Mayor VanDusen called the Regular Meeting of the
Tukwila City Council to order and led the audience in the
Pledge of Allegiance.

CITIZEN'S COMMENTS Doug Buffett, 16045 48th Avenue South, presented a
petition to the Council in behalf of the homeowners in the
16000 block of 48th Avenue South, or on the adjacent So.
162nd. The residents in this area are requesting the City of
Tukwila perform engineering studies for the construction of
electrical, telephone and cable undergrounding.
Council President Robertson informed the Council that his
wife also signed the petition in favor of the undergrounding
project. He stated that he wanted to disclose this
information to dispel any inequities on his part.
Councilmember Hernandez commented that in 1988 the
Council adopted (in its Comprehensive Improvement Plan)
a process that would allow citizens to petition the City to
form their own L.I.D. and the City would pay for the
preliminary engineering and design costs. In light of that,
Hernandez suggested this issue be referred to the
Transportation Committee for consideration.

THAT ITEM 6g (Chamber of Commerce Contract
Agreement for Services) BE REMOVED FROM THE
AGENDA FOR DISCUSSION.
Sarah Skoglund, General Manager with the Southwest King
County Chamber of Commerce, and Richard Seracka,
General Manager of the Double Tree Hotels, were present
as representatives of the Chamber.

CONSENT AGENDA
Councilmember Moriwaki commented that the Chamber's
proposal states it will help promote the City through the
distribution of brochures; however, the most recent
brochure was a map supposedly targeted for the Southwest
King County area. Although Seattle facilities were not left
out, the map doesn't list any South Central schools; nor a
Fire Station; nor a Post Office; nor a Library in the
Tukwila/Burien /or SeaTac locations.
Moriwaki stated that one of the main arterial streets in the
Tukwila area (42nd to 115th) was completely omitted, and
he found approximately 50 other different errors.
Moriwaki added, the map was suppose to be a promotional
piece for this area, but instead, it's an embarrassment.
Both representatives apologized for the errors in the recent
map and assured the Council a reprints will be made with
adjustments.

Mayor VanDusen reported that in June, he advised the
Council that, while he allowed the Sensitive Areas
Ordinance to become law without his signature, serious
concerns existed over the impacts of the ordinance on
single family property owners. The result of monitoring the
SAO have produced several examples of the unreasonable
requirements for SEPA reviews, geo- technical studies and
long delays in the permit review process for building
activity as minor as extending the roof on an existing
carport. The citizens are confused, angry and frustrated
over what they see as unfair and unnecessary requirements.
The Mayor distributed several amendments to the SAO
designed to correct the problems encountered to date, and
requested Council approval for the Department of
Community Development to arrange for immediate
consideration by the Planning Commission.
The Council agreed that the amendments were in order
and supports immediate attention for a quick resolve.
Councilmember Ekberg requested Council consensus to
have the Council Analyst (Lucy) attend the Urban Tree
Planting Seminar in Richmond, B.C. in October 1991.
Council Approval was granted.
Ross Earnst announced that a tree planting day has been
set for October 19, 1991.
