Appropriate Joist Spacing HardiBacker installation guide (see attached) specified that "Joist Spacing shall not exceed 24" on center" when 1 /4 "thick hardibacker is installed. This specification should apply to 1/2" hardibacker as well since 1/2" hardibacker is stiffer than 1/4" haribacker. Most of the joist spacings are found to be between 16" to 18" on center with very few spacings near or over 24" on center. Extra joists will be installed where needed to ensure spacings do not exceed 24" on center. 2. Method to Ensure Appropriate Slope Existing nail/screws/hardware holding joists to rim joists and walls will be removed/cut and any framing members to provide needed slope will be cut and then framing members will be re- nailing/re- screwed to establish a drop of 1" to 1.5" for the six foot decks. 3. Water Proofing Methods to be Applied to Decks The product that we propose to use is a two part coating system marketed by "Speciality Coating Plus" located at 530 Andover Park W, Tukwila, Wash 98188, phone no. 206 - 575 -2445. They specialize in selling water proofing compounds. At present they carry both Elasto Deck and Tufflex products made by two different manufactures. Both products were purchased for use at Seasons apartment. Both products require application of base coat plus top coat to impregnate sands within top coat to provide abrasive surface and protect base coat from people walking on deck and from ultraviolet rays. When applying these products special care will be taken so that products from different manufacturers will not be used on a same deck. At present I found decks with three different conditions. A.Water proof coating applied without hardibacker installed. B.Hardibacker installed on top of water proofing membrane C.ceramic tiles installed over hardiboard For condition A, I plan to re -coat the water proofing membranes. For condition B, I plan to float with thinset to make surfaces smooth and slope away from the wall so that water can flow away from the wall. Fig. 2 shows water proofing of rim joists which hold 2x12 joists of deck. Fiber glass tape is applied to cover joint between the sheet metal over rim joists and water proofed deck surfaces. Fig. 3 shows water proofing provided under sliding glass door thresholds. Fiber glass tape soaked with water proofing compound is pushed under the threshold connecting water proofed deck surfaces so that no water can leak under the door thresholds. Several layers of water proofing compound are applied at the bottom of the thresholds so that water will not leak under the door thresholds. Figs. 4A through Fig. 4D shows four methods to water proof the joints between T-111 walls and deck surfaces. Fig. 4A is standard method used to water proof joints. However, this method requires use of nails to anchor sheet metal flashing to water proofed deck surfaces causing nails to penetrate water proof membrane. Both nail heads and front gap between sheet metal and deck surfaces can be water proofed somewhat by applying silicon caulk. Fig. 4B shows application of fiber glass tape with water proof compound over front of sheet metal covering both nail heads and front of metal flashing which improves water proofing over Fig. 4A. Fig. 4C shows application of fiber glass tape with water proof compound from front of sheet metal flashing to T-111 siding covering entire area where water could seep through. This is further improves water proofing over Fig. 4B. Fig. 4D shows application of fiber glass tape with water proof compound from front of sheet metal flashing to T-111 wall covering entire area where water could seep through without using sheet metal flashing. It appears there is no need to use metal flashing since entire corner is covered with fiber glass tape soaked with water proofing compound. I faxed Figures 4A through 4D to Pacific Polymers, Inc. , maker of Elasto Deck 5000. Technical representative of Pacific Polymers reviewed those figures and faxed his approval for all of four methods shown in Figs. 4A through 4D. Fig. 5 is a sketch provided by Pacific Polymer on their recommendation to water proof joints between tiled deck surfaces and T-111 walls. Applicant plan to use this method to water proof joints between ceramic tiled deck surfaces and T-111 walls. After water proofing base coat is applied on