These documents shall be maintained and made available until final inspection approval is granted. 4: When special inspection is required, either the owner or the registered design professional in responsible charge, shall employ a special inspection agency and notify the Building Official of the appointment prior to the first building inspection. The special inspector shall furnish inspection reports to the Building Official in a timely manner. 5: Subgrade preparation including drainage, excavation, compaction, and fill requirements shall conform strictly with the recommendations given in the soils report. Special inspection is required. 6: All construction shall be done in conformance with the approved plans and the requirements of the International Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code. 7: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap the sanitary sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks, wells, and other excavations. Final inspection approval will be determined by the building inspector based on satisfactory completion of this requirement. 8: All construction noise to be in compliance with Chapter 8.22 of the City of Tukwila Municipal Code. A copy can be obtained at City Hall in the office of the City Clerk. 9: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the Building Official from requiring the correction of errors in the construction documents and other data. 10: ** *FIRE DEPARTMENT CONDPITONS * ** 11: The attached set of building plans have been reviewed by the Fire Prevention Bureau and are acceptable with the following concerns: 12: Every building shall be accessible to Fire Department apparatus by way of access roadways with all- weather driving surface of not less than 20' wide and 13'6" vertical clearance. Access roads in excess of 150' shall be provided width an approved turn- around area. Access shall be within 150' of all portions of the buildings. Contractor shall notify Public Works Utility Inspector at (206)433 -0179 of commencement and completion of work at least 24 hours in advance. 23: Any material spilled onto any street shall be cleaned up immediately. 24: Temporary erosion control measures shall be implemented as the first order of business to prevent sedimentation off -site or into existing drainage facilities. 25: From October 1 through April 30, cover any slopes and stockpiles that are 3H: IV or steeper and have a vertical rise of 10 feet or more and will be unworked for greater than 12 hours. During this time period, cover or mulch other disturbed areas, if they will be unworked more than 2 days. Covered material must be stockpiled on site at the beginning of this period. Building and Mechanical Permit The Building Official may grant one or more extensions of time for additional periods not exceeding 90 days each. The contractor had excavated a 12 to 18 inch deep trench along the base of the rockery at the south side of the subject residence. The bearing sediments for the rockery were evaluated visually and with a steel soils probe. The bearing sediments consisted of medium dense, damp, light brown, silty fine to medium sand with trace gravel. The bearing soils were found to be firm and non - yielding and will be capable of providing suitable bearing support for the planned 7 foot high rockery. A few of the base row of rockery rocks were set in place in the embedment trench. The drain line behind the rockery was being installed at the time of our site evaluation. There was a short segment of Ultra -block wall blocks that the original contractor had set at the far south end of the planned rockery location. The northern 1/3 of the rockery was nearly complete at the time of our arrival on site and the contractor was continuing to work towards the south. The rockery rocks were sound and durable rock type and were being set to interlock on the two rocks below. 2 to 4 inch quarry spall rock was being placed to fill the voids behind the rockery rocks. About 3.5 feet below the planned top of rockery a horizontal bench was cut into the existing slope. The first of two layers of geogrid as set at this level with the second layer set 18 inches above the first. The backfill on the geogrid reinforcing layers was placed in 6 to 8 inch lifts and track compacted to a firm non - yielding condition. The compacted fill was evaluated both visually and with a steel soils probe. Based on our evaluation, the fill soil was being suitably compacted per the recommendations in our design. S. Jones and Associates, Inc. 1.0 Project Description The applicant proposes to construct a concrete block retaining wall, to level the ground on the east side of his existing residence. This wetland investigation was preformed to determine if wetland buffers fall onto area that has been recently disturbed by the placement of fill and where the proposed retaining wall will be constructed. 2.0 Site Address, Identification, and Directions The property is located at 14108 57 Avenue S., in the City of Tukwila, Washington (see attached Vicinity Map). The site can be further described as located in the southwest quarter of Section 14, Township 23 North, Range 4 East, of the Willamette Meridian. The tax parcel number is 336590- 0780. Directions to the site from Seattle via I -5 is as follows: Take exit 156 for Interurban Ave toward Tukwila and travel for 0.2 miles; turn left at Interurban Avenue South and travel for 0.8 miles; turn right at 58 Avenue South and travel for 0.1 miles; turn right at S. 142 Street and travel for approximately 400 feet; turn right at 57 Avenue S., the property will be on the east side of the street at house number 14108. 