In the absence of Council President Robertson, Councilmember
Hernandez called the Committee of The Whole Meeting to order and
led the audience in the Pledge of Allegiance.

JOHN MCFARLAND, City Administrator; MIKE KENYON, City
Attorney; LUCY LAUTERBACH, Council Analyst; EVELYN
BOYKAN, Human Services Coordinator.
Chuck Mize, Assistant City Manager of Bellevue, gave a presentation
and focused on two major issues: The merger of King County
government and Metro to bring about the creation of a new
Multicountv Agency to perform regional planning for a four county
area.; and, the creation of a Countywide Agency to deal with
countywide planning to comply with the State Growth Management
Act.
Mr. Mize continued that the full Council of Governments did agree the
existing Puget Sound Council of Government should be disbanded and
in its place be instituted the new Multicountv Agency. The
Multicounty Agency will principally be responsible (during its
formative years) for regional transportation planning with option of
assuming some responsibilities for the four county growth
management activities, and will satisfy federal requirements to qualify
for state funds. The four counties are Kitsap, Pierce, King and
Snohomish. The new Multicounty Agency Executive Board is
comprised of 21 members with 19 votes. There will be a meeting in
September or October, of the full membership, to discuss the agency's
bylaws and budget.
In conclusion, Mr. Mize stated that the Countywide Agency will be
responsible for countywide planning in King County. The discussions
on this agency were sidetracked when the summit was convened to
discussed the merger of the Council of Governments and Metro; but
will be back on the table at a meeting scheduled for September 5, 1991,
to be held in the City of SeaTac.
Penny Peabody, Chairperson of the Metro Council; Barbara
Dougherty, Communications Manager for the Regional Transit
Project; and Barb Ginalan, South Corridor Planner for Metro's
Transportation Plans, gave presentation on Metro's Regional Transit
Project. Ms. Peabody stated that King, Snohomish and Pierce County
transit agencies have joined to develop the Regional Transit Project.
The secretary of the state Transportation Department and elected
officials from Metro, SNO -TRAN, Community Transit, Everett Transit
and Pierce Transit governing boards form a Joint Regional Policy
Committee to guide the project. She added, the Project is built on a
strong foundation, and more than a decade of planning has been
ascribed to the Project. Finally, Ms. Peabody stated that the project is
also based on three linked legislative programs which require growth
management plans to limit urban sprawl; transportation management
programs to reduce traffic and air pollution, plus transit investments to
provide mobility.
Councilmember Ekberg gave a brief update on the Macadam Road
name change issue. What is being proposed now is that the East side
of I -5 be named Macadam Road South. On the West side of I -5,
rename those 6 streets Macadam Road North.
Elizabeth Springer, mayoral candidate, suggested, for directional
purposes, use the same principle as Andover Park E. and Andover

Macadam Road name change Park West on Macadam Road, i.e. East Macadam Road South; and
(Con't). West Macadam Road South.
Dave Charleson, 15010 Macadam Road South, commented that he
and his brother, Gus, favor Macadam Road North on the west side of
I -5; and Macadam Road South on the east side.
Paul Gully, 13017 42nd Avenue South, commented that he trusts the
Council to make the proper decision on the Macadam Road name
change, but requested that the Council's address designations are not
contrary to the existing grid.
MOVED BY EKBERG, SECONDED BY LAWRENCE, THAT
MACADAM ROAD BE NAMED "MACADAM ROAD SOUTH"
FROM THE BRIDGE TO SOUTH 144TH AND CONTINUING TO
THE OTHER SIDE OF THE FREEWAY, AND FORWARD TO
THE NEXT REGULAR COUNCIL (SEPTEMBER 3, 1991) FOR
APPROVAL. MOTION CARRIED.

of enhanced 9 -1 -1 service.

Councilmember Hernandez commented that this resolution would
provide statewide enhanced 9 -1 -1- service. The "enhanced" feature is
an immediate display of the caller's location, which enables response
even if the caller is unable to speak after dialing 9 -1 -1. Hernandez
continued, if it is passed, it would add an additional .20 cents per
month per telephone line. This tax would reduce to a maximum of .10
cents per month per telephone line after 1998. This piece of
legislature would go before the voters during this year's general
election (1991).

RESOLUTION IN SUPPORT OF REFERENDUM #42,
PROVIDING STATEWIDE ENHANCED 9 -1 -1 SERVICE, BE
FORWARDED TO THE NEXT REGULAR COUNCIL'S
CONSENT AGENDA (SEPTEMBER 3, 1991) FOR APPROVAL.
MOTION CARRIED.
A letter to the Council from the Mayor was reviewed regarding the first
Human Services report, detailing the activities and accomplishments of
the City's Human Services program to date. The report describes the
status of existing provider contracts, some early observations on
program direction and emerging needs (a copy of the report is on file
in the City Clerk's office). Each councilmember present paid
compliments to Evelyn Boykan, Human Services Coordinator, for a job
well done on the Human Services Program Update.
Councilmember Rants inquired as to who was the ad hoc committee
referenced in the Mayor's letter. City Administrator McFarland
named the following: Sheri McConnaughey, Lucy Lauterbach, Ron
Brooks (Church By The Side of The Road), Karen Hendrickson,
Rhonda Berry, Evelyn Boykan, and John McFarland.
City Administrator McFarland informed the Council that comments
regarding some of the projects listed on the workplan will be provided
at the next Committee of The Whole meeting.
Councilmember Hernandez expressed thanks to Councilmember
Moriwaki for introducing the draft resolution that would result in the
City publishing the names of any persons convicted of drug activity or
of soliciting prostitution in Tukwila. However, after conferring with the
City's Police Chief, the Council subcommittee agreed the resolution
was not in the best interest of the City.

COMMITTEE OF THE WHOLE MEETING BE ADJOURNED.
