The issuance of a permit based on construction documents and other data shall not prevent the Building Official from requiring the correction of errors In the construction documents and other data. 22: ** *PUBLIC WORKS DEPARTMENT CONDITIONS * ** 23: Contractor shall notify Public Works Utility Inspector Mr. Greg Villanueva at (206)433 -0179 of commencement and completion of work at least 24 hours in advance. 24: Work affecting traffic flows shall be closely coordinated with the City Utilities Inspector. 25: The Gty of Tukwila has an undergrounding ordinance requiring the power, telecommunications, and cable service lines be underground from the point of connection on the pole to the house. 26: Any material spilled onto any street shall be cleaned up immediately. 27: A copy of the Certificate of Insurance Coverage (minimum of $2,000,000 naming the City of Tukwila as additionally Insured). 28: A bond or cash equivalent in the amount of 150% x cost of work within the City right -of -way, made out to the City of Tukwila for possible property damages caused by activities. 29: The Land Altering Permit Fee Is based upon an estimated 75 cubic yards of cut and 100 cubic yards of fill. If the final quantity exceeds this amount, the developer shall be required to recalculate the final quantity and pay the difference in permit fee prior to the Final Inspecion. 30: From October 1 through April 30, cover any slopes and stockpiles that are 3H:1V or steeper and have a vertical rise of 10 feet or more and will be unworked for greater than 12 hours. During this time period, cover or mulch other disturbed areas, if they will be unworked more than 2 days. Covered material must be stockpiled on site at the beginning of this period. The general location of the site is shown on Plate 1 - Vicinity Map. We understand that proposed development for the site is to build a new single - family on each of the three adjoining lots. The purpose of this study is to characterize the subsurface conditions of the site and The purpose of this study is to characterize the subsurface conditions of the site, evaluate the feasibility of on -site stormwater infiltration and provide geotechnical recommendations for slope stabilization, grading, surface and ground water drainage control, erosion mitigation, and foundation design and construction for the proposed development of the site. Presented in this report are our findings of the site conditions and geotechnical recommendations. November 1 1, 2005 Parks Development 1_, &A Job No. SAl 28 Page 2 PROJECT DESCRIPTION For our use in this study, you provided us with a plat plan of the site. According to this plan, we understand that the site is consisted of three adjoining building lots and that a single- family residential building will be constructed on each lot. We also understand that the buildings will be two - story, wood- framed structures with a concrete - walled basement underneath, to be supported on perimeter footings, interior bearing walls, posts and foundations. The buildings will have an attached garage with a concrete on -grade slab floor. The terrain within the site generally slopes down gently eastward over about its western one half to two thirds, then continues to slope down easterly moderately to steeply over its remaining area, and with a more moderate cross slope down to the north. The proposed buildings will he sited over the western gently - sloped areas of the lots and construction of the basement of each proposed building will required excavation up to about 10 feet deep. Grading of the lots will generally follow the existing contours and minimal cut and fill will be required outside of the building footprints. SCOPE OF SERVICES Our scope of services for this study comprises specifically the following: I Review the geologic and soil conditions at the site based on a published geologic map. Explore the site for subsurface conditions with backhoe test pits to a firm bearing soil stratum or to the maximum depth (about 12 feet) capable by the backhoe used for excavating the test pits, whichever occurs first. 3. Perform necessary geotechnical analyses and provide geotechnical recommendations for grading, erosion mitigation. surface and ground water drainage control, and foundation LIU & ASSOCIATES, INC. Prepare a written report to present our findings, conclusions, and recommendations. SITE CONDITIONS SURFACE CONDITIONS The site is a rectangle- shaped tract of land, measuring about 150 feet wide (north - south) by 170 feet deep (east- west). It is hounded by 45 Avenue South to the west. The site is composed of three adjoined lots, each 50 -toot wide along 45 Avenue South. The site is situated on the mid slope. of a gentle to moderately - steep, northeasterly declining hillside, descending to the nearby Duwamish River. The terrain over the site generally slopes down gently to moderately steep