3.0 Methodology The wetland assessment and delineation were performed using the Routine Methodology as described in Part IV, Section D of the Corps of Engineers Wetlands Delineation Manual (COE, 1987), and the Washington State Wetlands Identification and Delineation Manual (DOE, 1997). The Routine Small Area Methodology is "used when the project area is small, plant communities are homogeneous, plant community boundaries are abrupt, and the project is not controversial." The wetland determination was based on the presence of the three criteria for jurisdictional wetlands, hydric soils, wetland hydrology, and hydrophytic vegetation. All three criteria must be present in order to classify an area as a wetland. The assessment included a review of the King County GIS Data, the Department of Natural Resources stream inventory and the USDA Soil Conservation Service's Soil Survey of the King County Area, Washington (Snyder, 1973). Wetland points and Sample Locations were collected by J.S. Jones and Associates, Inc using a Trimble Geo XH GPS unit. Robert King and Jeffery S. Jones performed the field work and authored the wetland assessment. 4.0 General Site Description The property is rectangular shaped, roughly measures 105 feet wide by 190 feet deep and is approximately 0.46 acres. The property has a single - family home that was originally constructed in 2003. Other features include a storage shed and a landscape yard. The northeast corner is a forest on a steep slope. The forest is dominated by big -leaf maple (Acer macrophyllum), Douglas - fir (Pseudotsuga menziesii), dwarf Oregon grape (Mahonia nervosa), Indian plum (Oemleria cerasiformis), snowberry (Symphoricarpos albus) and English ivy (Hedera helix). Drainage flows from the southwest to the northeast discharging to the off -site wetland (Wetland A). These environments are classified according to the Classification of Wetlands and Deepwater Habitats of the United States (Cowardin, 1979). The probability of species being found in wetland environments has been determined by the U.S. Fish and Wildlife Service in the National List of Vascular Species that Occur in Wetlands: 1996 National Summary (USFWS, 1996). An indicator status was applied to each species according to its probability of occurring in wetlands (see Table 1). Table 1.0 Plant Indicator Status Note: FACW, FAC, and FACU have + and — values to represent species near the wetter end of the spectrum ( +) and the drier end of the spectrum ( -) (USFWS, 1996). Vegetation data was recorded at twelve sample locations. At each sample location, the dominant species were assessed by indicator status to determine if the plant community was predominantly hydrophytic. Rules for determining dominant species were established in the Washington State Wetlands Identification and Delineation Manual (DOE, 1997). Dominants were determined using the 50/20 rule. Using this rule, percent cover was added by order of descending cover until 50% cover was reached. These species were considered dominants. The next most common species was also included as a dominant if it had over 20% cover. 5.2 Vegetation Results At sample location 1 (SL -1), is located in an off -site wetland north of the subject property. The plant community is dominated by black cottonwood (Populus balsamifera, FAC), red alder (Alnus rubra, FAC), salmonberry (Rubes spectibilis, FAC +), reed canarygrass (Phalarus arundinacea, FACW) and creeping buttercup (Ranaculus repens, FACW) and Himalayan blackberry (Rubus armeniacus, FACU). Himlayan blackberry is commonly found in seasonal disturbed wetlands. The plant community is hydrophytic because more than 50% of the dominant species are OBL, FACW, or FAC. At SL -2, located just east of the recent fill area, has a plant community is dominated by big -leaf maple (Ater macrophyllum), Douglas -fir (Pseudotsuga menziesii), dwarf Oregon grape (Mahonia nervosa), Indian plum (Oemleria cerasiformis) and English ivy (Hedera helix). The plant community is non - hydrophytic because not more than 50% of the dominant species are OBL, FACW, or FAC. April 2008 2 J. S. Jones and Associates, Inc. 6.0 Hydrology 6.1 Hydrology Methodology The Corps of Engineers Wetlands Delineation Manual (COE, 1987) and the Washington State Wetlands Identification and Delineation Manual (DOE, 1997) require inundation, flooding, or saturation to the surface for at least 5% of the growing season to satisfy the hydrology requirements for jurisdictional wetlands. Areas that are saturated between 5% and 12.5% of the growing season may or may not be wetlands. The growing season can either be defined by the number of frost -free days (temperatures above 28 °F), or the period during which the soil temperature at a depth of 19.7 inches is above biological zero (41 ° F). The presence of primary and secondary wetland hydrological indicators was determined at each sample location by evaluating a variety of direct and indirect indicators. In addition to direct visual observation of inundation or saturation, secondary hydrologic indicators were used to infer wetland hydrology. Secondary indicators include oxidized channels (rhizospheres) associated with living roots and rhizomes, water marks on vegetation or fixed objects, drift lines, water -borne sediment deposits, water stained leaves, surface scoured areas, wetland drainage patterns, morphological plant adaptations, and hydric soil characteristics. 