CITIZEN'S COMMENTS TUKWILA CITY COUNCIL COMIVIITTEE OF THE WHOLE MINUTES Mayor Van Dusen gave an overview of the process by which the City used to conduct the Tukwila Community Survey, stating that the City used the standard method of: advertising for Request for Proposals (RFP's), evaluated those received, then made the appropriate selection (Carolyn Browne Associates), a Seattle -based marketing research and community involvement firm. Wendy Morgan, 15144 65th Avenue South, #404, commented on behalf of the Tukwila Historical Society, stating that most of the History Book is at the type- setter and printed copies should be ready for distribution later this fall, hopefully. Morgan also reported that the Mess Cemetery clean-up day is scheduled for August 10, 10:00 a.m. thru 3:00 p.m. Tukwila City Hall Council Chambers Council President Robertson called the Committee of The Whole Meeting of the Tukwila City Council to order. MOVED BY MORIWAKI, SECONDED BY LAWRENCE, TO EXCUSE JOE DUFFIE FROM COUNCIL MEETING DUE TO HIS TWO -WEEK ANNUAL TRAINING DUTY WITH THE MILITARY. MOTION CARRIED. RICK BEELER/GARY SCHULZ, DCD; LUCY LAUTERBACH, Council Analyst; MIKE KENYON, City Attorney; ROSS EARNST/RON CAMERON, Public Works Dept; RON WALDNER, Police Chief; EVELYN BOYKAN, Human Services Coord. Ms. Browne informed the Council that in early May of this year, telephone interviews were completed with 400 heads of households within the Tukwila city limits. This sample size provides data which is projectable to the total population from which it is drawn with an error range of 5% with a 95% confidence. For those interested, a copy of the Survey may be obtained from the City Clerk's office. Morgan added that the society discussed plans to explore the possible preservation of the Orillia School. Daniel Arigonne, 4610 South 124th, Duwamish Improvement Club, requested that the City include maintenance of the Duwamish Club as part of its assumption of the territory of Water District Number 25. The Council responded that they would forward this issue to the Utilities Committee for discussion. Council President Robertson stated that after reviewing the Facilities Study, he compiled the breakdown into separates issues as it applies to city government: City Hall (administration, police, court) Public Works yard Library Community Center Fire Station Parks Development Robertson suggested the Council use this outline as a reference guide and prioritize as appropriate. The Council agreed to work with this outline. Clarence Moriwaki informed the Council that the Library Advisory Committee (Marie Gardner and Alex Hennesey) attended his committee meeting tonight, and it appears a decision should be made by the end of this month (June) because a contract with KCLS would have to be agreed to six (6) months before the next fiscal year. Obviously, this deadline will not be met due to the massive data now in due to a recent telephone community survey. The committee is doing a seven -point plan of reviewing contracts, visiting other libraries, possible coordination with other school districts, the Chamber of Commerce and other outreach approaches and analysis. The Community Affairs and Parks agreed to extend the study on the library facility until December, with a report being submitted at that time. An additional $245,000 will be spent in 1992. It was the consensus of the Council to extend the timeline on the Library Services item to December. Community Center item was forwarded to the Community Affairs and Parks Subcommittee to draft proposed alternatives for discussion at the August 26 COW meeting. Lucy Lauterbach will check with Don Williams for input. Parks Development was placed under the Park Plan's current schedule. Public Works Yard was forwarded to the Transportation Committee. Ross Earnst and the Administration is requested to present the need, why and the expansion plans and report back to the Council in October. Committee of The Whole Minutes June 10, 1991 Page 3 Council Work Plan (Con't). Discussion of funding request from DAWN. An ordinance amending existing provisions for failure to abide by court order. An ordinance amending certain adult entertainer licensing provisions. REPORTS City Hall (Admin., Police, Court and Fire Station) the Council will address this issue as though there is a need to expand. The Council forwarded to Finance Safety Committee. F S will submit recommendations to Council in December. MOVED BY LAWRENCE, SECONDED BY RANTS, TO REQUEST THE MAYOR PREPARE A BUDGET TRANSFER FOR FUNDS TO PURCHASE A SOUTH KING COUNTY SHELTER FOR DOMESTIC ABUSE WOMEN NETWORK (D.A.W.N.), A SOCIAL SERVICE AGENCY, AND FORWARD TO NEXT REGULAR COUNCIL FOR APPROVAL. MOTION CARRIED. City Attorney Mike Kenyon informed the Council that it had been brought to his attention by one of the City's police detectives that an ordinance amending the existing provisions for failure to abide by court order is necessary, and is in the best interests of the citizens. By adding the additional provision making it a crime to violate "any other court order or condition of probation or release the City is providing the police with clear authority to arrest for violation of any valid court order. It was the consensus of the Council to forward the Ordinance amending Section 8.30.040 of the Tukwila Municipal Code to the next Regular Council for approval. City Attorney Mike Kenyon recommended an amendment to Chapter 5.56.060 of the Tukwila Municipal Code to establish additional regulations with respect to licensing of Adult Entertainers and Managers of Adult Entertainment establishments. It was the consensus of the Council to forward the Ordinance amending Section 5.56.060 of the Tukwila Municipal Code to the next Regular Council for approval. Mayor Van Dusen distributed a letter addressed to the Council from Scott Nangle. In the letter, Nangle thanked the Council for their interest in county actions that may have very direct impacts on the City of Tukwila with regard to the recycling program; and for the timely manner in which the Council. responded. Councilmember Hernandez reported that at the June 4 Finance And Safety Committee meeting, one of the agenda items focused on Fire Department personnel. Hernandez stated that after 5:00 p.m. there is not enough staff to handle a fire emergency calls. A proposal was introduced at the F S meeting that would phase in three additional staff persons to the Fire Department over the next four years. Hernandez will see that a special presentation by the Fire Chief is extended to the Council prior to the 1992 Budget forecasting.
