TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MINUTES L. Tukwila City Hall Council Chambers Council President Robertson called the Committee of The Whole Meeting of the Tukwila City Council to order. DENNIS ROBERTSON, Council President; JOE DUFFIE, JOAN HERNANDEZ, CLARENCE MORIWAKI, ALLAN EKBERG, JOHN "Wally" RANTS. JOHN MCFARLAND, City Administrator; MICHAEL KENYON, City Attorney; LUCY LAUTERBACH, Council Analyst; ROSS EARNST/RON CAMERON/DOUG MICHEAU, Public Works Dept.; TOM KEEFE, Fire Dept.; RICK BEELER, DCD. Elise Chayet from King County Public Health gave a presentation on public health services, statistics and future expectations of health services currently used by Tukwila residents and the Seattle/King County vicinity. Judy Rodwell from Metro gave an update on the progress of Commuter Rail, stating that Metro is taking steps to bring Vision 2020 -a program of land -use and transportation visions for the future- -into focus by putting together a comprehensive public transportation investment package to prepare the region for future growth while responding to today's problems. The system will help keep the region moving in the face of rising population and employment and help shape the way growth takes place. Charles Simpson (former councilmember), 2714 South 154th, #B -211, announced his candidacy for the position of Mayor. Fire Chief Tom Keefe informed the Council that the Bid Opening had been held on June 18, two bids were received for a replacement aerial apparatus. This new piece of fire equipment will replace an aerial ladder that is 18 years old, and presently can only be operated at 70 percent of its height. Discussion ensued as each councilmember commented on the steps they had taken to get a better understanding between an Aerial Ladder Truck and an Aerial Platform Truck. The Council agreed the Aerial Platform Truck was the most versatile and would best meet the needs of the City. MOVED BY EKBERG, SECONDED BY HERNANDEZ, TO AWARD THE BID FOR THE AERIAL PLATFORM TRUCK, IN THE AMOUNT OF $615,492.00, TO SIMON -LTI; AND FORWARD TO NEXT REGULAR COUNCIL FOR APPROVAL. MOTION CARRIED. Councilmember Ekberg presented background information on the Macadam Road name change issue, stating that this was a Council initiative propelled by a councilmember at the request of a concerned Tukwila citizen. Ekberg commented that last year citizens approached him and complained about the confusion of trying to follow Macadam Road. As it winds down the hill west of I -5, the name changes several times. A citizen committee recommended changing the name and used the City's Hazelnut newsletter as one of the vehicles to solicit suggestions. After ample consideration, the committee suggested naming a portion of Macadam to Long Avenue to honor a former city employee by the name of George Long. Mr. Long made some outstanding contributions to the City while working in the Public Works Department. Gus Charleson, 15004 Macadam Road South, commented that he has lived in the city since 1927 and Macadam Road and Military Road are the two oldest roads in the south end. Macadam Road is named for a man by the name of Macadam, who manufactured the Macadam mining materials. To change the name now would cause a tremendous inconvenience to the residents. Mr. Charleson requested names and addresses of all councilmembers who support this effort. Furthermore, Mr. Charleson stated that he was not notified that this name change was going to take place. Dave Charleson, 15010 Macadam Road South, commented that the road should retain the name Macadam for historical purposes. If any steps are taken, he would suggest that the north end of the road be named Macadam Road North; and the south end of the road be named Macadam Road South; the 51st portion of the street could be named Klickitat Drive. Mr. Dave Charleson suggested changing the name of 144th to Long Boulevard since 144th is long and straight as a Boulevard should be. Betty Gully, 13017 42nd Avenue South, spoke in favor of changing a section of Macadam. There are two (2) streets bearing the name of 42nd Avenue. That section of Macadam that is now "42nd," change it to Macadam. Thus, eliminating the existing confusion. Wendy Morgan, Historical Society President, commented that for historical purposes, a major stretch of Macadam should be retained. Thou she is not opposed to naming a portion of Macadam for Mr. Long. Hazel Ketchersid, 14637 51st Avenue South, commented that she has lived on Macadam since 1928. She prefers leaving "51st" Avenue