northeasterly at 8 to 30 percent grade, with the steeper areas in the eastern 12 to 75 feet of the site. The site is currently occupied by existing houses in the western portion of the site. We understand that these existing structures will be demolished for the proposed development. The western gently sloped areas of the site surrounding the existing houses are covered with lawn grass, while the moderate to steep eastern area of the site is dotted with few mature deciduous trees with thick underbrush. GEOLOGIC SETTING The Preliminaa Geologic Map of Seattle and Vicinity, Washington by H. H. Waldron, B. A. l.,iesch, D. R. Mullineaux, and D. R. Crandell, published by U. S. Geological Survey in 1962, was referenced for the geologic and soil conditions at the site. According to this publication, the surficial soil units al and in the vicinity of the site is mapped as Undifferentiated Glacial deposit LIU & ASSOCIATES, INC. November 11, 2005 Parks Development L&A Job No. 5A 128 Page 4 (Q on the lower ground and Glacial Till deposit (Q over the highland area to the south and west of the site. The geology of the Puget Sound Lowland has been modified by the advance and retreat of several glaciers in the past and subsequent deposits and erosion. The latest glacier advanced to the Puget Sound Lowland is referred to as the Vashon Stade of the Fraser Glaciation, which has occurred during the later stages of the Pleistocene Epoch and retreated from the region some 14,500 years ago. The glacial till soil unit over the highland areas to the south and west of the site was deposited directly by glacial ice during the most recent glacial period as it advanced over an eroded, irregular surface of older formations and sediments. It is a very dense mixture of unsorted clay, silt, sand, gravel, and scattered cobbles and boulders, often referred to as "hard pan ". The till soils over the top two to four feet are normally weathered to a medium -dense state, and i.s moderately permeable and compressible. The underlying fresh till is very dense and is practically impervious to stormwater infiltration. The fresh till has the strength of low -grade concrete and can stand in steep natural slopes or man -make cuts for a long period. If remains undisturbed and well- drained, the fresh till can provide excellent foundation support with little settlement expected. SUBSURFACE CONDITIONS Subsurface conditions of the site were explored with five test pits spread throughout the site. The test pits were excavated on October 6, 2005, with a track-mounted backhoe to depths from 7.0 to 10.0 feet. The approximate locations of the test pits are shown on Plate 2 - Site and Exploration Location Plan. The test pits were located with either a tape measure or by visual LIU & ASSOCIATES, INC. November 11, 2005 Parks Development L &A Job No. 5A 128 Page 5 reference to existing topographic features in the field and on the topographic survey map, and their locations should be considered only accurate to the measuring method used. A geotechnical engineer from our office was present during subsurface exploration, who examined the soil and geologic conditions encountered and completed logs of test pits. Soil samples obtained from each soil unit in the test pits were visually classified in general accordance with United Soil Classification System, a copy of which is presented on Plate 3. Detailed descriptions of soils encountered during site exploration are presented in test pit logs on Plates 4 through 6. Test Pits 1. 2 and 3 located in about the northwestern quarter of the site encountered loose fill up to 6.5 feet thick, while Test Pits 4 and 5 located along the western half of the southern one -third of the site encountered a layer of loose organic topsoil about 12 inches thick. The fill appears to he used to level the originally low ground over the northwestern quarter of the site. Underlying the fill or topsoil is a layer of brown -gray, medium - stiff, sandy silt, about 1.5 to 4.0 feet thick. This soil layer, encountered in all but one test pit (Test Pit 3), is underlain to the depths explored by a gray weathered glacial till deposit of dense, weakly- cemented, silty fine sand with a trace of coarse gravel. GROUNDWATER CONDITION Groundwater seepage was encountered in only one (Test Pit 4) of the five test pits excavated on the site. The amount of groundwater seepage encountered at about 5 feet deep over the underlying weathered till deposit in Test Pit 4 was only a trickle estimated at less than 0.5 gallon per minute. The sandy silt and the weakly- cemented weathered till soil layers are of extremely low permeability and would perch stormwater infiltrating into the more permeable surficial fill and topsoil. The depth to and the amount of perched groundwater may fluctuate seasonally, LILI & ASSOCIATES, INC, November 11, 2005 Parks Development L&A Job No. 5Al28 Page 6 