6.2 Hydrology Results SL -1 has wetland hydrology. The sample location was inundated 0 -0.5 feet. SL -2 did not have wetland hydrology. These sample locations are dry to the surface. The water table is not present within the upper 18 inches. There are no soil indicators of seasonal wetland hydrology. 7.0 Soils 7.1 Soils Methodology Hydric soils are soils that are "saturated, flooded, or ponded long enough during the growing season to develop anaerobic conditions in the upper part (COE, 1987) ". They are either organic soils (peats and mucks), or are mineral soils that are saturated long enough to produce soil properties associated with a reducing environment. These soils have hydric characteristics such as a reduced matrix (a matrix that changes color when exposed to air), redox depletions (gleying), or redox concentrations (mottles). Soils were assessed for organic content and hydric characteristics in an 18 -inch soil pit at each sample location. In Washington Sate, soil color is the main indicator used to determine if a soil is considered hydric. Soil color immediately below the "A" horizon or at a depth of 10 inches below ground surface was determined using Munsell Soil Color Charts (MacBeth, 2000). Soils that had a one - chroma matrix or a two - chroma matrix with mottles were determined to be hydric. 7.2 Soil Series The USDA Soil Conservation Service (SCS) mapped the on -site soils as Urban Land (Ur). Urban Land is a soil that has been modified by disturbance of the natural layers with additions of fill material several feet thick to accommodate large industrial and housing installations. From 0 to 12+ inches the soil is a black (10YR 2/1) gravelly sandy loam with mottling. The soil is hydric because it is a one- chroma matrix with mottling immediately below the A horizon (Department of Ecology 1997)." The soil at SL -2 is an gravelly sandy loam. From 0 to 12 inches the soil is a very dark brown (10YR 2/2) gravelly sandy loam without mottling. From 16 to 18+ inches the soil is a brown (10YR 4/3) gravelly sandy loam without mottling. The soil is non -hydric because it does not have a "one - chroma matrix without mottling or a two - chroma matrix with mottling immediately below the A horizon or 10 inches, whichever is shallower (Department of Ecology 1997)." 8.0 Wetland and Aquatic Area Determination Rating, and Buffers Wetland A follows an abrupt topographic break along the toe of the slope, transitioning upland to wetland indicators. The wetland is classified as Palustrine Forested (PFO) with a Palustrine Emergent (PEM) component and roughly measures 15,000 square feet. Wetland A has a hydrological connection to the Duwamish River from the City's stormwater conveyance system and is therefore "non- isolated ". The Duwamish River is rated as a Type 1 watercourse. According to the Tukwila Code (TMC), wetlands are rated per TMC Chapter 18.45.080. Wetland A is rated as Type 2 since it is "hydrologically connected (non - isolated) to a Type 1 or Type 2 watercourse." Type 2 wetlands require an 80 -foot buffer measured perpendicular from its wetland edge. 9.0 Impacts Under the code at the time the residence was permitted, the wetland buffer was 50 feet and would not have reached the structure or fill. However, an 80 -foot buffer results in 650 square feet of unauthorized fill in the wetland buffer. During construction of the proposed retaining, fill in the buffer will be removed and the buffer will be restored with native plant materials. The design plans for the retaining wall will be prepared by the applicant or his engineer. 10.0 Authority This wetland and stream determination is in accordance with Section 404 of the Clean Water Act, the objective of which is to "maintain and restore the chemical, physical, and biological integrity of the waters of the United States" (DOE, 1997). Wetlands are "areas that are inundated or saturated by surface or ground water at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adapted for life in saturated soil conditions. Wetlands generally include swamps, marshes, bogs, and similar areas (EPA, 40 CFR 230.3 and CE, 33 CFR 328.3) ". 11.0 Limitations Wetland determinations and delineations are not final until approved by regulatory agencies and/or local jurisdictions. In order to provide suitable recommendations for construction of the planned wall, a site reconnaissance and completion of two hand dug explorations were completed to evaluate the soil and ground water conditions at the planned wall location. The following letter and design detail presents the results of our investigation. The planned retaining wall will be located along the south side of your residence to extend the existing parking area about 10 to 15 feet to the east. The existing are consists of a slope down to the east with the southern portion of this slope being broken by a flat area before continuing down to the east. The upper portion of this slope was visually obvious as a fill slope associated with