deck surfaces and joints sands supplied by Specialty Coatings will be applied then covered with top coats to seal in sands. These two page comments replace two page comments dated 11/24/09 submitted with Revision Submittal sheets on 12/1/09 under Permit Nos. DO9 -179 through DO9 -182. Because the decks were built with approved designs and passed inspections it is my intent to replace deteriorated wooden members indicated in 1/10/07 letter from the city as well as other deteriorated wooden members I find during repair phase. I do not see any reason to submit new structural designs and calculations with wet stamp of a new structural engineer. Design of decks with only 6' span is very simple design as shown attached page, Table 13 from International Residential Building Code. The Table shows 2x6 floor joists with span of 9'9 ", 16' o.c. can support 40# live load. Existing decks has span of only 6' and were constructed with 2x12 joists 16" o.c. Thus, existing decks were over engineered and over built and even if half of joist were rotted existing decks will more than support 40# design live load. It is applicant's opinion that decks as they exist today even with some portion of joists partially damaged are still strong enough to support 40# design live load required by building code. Therefore, I do not believe existing decks as it exist today violate building code. I am submitting copies of site plan showing locations of decks for all four buildings and 1/10/07 letter from code enforcement officer to show which wooden members of decks will be repaired/replaced. Take care to apply an even coat without puddles or thick roller edge lines. 8.6c Broadcast the aggregate onto the wet surface of the Vulkem 351 coat. Cover the entire surface leaving no wet spots. 8.7c Allow the VULKEM 351 to cure overnight. 8.8c Sweep and vacuum off all loose, unbound aggre- gate. 8.9c Mix as specified in 8.4c. 8.10c Apply VULKEM 351 with a medium nap, solvent resistant roller sleeve at a rate of 200 square feet per gallon (5 m /C). Remove excess material from the roller by using a screen in the pail to avoid puddles or pond - ing of the material. 8.7c Allow the VULKEM 351 to cure for 24 hours. 9. Slip Resistance The non -slip properties of the finished deck coating system is determined by the applicator. We suggest installing a test patch and obtaining customer accept- ance. 10. Clean Up 10.1 Clean all adjacent areas to remove any stains or spills with MEK, Toluene or Xylene. 10.2 Clean tools or equipment with MEK, Toluene, or Xylene before materials cure. 10.3 Clean hands by soaking in hot, soapy water then brush with a stiff bristle brush. 11. Usage The following is a guide to estimate material usage: VULKEM 322 DS. For a one inch (25.4 mm) cant bead over a 1/4 inch (6mm) backer rod, 1 gallon of sealant for every 20 linear feet is required (1 liter for 8 meters). VULKEM 450 DETAIL COAT. Application thickness should be 25 wet mils (0.64mm). A detail coat which extends 4 inches (10.2cm) on the vertical wall and 4 inches (10.2cm) on the horizontal deck requires 1 gal- lon of coating for every 90 linear feet (1 liter for 7.3 meters). A detail coating (6 inches x 25 mils) (15.2cm x 0.64mm) over cracks requires 1 gallon of coating for every 120 linear feet (1 liter for 9.7 meters) VULKEM 350 COATING. Consult your Tremco Representative for specific design requirements. 2.1 This document will provide the necessary instruc- tions for the application of the VULKEM 350/351 PEDESTRIAN DECK COATING SYSTEM to qualify for the manufacturer's warranty. 3. Conditions for concrete surfaces 3.1 Concrete shall be water cured and in place for at least 14 days, preferably for 28 days. 3.2 Concrete shall be finished with a light steel trowel followed by a fine hair broom or equivalent finish. 3.3 Surface to receive coating, sealant or liquid applied flashing material shall be sound, dry, clean and free of all dirt, dust, oil, grease, wax, tar, asphalt, mildew, mold, paint, sealers, coatings, curing agents, loose par- ticles, laitance and other contamination or foreign mat- ter which may interfere with the adhesion. Job site conditions may require use of a Vulkem Primer. Consult a Tremco Representative for recommendations prior to installing materials. 