depending on precipitation, surface runoff, ground vegetation cover, site utilization, and other factors. The perched groundwater may completely dry up in the summer months and accumulate and rise in the wet winter months. DISCUSSIONS AND RECOMMENDATIONS GENERAL Based on the soil conditions encountered in our subsurface explorations, it is our opinion that the site is suitable for the proposed development from the geotechnical engineering viewpoint, provided that the recommendations in this report are fully implemented and observed during construction. Due to the sensitive steep terrain within the eastern portion of the site, we recommend that grading and foundation construction work of the proposed development be carried out and completed in the dryer months from April 1 through October 31. If construction must proceed outside of this period, slope stabilization and erosion control measures recommended in this report should be implemented on a daily basis. The fill, topsoil, and weak soils in the root zone should he completely stripped within the building pads the driveways and in areas where the subgrade soils are to support structural or traffic load. The underlying dense, weakly - cemented weathered till soils are of moderately high shear strength and can provide good foundation support to the buildings to constructed on the site. Conventional footing foundations placed on or into the underlying dense, weakly cemented, weathered till soils may be used to support the buildings to be constructed on the site. Structural fill, if required for site grading, should be constructed over this competent weathered till basal soils following the stripping of surficial unsuitable soils. I,i11 & ASSOCIATES, INC. November 11, 2005 Parks Development L &A Job No. SA 128 Page 7 The on -site soils contain a high percentage of fines, and is sensitive to moisture. It can also be saturated quickly and result in heavy runoff Curtain drains or ditches should. be installed along the uphill side of the site, as required, to intercept and drain surface runoff and near- surface perched groundwater away from construction areas. and to Facilitate grading and Foundation construction work. GEOLOGIC HAZARDS AND REMEDIATION Landslide and Erosion Hazards According to the Sensitive Areas Map (iMAP — Sensitive Areas posted on DDES web site) compiled by the King County Department of Development and Environmental Services (DOES), the site is not mapped within landslide or erosion hazard areas. The dense, weakly- cemented, glacial till deposit of moderately high shear strength underlying the site at shallow depth is of high resistance to slope failures. Therefore, it is unlikely for deep - seated landslides to occur on the site. Although the site is not mapped within erosion hazard areas of the above Sensitive Areas Map, the steep - sloped eastern portion of the site can he erosion prone if its vegetation cover is devoid. Erosion over the sleeper portion of the site may occur if the vegetation cover is stripped and the surficial weak soils are overly saturated. Prolonged erosion may result in shallow skin -type mudllows in the surficial weak soils. To mitigate such potential, the vegetation beyond construction limits should be maintained and disturbed unpaved areas within the site due to construction activities should be re- vegetated as soon as possible after completion of grading work. Concentrated stormwater should not be discharged onto the ground anywhere within the site, and spoil soils and. yardwaste should not be disposed of onto the steep - sloped eastern portion of the site. Stormwater over impervious surfaces, such as roofs and paved driveways, should be LIII & ASSOCIATES, INC. November I I. 2005 Parks Development 1.,&A Job No. 5Al28 Page 8 captured with underground roof drain line systems and catch basin in paved driveways, and be discharged into a storm sewer or disposed through suitable stormwater disposal facilities. Seismic Hazard and Design Consideration Puget Sound region is in an active seismic zone. The site is underlain at shallow depth by dense, weakly - cemented, weathered till soils of moderately high shear strength. The western portion of the site over which the proposed buildings are to be located is gently sloped and there is a lack of shallow, extensive, static, groundwater table under the site.. The combination of the above makes it rather unlikely for liquefaction or soil lateral spreading to occur on the site during strong earthquakes. Therefore, the seismic hazard should be minimal for the site. The residential buildings to be constructed on the site, however, should be designed to withstand seismic forces induced by strong earthquakes. Based on the soil conditions encountered by the test pits, we recommend that Seismic 1 lse Group I and Site Class D be used in the seismic design of the proposed residences in accordance with