Council President Robertson called the Special Meeting of the
Tukwila City Council to order.

b. Approval of interlocal agreement creating the Puget Sound
Regional Council; authorize Mayor to execute the agreement.
MOVED BY DUFFIE, SECONDED BY MORIWAKI, TO
APPROVE THE CONSENT AGENDA AS SUBMI
MOTION CARRIED.
MOVED BY MORIWAKI, SECONDED BY DUFFIE, TO
FORWARD THE AWARD OF BID FOR CRYSTAL SPRINGS
PARKS PHASE II TO THE MAY 6, 1991 REGULAR COUNCIL
AS AN ITEM OF NEW BUSINESS. MOTION CARRIED.
MOVED BY DUFFIE, SECONDED BY MORIWAKI, THAT THE
SPECIAL MEETING BE ADJOURNED TO THE COMMITTEE
OF THE WHOLE. MOTION CARRIED.

Council President Robertson called the Committee of the Whole
Meeting of the Tukwila City Council to order at 7:00 p.m.

Council President opened the public hearing at 7:00 p.m.
Councilmember Rants and the Council agreed to keep the hearing
informal, to encourage dialogue rather than autocracy.
Eleven Citizens voiced their views on the draft Sensitive Areas
Ordinance. Most objected to what they deemed were vague and
imprecise definitions; others pointed out errors in points of reference;
and some commented that the ordinance should focus on what the
citizens CAN do rather than what they CAN'T do with their property.
Questions of provisions that would compensate property owners
under certain conditions for the loss of value of property were also
addressed.
The second public hearing on the draft Sensitive Areas Ordinance will
be held on Wednesday, April 24, 1991 at 7:00 p.m.
The Public Hearing closed at 8:15 p.m.
Recess MOVED BY DUFFLE, SECONDED BY RANTS, TO TAKE A
TEN MINUTES RECESS. MOTION CARRIED.
Councilmember Duffie informed the Council that there had been
some problems at the Bow Lake Transfer station. King County
closed the dump earlier than usual due to the overwhelming response
to the free dump passes. King County agreed to extend the service
for another full week, but only to those persons holding dump passes.
No additional dump passes were being issued.
Councilmember Hernandez reported she had attended various
meetings recently, one being the Chamber of Commerce who made a
commitment to assist with the Tukwila zip code issue and other
community enhancement projects.

9:20 p.m. COMMITTEE OF THE WHOLE MEETING BE ADJOURNED.
