TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES Tukwila City Hall Council Chambers Council President Robertson called the Committee of The Whole Meeting of the Tukwila City Council to order. DENNIS ROBERTSON, Council President; JOE DUFFIE, JOAN HERNANDEZ, CLARENCE MORIWAKI, ALLAN EKBERG STEVE LAWRENCE. MIKE KENYON, City Attorney; ALAN DOERSCHEL, Finance; REBECCA FOX; DCD. John Schwartzmann, McMicken Heights, commented that maybe the City could look into the possibility of establishing a scholarship fund for the school district, supported by the City, for deserving students. To his knowledge there is no such fund available at this time. The Council agreed to look into this matter. Scott Nangle, 14140 56th Avenue South, informed the Council that King County is considering an ordinance (91 -164) that would grant an unspecified use permit to several land sites that could be operated as landfills. Nangle stated that Tukwila could be impacted by this ordinance since the Black River Quarry Rabanco and various other recycling facilities are in the Tukwila vicinity. Councilmember Hernandez suggested the Council obtained a copy of the ordinance and assign to the Utilities Committee for discussion. Scott Nangle continued as he informed the Council that a subcommittee is being formed in King County to draw up the 1991 district boundaries for the King County Council. The cities of Kent and Renton have expressed the desire to be represented by one district. Nangle requested the City of Tukwila follow suit. Being divided into three council districts is not expedient. The Council agreed to express concern by writing a letter to the King County 1991 Redistricting Committee requesting the city limits of Tukwila be contained within a single King County Council district. Mayor VanDusen explained that since the City Administrator, John McFarland, was called to active duty due to the Persian Gulf crisis, the library project has been assigned to Alan Doerschel. Doerschel has been working with the Library Board and Trish Ekberg to provide citizens opportunity to both understand the process for reviewing library services and speak to the Council about their concerns and ideas. Mr. Doerschel commented that the City contracts with the King County Library System. There are two branches located within our City limits the Tukwila Library, a 1918 square foot facility, and the Foster Library, a 2400 square foot facility. In addition, several nearby branches are used. Doerschel continued that the City's contract is scheduled to rise dramatically during the next several years due to a formula change which began this year. Council Work Plan. REPORTS ADJOURNMENT 9:30 p.m. $101,606 for our contracted services. In 1991, the budget is $565,000 and is expected to escalate to nearly $1,400,000 by the year 1995. The administration and the Library Board are aggressively pursuing solutions by drawing upon input from a wide variety of sources including a phone survey planned for April 15. The month of June has been targeted for Council decision and /or recommendations. Several citizens voiced their opinions as to what services to expect and the cost to the city, stating that the dollar amounts are alarming. Rebecca Fox, DCD, presented an overview of the Recycling Program and introduced the ordinance relating to solid waste management, establishing standards and collection service levels responsible for implementing the City's solid waste program. The Council discussed the draft solid waste ordinance and made several amendments. MOVED BY DUFFIE, SECONDED BY MORIWAKI, THAT THE DRAFT ORDINANCE RELATING TO SOLID WASTE MANAGEMENT, ESTABLISHING STANDARDS AND COLLECTION SERVICE LEVELS BE FORWARDED TO THE NEXT REGULAR COUNCIL MEETING (APRIL 15, 1991) WITH AMENDMENTS FOR APPROVAL. MOTION CARRIED. The Council discussed and updated the Council Work Plan. City Attorney Mike Kenyon reported for the Mayor that dump passes were available in the City Clerk's office for Spring clean -up; and that the City's Court Administrator, Kathy Comini, had given her resignation to accept a job elsewhere. Councilmember Duffie reported that a tree had fallen in Gilliam Creek and obstructed the water flow. Duffle stated the situation is worsening. He encouraged the City to look into this matter. Councilmember Hernandez reported she had received a call from Oren Hadallar, Parish Council President of St. Thomas Church (244- 9193), stating that the Church would be willing to have the City consider three and one -half acres of property as a site for a Community Center. The Council questioned why this was not noted in the consultant facilities study. MOVED BY DUFFLE, SECONDED BY MORIWAKI, THAT THE COMMITTEE OF THE WHOLE MEETING BE ADJOURNED. M9[i ION CARRIED.