the 2003 International Building Code (IBC). SITE PREPARATION AND GENERAL GRADING Site preparation should include clearing and grubbing within construction limits. The existing structures on the site to he demolished should have their foundations completely removed. The surficial fill, topsoil and weak soils should be stripped within the driveways, building pads and in areas where structural fill is to be placed. The exposed soils should be compacted to a non - yielding state with a vibratory roller compactor and proof - rolled with a fully loaded dump truck or water truck. Storm runoff, if any, should he directed away from the construction area with ditches or curtain drains to minimize erosion and facilitate grading during construction. 'The on -site surficial soils contain a high percentage of fines and are sensitive to moisture. A layer of clean quarry spalls placed over excavated areas and areas of frequent traffic, as required, LIU & ASSOCIATES, INC. November 11, 2005 Parks Development 1, &A. Job No. 5Al28 Page 9 to protect the suhgrade soils from disturbance by construction traffic. Silt fences should he erected along the downslope boundaries of the site to prevent sediments being transported onto adjoining properties or the streets by storm runoff. The bottom edge of the sill fence should he embedded in a trench and ballasted with crushed rock or gravel. EXCAVATION AND FILL. SLOPES Under no circumstance should excavation slopes be greater than the limits specified by local, state and federal safety regulations if workers have to perform construction work in excavated areas. Unsupported temporary cuts greater than 4 feet in height should he no steeper than I- l/4H:IV in the fill,, topsoil and weak soils, and no steeper than 3/41:1 V in the underlying dense, weakly - cemented, weathered till soils. Permanent cut banks should be no steeper than 21-1:1V in the topsoil and weathered soils, and no steeper than 1-3/411:1V in the underlying dense, weathered till soils. The soil units and stability of cut banks should be verified by a geotechnical engineer during excavation Permanent fill embankments required to support structural or traffic load should be constructed with compacted structural fill placed over undisturbed, proo'frolled, firm, weathered till soils after the surficial unsuitable soils are completely stripped. Permanent fill to be placed over slopes steeper than 15 percent grade should be retained structurally. The exposed ground exceeding 20 percent grade should be benched with vertical steps not exceeding 4 feet tall prior to placing structural fill. The slope of permanent fill embankments should he no steeper than 21:1 V. Upon completion, the sloping face of permanent fill embankments should he thoroughly compacted to a non - yielding state with a hoe -pack. The above recommended cut and fill slopes are under the assumption that groundwater seepage will not be encountered during construction. If groundwater seepage is encountered, the LIU & ASSOCIATES, INC. November 11, 2005 Parks Development l., &A Job No. 5Al28 Page 10 construction should be immediately halted and the slope stability re- evaluated. The slopes may have to be flattened and other measures taken to stabilize the slopes. Surface runoff should not be allowed to flow uncontrolled over the top of cut or fill slopes. Permanent cut slopes or fill embankments should be vegetated as soon as possible for long -term stability, and should be covered with plastic sheets, as required, to protect them from stormwater until the vegetation is fully established. STRUCTURAL FILL Structural fill is the till that support structural or traffic load. Structural fill should consist of clean soils with particles not larger than four inches, and should be free of organic and other deleterious substances. Structural fill should have a moisture content within one percent of its optimum moisture content at the time of placement. The optimum moisture content is the water content in the soil that enable the soil to be compacted to the highest dry density for a given compaction effort. The on -site soils contain too much fines and may he used as structural till only under fair weather condition when its moisture content can be controlled to close to its optimum moisture content. imported material for structural fill should be clean, free draining, granular soils containing no more than 5 percent by weight finer than the No. 200 sieve based on the fraction of the material passing No. 4 sieve, and should have individual particles not greater than four inches. Imported structural fill should be stockpiled and covered separately from the on -site soils. Structural fill should be placed in lifts no more than 10 inches thick in loose state, with each lift compacted to a. minimum percentage of the maximum dry density determined by ASTM D1557 (Modified Proctor Method) as follows: LILT & ASSOCIATES, INC. The footing foundations should be placed on or into the underlying, undisturbed, dense, weathered till soils or on compacted structural fill constructed on undisturbed weathered till soils. The depth to the fresh till is estimated at about 5 to 8 feet below existing grade. Water should not be allowed to accumulate in excavated footing trenches. Disturbed soils in footing trenches should be completely removed or thoroughly re- compacted prior to pouring concrete for the footings. If the above recommendations are followed, our recommended design criteria for footing . foundations are as follows: • Allowable soil bearing pressure, including dead and live loads, should be no greater than 3,000 psf for footings poured on or into the gray, dense, weathered till soils, and no greater than 2,500 psf on compacted structural fill over undisturbed till soils. The footing bearing soils should be verified on -site by a geotechnical engineer after the footing trenches have been excavated and before the footings are poured. • The minimum depth to bottom of perimeter footings below adjacent final exterior grade should be no less than 18 inches. The minimum depth to bottom of the interior footings below top of floor slab should be no less than 12 inches. LIU & ASSOCIATES, INC., * November 11, 2005 Parks Development L&A Job No. 5Al28 Page 12 • The minimum width should be no less than 16 inches for continuous footings, and no less than 24 inches for individual footings. A one -third increase in the above recommended allowable soil bearing pressure may be used when considering short -term, transitory, wind or seismic loads. For footing foundations designed and constructed per recommendations above, we estimate that the maximum total post - construction settlement of the buildings should he 3/4 inch or less and the differential settlement across building width should be 1/2 inch or less. Lateral loads on buildings can be resisted by the friction force between the foundations and the subgrade soils or the passive earth pressure acting on the below -grade portion of the foundations. For the latter, the foundations must be poured "neat" against undisturbed soils or backfilled with a clean, free- draining, compacted structural fill. We recommend that an equivalent fluid density (EH)) of 300 pcf (pounds per cubic foot) for the passive earth pressure be used for lateral resistance. The above passive pressure assumes that the backfill is level or inclines upward behind the foundations for a horizontal distance at least twice the depth of the foundations below final grade A coefficient of friction of 0.60 between the foundations and the subgrade soils may be used. These are unfactored values, and a proper factor of safety should he used in calculating the resisting forces against lateral loads on the buildings. SLAB -ON- GRADE FLOORS Slab -on -grade floors, if used, should he placed on firm subgrade prepared as outlined in the SITE PREPARATION AND GENERAL EARTHWORK and the STRUCTURAL FILL sections of this report. Where moisture control is critical, the slab -on -grade floors should he placed on a capillary break which is in turn placed on the compacted subgrade. The capillary break should consist of a minimum four - inch -thick layer of free - draining gravel or crushed rock containing no LIU & ASSOCIATES, INC. November 11, 2005 Parks Development L &A Job No. 5A 128 Page 13 more than 5% , by weight passing the No. 4 sieve. We recommend that a vapor barrier, such as a 6 -mil plastic membrane, be placed over the capillary break to keep ''moisture from migrating upwards. PAVED DRIVEWAYS Performance of paved driveways is critically related to the conditions of the underlying subgrade soils. We recommend that the subgrade soils within the driveways be treated and prepared as described in the SITE PREPARATION AND GENERAL EARTHWORK section of this report. Prior to placing base material, the subgradc soils should be compacted to a non - yielding state with a vibratory roller compactor and proof - rolled with a piece of heavy construction equipment, such as a fully - loaded dump truck. Any areas with excessive weaving or deflection should he over - excavated and re- compacted or replaced with a structural fill or crushed rock placed and compacted in accordance with the recommendations provided in the STRUCTURAL FILL section of this report. We recommend that an 4- inch -thick minimum, compacted, crushed rock base (CRB), consisting of 7/8 -inch -minus crushed rock, be used for the driveways. The crushed rock or subgrade base should be topped with 2 - inch asphalt treated base (ATi3) and 2 inch - thick Class B asphalt concrete (AC), or with 4- inch -thick concrete pavement. FEASIBILITY OF ON -SITE INFILTRATION One in -situ infiltration test was conducted in the weathered till soils in Test Pit 3 at 8 feet deep to determine the feasibility