the construction of your residence. The natural slope that the fill slope ties into extends down about 25 to 30 feet vertically at an approximate slope inclination of 35 to 40 percent. The upper portion of the slope is covered with grass while the lower slope contains more typical native growth vegetation of ferns, Oregon grape, Sal -al, and fir and deciduous trees. The fir trees on the flat area at the base of the upper fill slope were approximately 25 years old based on a tree ring count of the stumps from the recently cut trees. Two hand auger holes were advanced to evaluate the soil conditions along the planned wall alignment. The first exploration hole was located near the north end of the wall alignment, about 15 feet south of the residence foundation. The soils encountered consisted of medium dense, damp, light grey brown, silty fine to medium sand with some gravel. These soils were fill soils that were placed as backfill around the foundation wall of residence. The hole was terminated at a depth of 5 feet due to a large cobble encountered with the fill. The second hole was located on the flat area near the middle of the south portion of the wall alignment. This area was the location of the 25 year old fir trees on the site of the planned wall location. The soil encountered in this location consisted of medium dense, damp, reddish brown, fine to medium sand with trace gravel and silt and roots. This hole was advance to a depth of 6 feet before encountering either a large root of cobble that prohibited further advancement of the soil auger. This material was also fill soil placed more than 25 years ago. No ground water was encountered in either of the twCECEIVED exploration holes completed for this study. JAN 0 9 2008 The regional geologic map of the area has identified this area as being underlain by Vashon PERMIT CENTER lodgement till sediments atop Tertiary bedrock. There were no exposures of bare ground or any evidence of erosion on the slope. There was no evidence of recent of past slope instability observed during our site reconnaissance. No head scarps, tension cracks, hummocky ground or any indications of past slope instability was observed on this slope. It is our opinion that the natural slope below the planned wall location is underlain by dense lodgement till sediments and that construction of the planned retaining wall will not have an adverse impact on the existing slope stability. Based on the results of our site reconnaissance and exploration holes, it is our professional opinion that both the new and old fill soils will be capable of providing suitable foundation support for the planned retaining wall to extend the parking area. The base of the retaining wall should be located on a bench cut into the existing fill slope with the front of the base wall block located a minimum of 2 feet from the slope face. The bottom of the wall block should be backfilled a minimum depth of 12 inches with compacted structural fill soil. The wall base bench should be excavated with a 5H:1 V slope inclination back into the hill side to facilitate construction of the wall with a minimum 1H:5V batter from vertical on the face. The base row of blocks shall be turned perpendicular to the wall alignment. We recommend the use of Ultra Block wall blocks as the cross pattern on the top of the block allows the block to interlock in a perpendicular configuration and also allows more flexibility to be constructed on large radius curves than the more generic ecology wall blocks. The top two rows of wall block should be constructed with the upper row offset from the lower row, a "running bond" pattern not as a stack of two blocks directly on top of each other. Half blocks are available to allow the ends of the wall to match up if desirable. A drain should be provided at the back of the wall base. The drain should consist of 4 inch diameter, rigid, perforated, PVC pipe surrounded by a minimum of 6 inches of washed drain rock or pea gravel. The drain should be constructed to allow gravity discharge to the south end of the wall. The wall backfill soil should be placed in lifts of 10 to 12 inches thick. Each lift should be compacted to a minimum of 90 percent of the modified Proctor maximum dry density. The fill soil should be benched into the existing slope during the placement and compaction. The upper surface of the fill soil should be protected from erosion with a layer of crushed rock or asphaltic concrete pavement. We recommend that the base of the wall block excavation be evaluated by us prior to placing the wall blocks to verify the bearing capacity of the foundation soils. Grantor will inform its successors and assigns of said Property that the Property is in an area of potential geologic instability (potential slide area), of the risks associated with development thereon, of any conditions or prohibitions on development imposed by the City of Tukwila, and of any features in this design which will require maintenance or modification to address anticipated soils changes. 4. Grantor will maintain continuous insurance coverage as required by the permit authorizing the development. 5. Grantee's inspection or acceptance of any of the Grantor's construction or other work either during construction or when completed shall not be grounds to avoid any of these covenants of indemnification. 6.
