CITIZEN'S COMMENTS SPECIAL ISSUES Residential street undergrounding. Discussion of King County Regional Council. TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES Tukwila City Hall Council Chambers Council President Robertson called the Committee of The Whole meeting of the Tukwila City Council to order. DENNIS ROBERTSON, Council President; JOE DUFFIE, JOAN HERNANDEZ, CLARENCE MORIWAKI, ALLAN EKBERG STEVE LAWRENCE, JOHN "Wally" RANTS. RICK BEELER/GARY SCHULZ, DCD; LUCY LAUTERBACH, Council Analyst; JOHN COLGROVE/MIKE KENYON, City Attorneys; BRIAN SHELDON/RON CAMERON/DOUG MICHEAU/ROSS EARNST, Public Works Dept.; RON WALDNER/KEITH HAINES, Police Dept. Steve Thompson, Administrative Assistant, King County Department of Adult Detention; and Paul Monarch, Capital Planning Manager gave a presentation on the Regional Justice proposal. The proposal outlined an Operational Master Plan regarding the need for additional permanent jail capacity. A review of the proposal described the ways to meet the need, analyze options, and the proposed site criteria for the jail facility. A copy of the Planning Group's Facility Master Plan was provided to the Council. The Mayor read A Proclamation proclaiming May 12 18, 1991 as Peace Officer Memorial Week to honor law enforcement officers who gave their lives serving the public. Police Chief Ron Waldner announced that the Police Department has scheduled a ceremony to remember and honor their fallen brothers and sisters for Wednesday, May 15, 9:30 a.m. at the flag pole. Trish Ekberg, 4920 South 161st, Chairperson, Library Advisory Board, gave a brief Board update, stating that the Board is Looking into developing a short survey based on school /students and teachers input regarding library services. The Board is also planning to hold a couple of citizens comments sessions that will be looking at whether to contract with King County Library Services or support an independent system. The Council discussed the Undergrounding Policy at length stating that the owner's costs from their property lines will generally be $2,500 under City Light, and $2,000 under Puget Power. An alternative would be to have the City pay the utilities for wire and connection costs (about $400), and reimburse property owners up to $1,600 for their receipted costs in trenching, backfilling and electrician jobs. The Council also discussed the strain this could have on families or residents; but in conclusion, agreed to have the policy stand as is, and consider general fund financing as the situation warrants it. Councilmember Hernandez recommended the Policy be modified with provisions being made in behalf of senior citizens. After much discussion of the Interlocal Agreement for the Puget Sound Regional Council, the Council agreed to forward the agreement back to the Administration. The Administration will outline problem areas of the agreement and send back to the Council for further consideration. REPORTS AD,TOURNMENT 10:45 p.m. Council President Robertson called the Committee of the Whole meeting back to order with councilmembers in attendance as listed above. The Council resumed discussion of the Sensitive Areas Ordinance (SAO). The next SAO meeting is scheduled for Thursday, May 16, 1991, City Hall Council Chambers. Councilmember Rants reported that Suburban Cities has requested Tukwila City Council's endorsement of the Seattle Center Bond Issue, election scheduled for May 28. Councilmember Moriwaki reported that one of the Human Services Agencies, the Child and Family Resource and Referral, has changed its name to "Child Care Link." The new name transmits a more bonding message. Moriwaki will also attend various meetings this week, among them will be a luncheon on Thursday with Dr. Michael Silver who was nominated for an award from the Washington Association of School Administrators. Councilmember Hernandez reported that among some of the items discussed at Finance Safety Committee meeting was the Graphics position the City budgeted for. Justification was provided at the meeting and the Committee is convinced that this position is very much needed. Hernandez also reported she had attended a Chamber of Commerce luncheon; and a ribbon cutting ceremony to welcome a new business (the Lennox Company) into the Tukwila community. Councilmember Hernandez also announced her candidacy to run for Council a second term. MOVED BY DUFFLE, SECONDED BY RANTS, THAT THE COMMITTEE OF THE WHOLE MEETING BE ADJOURNED. TION CARRIED.