of on -site disposal of stormwater through infiltration trenches. This test was performed in general accordance with the procedure outlined in the Surface Water Design Manual, published on January 24, 2005 by Department of Natural Resources, King County, Washington. The testing method is derived from the EPA test guideline of the "Falling Head Percolation Test Procedure." LIU & ASSOCIATES, INC. November 1 I, 2005 Parks Development L &A Job No. 5Al28 Page 14 The test pit was first excavated to the top of the weathered till soil stratum into which infiltration test is to be conducted. A 6- inch - diameter by 12- inch -deep test hole was then dug into this soil stratum. Tap water was carefully poured into the test hole for a substantial time to soak the soils. The test hole was then Filled with water and the drop of the water level in the hole measured over elapsed time to determine the infiltration rate of the soil stratum. The water level dropped 0.75 inch over 26.5 minutes, which corresponded to an infiltration rate, I,,, of 1.70 iph (inches per hour). In accordance with KCSWDM, the design infiltration rate for infiltration trenches is calculated as follows: Idesign = Imensured X Fiesiing X Fga uncuy X Fplugging . where I,neasured 1.70 iph, F,esiinf. = 0.5, Fpw_ „i, g = 0.7 (for sandy loans), and F =4D /W -V 0.05 = 4x(2.5)/5 -H 0.05 = 2.05 (with average depth to bottom of infiltration trenches = 2.5 it and average depth to high groundwater table = 5 ft). Use Fueometry 1.0 (cannot be greater than 1.0) Therefore, I,Iesi = 1.7 x 0.5 x 0.7 x 1.0 = 0.60 iph The above calculated design infiltration rate is so low that obviously the weathered till soils underlying the site cannot adequately support the proper functioning of infiltration trenches. Alternative methods, such as on - site dispersion, should be considered for disposing stormwater. STORMWATER DISPERSION SYSTEMS For the current condition of the site, most of the storm runoff is infiltrating into the ground and perching on the underlying weathered till soils of extremely low permeability. This perched groundwater is then flowing down - gradient along the surface of the weathered and fresh till deposit. It is our opinion that the storm runoff over impervious surfaces, such as roofs and paved driveways, should be drained into a.n existing storm sewer, if available. Otherwise, the stormwater may be disposed on site by spreading the water over a well- vegetated dispersion LIU & ASSOCIATES, INC, November 11. 2003 Parks Developmen p IAA Job No. 5A 1 _28 Page 15 zone. The water will be partly absorbed by vegetation, and partly allowed to re -enter into the groundwater flow pattern of its current condition. To make the on -site dispersion method to work, the captured stormwatcr over impervious surfaces of each lot should be dispersed through one or multiple spreader pipes over a well - vegetated area. The spreader pipes should be constructed of 4- inch - minimum perforated PVC pipe, set level at about 24 inches over the vegetated disperse zone. The total length of the spreader pipes tin• each residence should be designed based on one foot of pipe per 50 square feet of impervious area. The total area of the vegetated dispersion zone per each lot should be at least 40% of the total impervious area of the lot. The vegetation dispersion zones should be constructed on the downhill side of and at least 15 feet from the proposed buildings, and should be set back at least 20 feet from the top of bank of 30 percent or greater slope. SITE DRAINAGE Site and Driveway Grading The on -site fine - grained surficial soils are of moderately low permeability. The surficial soil can be saturated quickly and heavy runoff and near - surface groundwater may be encountered during periods of heavy rain. To minimize potential difficulties for site and driveway grading work due to storm runoff and groundwater seepage during construction, one or more lines of ditches or curtain drains may be installed, as required, to intercept storm runoff and near - surface groundwater flow. Water thus collected should be direct into a nearby storm sewer or a suitable stormwater disposal facility. Building Footprint Excavation Excavation of building footprints, if encountering groundwater, should have the bottom of excavation sloped and ditches excavated along the bases of the cut banks to direct groundwater LIU & ASSOCIATES, INC. November 11, 200 Parks Development L &A Job No. SA 128 Page 16 seepage to flow into a sump pit from which water can he pumped out of the pit into a temporary storage and settling pond. A layer of 2 -inch crushed rocks should be placed over firm subgrade soils under footings, as required, to protect the soils from disturbance by construction equipment and foot traffic. This crushed rock base should be built to a few inches above groundwater level, but not less than 6 inches thick. The