Permits presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the Building Official from requiring the correction of errors in the construction documents and other data. 8: PUBLIC WORKS Temporary erosion control measures shall be implemented as the first order of business to prevent sedimentation off-site or into existing drainage facilities. 9: The site shall have permanent erosion control measures in place as soon as possible after final grading has been completed and prior to the Final Inspection. 10: Abandoned side sewers shall be capped at the main. 11: Sewer and water utilities shall be plugged at the mains if they are to be abandoned. If they will be used again in the near future for a new building, they shall be capped at the property line and at the water meter respectively. These stormwater modifications were required due to the impact of the Sound Transit project along the property's frontage. The impact area Included the existing stormwater detention pipe as well as an existing building (Building C) located on the southern portion of the site. Building C was then to be demolished as part of the Sound Transit project and the area occupied by Building C was to be converted to surface parking by SEBCO, Inc. Along with the relocation /replacement of the detention pipe, the City required that a water quality facility be installed to treat stormwater runoff from the Building C area once it is converted to surface parking. The detention tank relocation and the Stormfilter vault installation were completed and mylars of the as- bullts were submitted to the City on November 11, 2005. Attached to this letter is the text of the approved TIR for your reference. After the existing detention pipe was relocated and the Stormfilter vault was installed, the Building C demolition took place and a temporary construction easement over this area was granted to Sound Transit. Sound Transit has recently relinquished their temporary construction easement, and therefore SEBCO, Inc. would like to proceed with the construction of the new parking lot as planned. The architectural, engineering and landscaping plans being submitted with this letter are for the proposed parking lot. The proposed parking lot will be graded to drain to two new catch basins that will collect the parking lot runoff and route it into the existing Stormfilter vault via a new 12 -inch stormwater pipe as shown on the plans. Lindal Property Technical Information Report 1.1 Project Overview The following Technical Information Report (TIR) and design are provided for the SEBCO, Inc. Lindal property storm facility relocation and new water quality facility. The project is required due to the "taking" of a portion of the SEBCO property and demolition of a building as a result of the Sound Transit project along Martin Luther King Jr. Way South. The "taking" area includes one of the existing storm water detention facilities currently serving the site. In "addition, the Sound Transit project will require a large portion of the SEBCO property for use as a temporary construction easement and the demolition of one of the existing buildings. The demolition of Building C will be permitted through the Sound Transit project and is not included with this submittal. After the demolition of Building C, and the relinquishment of the temporary construction easement, it is SEBCO's intent to replace area formerly occupied by Building C with asphalt parking. Since this will be a change of use to parking, a new water quality facility is proposed to accommodate this area. A TIR worksheet is provided as Figure 1. The SEBCO Lindal property is located at the southwest corner the intersecton of South 104 Place and Martin Luther King Jr. Way South in Tukwila, Washington. The site lies within a portion of Section 3, Township 23 North, Range 4 East, W.M.. A vicinity map is provided as Figure 2. The entire property is approximately 4.6 acres in size. After the "taking" by Sound Transit the remaining property will be approximately 4.5 acres. The site discharges to the east into the existing drainage system which runs along Martin Luther King Jr. Way South to the south. Per the City of Tukwila, the existing facilities affected by the "taking" can be replaced in kind and the only portion of the site that require water quality treatment is the area to become asphalt parking after the demolition of Building C. Water quality treatment is proposed to be via a Stormfilter system. 1.2 Existing Conditions The existing drainge facilities to be removed and replaced outside of the Sound Transit "taking" consist of two Type II catch basins, one Type I catch basin, and approximately 260 lineal feet of 30 -inch detention pipe. An existing conditions maps is provided as Figure 3. 1.3 Proposed Conditions The modifications to the existing storm drainage facilities will consist of the relocation of the existing 30 -inch detention pipe and associated structures. The new 30 -inch detention pipe will have access risers to meet current requirements. A proposed conditions map is provided as Figure 4. Lindal Property Technical Information Report In accordance with the City of Tukwila requirements, the a water quality system is required for the conversion of the Building C area to asphalt parking. The project proposes the use of a Stormfilter treatment three cartridge system. A stub -out for the 12- inch inlet pipe will be provided as part of this project. Once Sound Transit relinquishes the construction easement and the Building C area is converted to asphalt parking, the conveyance system associated with the parking will be connected into the Stormfilter stub -out pipe. 2.0 Water Quality Design The water quality facility installed as part of this project will only provide treatment for the Building C area that will be converted to asphalt parking. The building area is approximately 12,962 square feet or 0.3 acres. Using the required 15- minute time - steps, the peak events of concern are as follows: 2 -year peak => 0.143 cfs 100 -year peak => 0.354 cfs According to the KCSWDM, the water quality design flow is 60% of the developed 2- year peak flow. Thus, the water quality flow is 0.6 * (0.143 cfs) = 0.09 cfs. A Stormfilter, manufactured by Stormwater Management, is proposed for water quality treatment. This Stormfilter consists of a 3 cartridge system with perlite media. Site parameters were sent to the engineering department of Stormwater Management for analysis and design. The Stormfilter calculations are found in this section. A high flow bypass is not required for functionality of the Stormfilter.