3.4 The condition of "dry" shall be determined by fas- tening a rubber mat to the concrete deck for a mini- mum of six hours. The mat shall be located in an area exposed to the sun. After six hours (minimum), the surface beneath the rubber mat shall show minimal evi- dence of moisture or dampness. REVISION g 6. Conditions for wood surfaces 5. Special Surfaces 3.10 If the project is restorative in nature, old sealant and backing material shall be removed. The joint inter- face may require a thorough wire brushing, grinding, sandblasting, solvent washing and /or a primer. 3.8 All drains shall be cleaned and operative. Drains shalt be recessed lower than the deck surface. The sur- face shall be sloped to the drain to provide positive drainage. Primer may be required. See Section 5. 3.9 At any point where the coating will terminate in an area subject to traffic, cut 1/4" x 1/4" (6mm x 6mm) keyway and terminate the coating into the keyway. 4.1 Wood must be firm and well fastened, with proper consideration given to joints and movement. 4.2 Wood surfaces must be primed with Vulkem Primer #171. Allow primer to dry 1 hour before proceeding. 5.1 Vulkem 350 requires Vulkem Primer #181 on metal surfaces. Lap joints must be sealed with Vulkem 322 DS and coated with Vulkem 350 in order to cover seams, bolts and rivets prior to applying the system. 6.1 Recommended materials and their uses are as fol- lows: VULKEM. 322 DS. A two -part chemically curing, gun grade polyurethane deck joint sealant for use in sealing cracks, expansion joints, control joints and for use in forming cants. (Do not use with Vulkem Primer 171) VULKEM 350 COATING. A one -part, self- leveling polyurethane coating used as the elastomeric, water- proofing basecoat. VULKEM 450 COATING. A one -part, slightly thixotropic, self - leveling polyurethane coating used for liquid applied flashing. Also used in lieu of Vulkem 350 in sloped areas. VULKEM 351 COATING. A one -part, aliphatic polyurethane topcoat provide a chemical and UV resist- ant, color stable, weatherproof wearing surface. VULKEM PRIMER #171. A one -part, film forming primer to be used on porous surfaces to improve adhesion and to reduce pinholes in the membrane. Also used in expansion joints subject to continuous immersion or subject to water intrusion from hydrostatic conditions. VULKEM PRIMER #181. A one -part primer for use on any metal surface to which any VULKEM product will be applied. VULKEM PRIMER #191. A one -part interlaminar primer for use when applying a fresh coat of Vulkem urethane after the proceeding coat has been exposed for over 24 hours and /or has lost its surface tack. BACKER ROD. A closed cell polyethylene back up mate- rial used in expansion joints, at the base of cants to prevent three -sided adhesion and to control the depth of the sealant. AGGREGATE. 40 -50 mesh (0.4 -0.5 mm diameter) silica sand or alumina oxide which imparts the non -slid tex- ture and contributes to wear resistance. 7. A decrease in ambi- ent temperature will significantly lengthen the cure time. 7.1 Mix the Vulkem 322 bq using a suitable size mix- ing blade in a slow speed electric or air powered drill motor. Avoid trapping air into the miiture. Move the mixing blade around the inside of the container to assure complete disbursement of the catalyst. 7.2 At horizontal and vertical surface junctures lay a 1/4" inch (6mm) diameter backer rod into the corner (such as: curbs, wall sections, columns or penetrations through deck) Apply a bead of Vulkem 322 DS, one inch (2.5 cm) in width, over the Backer Rod. Tool the sealant bead to form a 45° cant. Use sufficient pressure to force out any entrapped air and to assure complete wetting of the surface. Remove excess sealant from the deck or wall surface. 7.3 Preparing expansion joints, install a Backer Rod, 1/8 inch to 1/4 inch (3mm to 6mm) diameter larger than the joint width to all prepared expansion joints. Set depth of Backer Rod to control the depth of the sealant. (Depth of sealant is measured from the top of the backer rod to the top of the concrete surface.) Proper depth of sealant is as follows: For joints 1/4 inch (6.4 mm) to 1/2 inch (12.7mm) wide, the width to depth ratio should be equal. Joints 1/2 inch (12.7mm) wide or greater should have a sealant depth of 1/2 inch (12.7mm). Minimum joint size is 1/4 inch by 1/4 inch (6.4mm by 6.4mm). 