crush rock base should he compacted in 12 -inch lifts to a non - yielding state with a vibratory mechanical compactor. Runoff over Impervious Surfaces Storm runoff over impervious surfaces, such as roofs and paved driveways, should be collected by underground drain line systems connected to downspouts and by catch basins installed in the driveways. Stonnwater thus collected should be tightlined to discharge into a storm sewer or a suitable stormwater disposal facility Surface Drainage Water should not be allowed to stand in any areas where footings, slabs, or pavement is to be constructed. Final site grades should allow storm runoff to flow away from the building. We recommend the finish ground be sloped at a gradient of 3 percent minimum for a distance of at least 10 feet away from the building, except in the areas to he paved. Building Footing Drains A subdrain should he installed around the perimeter footings of each building to be constructed on the site to minimize accumulation of groundwater under the buildings. The suhdrains should consist of a 4- inch - minimum- diameter, perforated, rigid, drain pipe, laid a few inches below the bottom of perimeter footings. The trenches and the drain lines should have a sufficient gradient to generate flow by gravity. The drain lines should be embedded in washed gravel completely wrapped in non — woven filter fabric to within about 12 inches of finish grade. The remaining LIU & ASSOCIATES, INC. Water collected by the perimeter footing stthdrains should be tightlined, separately from the roof and surface stormwater drain systems, to discharge into a storm sewer or a suitable stormwater disposal facility. Sufficient number of cleanouts at strategic locations should be provided for the underground drain line systems. The underground drain line systems should he maintained periodically to prevent clogging. The parcel numbers for the three lots proposed for development are 7347600354, 7347600355, and 7347600356. The purpose of this letter is to provide the stormwater evaluation for the subject project and should be used in conjunctiun with the roof drain stormwater design plans by PACE Engineers, Inc. dated February 2006, Job #06408.00. This letter addresses the design considerations identified by the report dated November 11, 2005 by the Geotechnical Engineer, Liu & Associates Inc., and is incorporated into the stormwater design. The general stormwater design for each of the three proposed single - family residences will collect stormwater runoff from the roof and foundation drains and tight - line the water to a dispersion trench which will sheet flow the stormwater runoff away from buildings. Each residence will have its own dispersion trench. The dispersion trenches will remain 5 feet from any property line and 15 feet from any structure. Infiltration is not possible for the project site because the underlying till soils cannot adequately infiltrate the stormwater from the proposed development. Please see Page 14 in the Geotechnical Report. Due to the changes in elevation over the project site, it will not be possible to drain the roofs and paved driveways to the City of Tukwila storm sewer system along 45 Avenue South. Dispersion trenches shown on the plans are designed per the Geotechnical Engineer's recommendations where the total length of spreader pipe for each residence is approximately 1 foot of length per 50 square feet of impervious area. Please see Page 15 in the Geotechnical Report. The length of dispersion trench recommended by the Geotechnical Engineer is greater than the requirements given in Appendix C, Small Site Drainage Requirements, of the 1998 King County Surface Water Design Manual, which has been adopted by the City of Tukwila. The length of spreader pipe recommended by the Geotechnical Engineer was employed in the design of the stormwater dispersion trench. A vegetated dispersion zone shall be constructed at least 20 feet in length on the downhill side of each dispersion trench. The downhill side of the vegetated dispersion zone shall be graded with a slope no greater than 20 percent. The vegetated dispersion zones shall be planted with proper vegetation to minimize any erosion potential. After stormwater exits the vegetated dispersion zone the stormwater will sheet flow toward the east for approximately 50 feet through dense underbrush and second growth forested area before reaching the easternmost property line. The surface water runoff will continue as sheet flow through dense underbrush and second growth forest. Please see Sheet C1.0 of the Roof Drain Plan for further details. The storm drainage design by PACE Engineers, Inc. and the design recommendations by Liu & Associates, Inc. for the subject property should be followed to ensure proper disposal of stormwater and to prevent any disturbance to neighboring properties from the proposed development.
