but is not getting the improved services the City was promised. Council President Robertson shared a letter from Suburban Cities Association regarding dues for the City's fair share in hiring a consultant; and a letter from King County containing information on the new King County Detention facility City Administrator McFarland reported that the Community Center Ad Hoc group met with the administration recently and indicated their interest in conducting a community survey to elicit community opinion on issues such as the community center, the library and other issues. McFarland stated he will get back to the Council for input prior to undertaking this effort. City Attorney Mike Kenyon stated that Laura Anderson, Prosecuting Attorney, is pregnant and her doctor has suggested she work at a slower pace. This may mean arranging to hire a new prosecutor. Also, Kenyon's legal assistant, Christe J. Carlson (from Lesourd Patten), will be coming on board possibly February 6. Kenyon also informed the Council he had argued the Adult Entertainment issue in Supreme Court last Wednesday and it appears all went well. A decision should be made by June. Regarding the WSDOT dumpsite, Kenyon informed the Council physical cleanup of the site is expected to be done by the Department of Transportation by the end of this month (January); and additional cleanup measures will be taken during Spring Cleanup (approximately the third week in April). It was the consensus of the Council to forward the Draft 1991 CIP Workplan to the Transportation Committee, then to the next Regular Council Meeting. The Council decided to continue the process they had begun at their retreat over the weekend. Steps were set, and a schedule made for the 1991 issues they hoped would be finished this year. The administration offered comments where appropriate. All issues will be compiled, then prioritized accordingly, and finalized at the next Council meeting.