7.4 All cracks and joints shall be sealed with Vulkem Sealant, and tooled flush with the surface 7.5 Allow Vulkem Sealant to cure overnight. 7.6 To provide a neat termination of the vertical detail coat, apply a strip of tape (masking tape or duct tape) to vertical sections, two or three inches above the Vulkem Sealant cant, prior to sealant application. 7.7 Apply a 30 mil (.75mm) thick detail coat of VULKEM 450, 6 inches (150mm) wide centered over all untreated cracks, all routed and sealed cracks and over all cold joints. Feather terminating edge of detail coat to prevent these edges from showing through the fin- ished coating. 7.8 Allow all detail coats to cure for 24hours.. • \ ; • � '•K W'. • g. . • - 8. Coating Application • • NOTE: Expansion joints should not be coated over. 8.1 Apply VULKEM 350, 40 mils (1.Omm) thick to the entire area to be coated, including over all detail coats, but excluding expansion joints. The most popular method of application is with a notched squeegee. Backroll to evenly distribute coating and to eliminate pinholes. VULKEM 350 can also be applied with a roller equipped with a solvent resistant roller sleeve. Spray equipment should be a 45:1 ratio pump. Operate at 50 psi (345 Kpa) with a 70 cfm (30 t /sec) air supply. Use a .029 to .037 (.7 -.9mm) tip with a Reverse -A -Clean nozzle. Material hose shall be 1 inch (25mm) by 100 foot (30m) maximum, with a 5 foot (1.5m) long whip hose at the gun. (Note: For squeegee or roller applica- tion in sloped areas, use Vulkem 450 which has been formulated for vertical hold. When spraying Vulkem 450 on sloped areas, it is necessary to apply multiple coats). 8.2 Allow VULKEM Basecoat to cure for 24 hours. (See note at paragraph 7 with regard to time /temperature cure times.) The Basecoat should be tested to assure a thorough cure prior to applying the topcoat. To test, (a tacky condition is normal and desirable) use a pock- et knife or razor, cut into the base coat to determine if the material beneath the surface is firm, and cut clean. The Basecoat should have a slightly tacky surface to aid in the adhesion of the VULKEM 351 . If the mem- brane coat has reached a tack -free cure, the surface must be cleaned with a cloth which has been wet with Xylol (Xylene). DO NOT SATURATE THE SURFACE WITH SOLVENT. IF THE VULKEM MEMBRANE COAT HAD BEEN ALLOWED TO BE EXPOSED FOR A PROLONGED PERIOD, IT SHOULD BE CLEANED, THEN PRIME COATED WITH VULKEM PRIMER 191. 8.3 NOTE: There are three acceptable methods for installing the topcoat. Method A 8.4a Mix Vulkem 351 Topcoat using a jiffler type blade in an electric drill to assure there is no settlement in the bottom of the pail and the color of the material is even and consistent with no streaks or striations. Method B Method C Boxing of pails is suggested for large jobs. 8.5a Apply the mixed VULKEM 351 with a medium nap, solvent resistant roller sleeve at a rate of 100 square feet per gallon (2.45 m /6). Remove excess material from the roller by using a screen in the pail to avoid puddles or ponding of the material. 8.6a Apply the VULKEM 351 in sections which can be easily reached for backrolling. Immediately after applying the VULKEM 351, broadcast a 40 -50 mesh (0.4 -0.5 mm diameter) silica sand or aluminum oxide into the wet VULKEM 351 and backroll to evenly dis- tribute the aggregate. For a moderate non -slip finished use 4 to 6 pounds of sand per gallon of VULKEM 351 (0.5kg /6. For a more textured surface use 6 to 8 pounds per gallon (0.9 kg /6. Backrolling is necessary regardless of how the sand is broadcast (i.e. hand, seed spreader, sandblast, etc.) to assure that all of the sand is completely encapsulated into the liquid. 8.7a Allow the VULKEM 351 to cure for 24 hours. 8.4b Broadcast the aggregate onto the cured (but tacky) surface of the Vulkem 350 basecoat. Cover the entire surface. Remove excess or loose aggregate by vacuuming or sweeping the surface. 8.5b Mix Vulkem 351 Topcoat using a jiffler type blade in an electric drill to assure there is no settlement in the bottom of the pail and the color of the material is even and consistent with no streaks or striations. Boxing of pails is suggested for large jobs. 8.6b Apply the mixed VULKEM 351 with a medium nap, solvent resistant roll er sleeve at a rate of 100 square feet per gallon (2.45 m /6.