South as is. Bonnie Long, 14902 58th Avenue South, (wife of George Long) commented that she is the initiator of the recommendation of naming Macadam Road "Long Avenue" because her husband gave his "heart and soul" to the City of Tukwila. Mertle Roberson, 14859 51st Avenue South, commented that she did not receive a copy of a recent mailing sent by Councilmember Ekberg notifying citizens of the public meeting to be held regarding the Macadam name change. She opposes changing the "51st Avenue South" section to Macadam. Timothy Doe, 5112 South 163rd Street, commented that in the best interest of all those concerned, and with Macadam being split between the freeway, he feels Long Avenue would be the best way to go. Wendy Morgan suggested naming the Volvo/White or a future Public Works facility in honor of Mr. George Long since Mr. Long was a Public Works employee. Joe Egan, 14438 Military Road South, supports the name Macadam except the 51st Avenue South portion. Egan suggested Klickitat Drive be named for Mr. Long since it has virtually nothing on it that would impact citizens. Other family members of Mr. George Long were present to support this effort. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, THAT THIS ITEM BE FORWARDED TO THE COMMUNITY AFFAIRS AND PARKS COMMII'IEE FOR DISCUSSION TO NAME THE PUBLIC WORKS FACILITY (WHEREVER IT WILL EVENTUALLY BE LOCATED) IN HONOR OF GEORGE LONG. MOTION CARRIED. MOVED BY MORIWAKI, SECONDED BY RANTS, TO RECOMMEND THAT THE MAYOR DRAFT A RESOLUTION RESOLVING THAT THE STREET WEST OF I -5, BEGINNING AT THE ALLENTOWN BRIDGE SOUTHWARD TO 144TH, BE NAMED "MACADAM ROAD NORTH AND THE STREET EAST OF I -5, FROM 144TH SOUTH TO SOUTHCENTER BOULEVARD, BE NAMED "MACADAM ROAD SOUTH." MOTION CARRIED. Council President Robertson suggested another Public Meeting be held to invite citizens' input due to the potential impact this issue will have. Councilmember Duffie suggested that in addition to mailing and hand delivery, meeting notices should be placed in conspicuous areas on or near the street so that all citizens will be knowledgeable of the meeting. The Council agreed to August 26th as the date of the next public meeting on the Macadam Road name change. Rick Beeler informed the Council that he will be giving them a report (quarterly) as to how the SAO is being implemented. 0 7 '1 Committee of The Whole Minutes July 8, 1991 Page 4 Special Issues (Con't) Discussion of reports on SAO implementation. Council Work Plan. REPORTS ADJOURNMENT 11:00 p.m. The report will address the number of new wetlands found; the number of inquiries by phone and counter; the number of total acreage of offsite mitigations processed, etc. Beeler said he will come before the Council with the next report in September. City Administrator McFarland informed the Council that DCD's staff have developed a series of check lists that will be placed in each developer's file folder as a means of tracking trends that may begin to occur prior to a reporting period. In such a case, The Council will be notified as soon as possible. The Council discussed and updated the Council Work Plan. City Administrator McFarland distributed a memo regarding an update of the Washington State Department of Transportation (WSDOT) dumpsite. In summation, the memo states that WSDOT continues to be on schedule with the groundwater sampling and testing at the Tukwila Disposal Site. Ching -Pi Wang and Tom Lentz will be at the site most of the day on Thursday, July 11 to obtain additional soil and water samples, and Tom has invited city staff to observe the sample gathering process. Test results will be provided to the Mayor's Office in a report from the consulting firm of Hart- Crowser, and it is expected that the report will be available approximately one (1) month from now. Councilmember Moriwaki announced he would not seek another term for a seat on the Tukwila City Council. In an open letter to the People of Tukwila, it states: "When I ran for Tukwila City Council four years ago, I promised the people of Tukwila that I would work hard to preserve our quality of life, be committed to our community, enhance our city's presence in regional issues, continue to deliver quality government services, and help create a caring community I believe I've succeeded in accomplishing many of the goals I set to achieve four years ago. I feel it's time to step back and take a look at some new opportunities that lie ahead." MOVED BY DUFFIE, SECONDED BY RANTS, THAT COMMTITEE OF THE WHOLE MEETING BE ADJOURNED.
