3: All mechanical work shall be inspected and approved under a separate permit Issued by the City of Tukwila Permit Center
(206/431- 3670).
4: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
6: Truss shop drawings shall be provided with the shipment of trusses delivered to the job site. Truss shop drawings shall
bear the seal and signature of a Washington State Professional Engineer. Shop drawings shall be maintained on the site
and available to the building Inspector for inspection purposes.
7: All construction shall be done in conformance with the approved plans and the requirements of the International
Building Code or Intemational Residential Code, International Mechanical Code, Washington State Energy Code.
8: There shall be no occupancy of a building until final inspection has been completed and approved by Tukwila building
inspector. No exception.
9: All plumbing and gas piping work shall be Inspected and approved under a separate permit issued by the Department of
Public Health - Seattle and King County (206/296- 4932).
10: All electrical work shall be inspected and approved under a separate permit issued by the Washington State Department
of Labor and Industries (206/248- 6630).
11: VALIDITY OF PERMIT: The Issuance or granting of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the
Building Official from requiring the correction of errors In the construction documents and other data.

DBM Investigative Engineers (DBM IE) has reviewed your completeness memo comments
completed for the above referenced permit submittal. We briefly discussed the fire safety design
approach and the code used. Per your request I am providing the following for your review and
acceptance:
Plan Submittals
The Chalet South Condominium restoration plans submitted to the City of Tukwila (City) were
complete and conform to the 2003 International Building Code (IBC). All new construction was
designed to conform to the IBC. DBM Investigative Engineers (DBM) respectfully requests that
the permit submittal be reviewed using the IBC and specifically, Chapter 34 within the IBC. DBM
offers the following information to substantiate our request
The permit set Cover Sheet (CS) notes in the Rated Assemblies For Existing Building text box notes that
the condominium building is an R -2 occupancy, Type V -A rated assembly with an allowable area of
12,000 SqFt and a story limit of 3. Calculations for Fire Safety (FS), Means of Egress (ME), and
General Safety (GS) were completed in conformance with IBC 3410.6 and scored per Table 3410.7.
The FS, ME, and GS scores, calculated as required per IBC 3410.6, exceeded the minimum required
scores of 17, 34, and 34 respectively. Scores were 21.43, 35.43, and 35.43 respectively and are noted
on the Cover Sheet. The minimum scores were exceeded and therefore, the building is considered to
pass FS, ME, and GS requirements and not require any further fire safety construction, such as fire
sprinklers and fire alarms.
City of Tukwila Code Reference(s)
The City used the 2003 International Existing Building Code (IEBC) to determine that the permit
submittal was incomplete due to the Level III alteration classification by the IEBC, which would
require that the work area be sprinklered. The definition of alteration, per the IEBC, is not
applicable to the permit submittal. The permit submittal is considered a repair, per IEBC 202.

Additionally, IEBC Chapter 12, Compliance Alternatives, allows for the designer to provide an
alteration or repair design that does not comply with the IEBC but that does not reduce the
existing safety of the building, which is also true for Chapter 34 of the IBC:
The IEBC also requires that an evaluation process be completed to determine FS, ME, and GS
requirements for existing buildings, with alterations or repairs, are satisfied. The following evaluation
requirements are specified by the IEBC, similar to the IBC, Chapter 34:
This evaluation process, which is identical to the IBC process, was completed as noted above. It
should be noted that the IEBC is a standard referenced by the IBC as an alternative to designing
existing buildings per the IBC. Furthermore, the IEBC was derived from Chapter 34 of the IBC.

1201.2.4 Alterations and repairs. An existing building or portion thereof that does not comply
with the requirements of this code for new construction shall not be altered or repaired in such a
manner that results in the building being less safe or sanitary than such building is currently.
1201.4.9 Determination of compliance. The code official shall determine whether the
existing building, with the proposed addition, alteration, or change of occupancy, complies with
the provisions of this section in accordance with the evaluation process in Sections 1201.5
through 1201.9.
1201.5 Evaluation. The evaluation shall be comprised of three categories: fire safety, means
of egress, and general safety, as described in Sections 1201.5.1 through 1201.5.3.
1201.5.1 Fire safety. Included within the fire safety category are the structural fire resistance,
automatic fire detection, fire alarm, and fire - suppression system features of the facility.
1201.5.2 Means of egress. Included within the means of egress category are the
configuration, characteristics, and support features for means of egress in the facility.
1201.5.3 General safety. Included within the general safety category are the fire safety
parameters and the means -of- egress parameters.
1201.6 Evaluation process. The evaluation process specified herein shall be followed in its
entirety to evaluate existing buildings. Table 1201.7 shall be utilized for tabulating the results of
the evaluation. References to other sections of this code indicate that compliance with those
sections is required in order to gain credit in the evaluation herein outlined. In applying this
section to a building with mixed occupancies, where the separation between the mixed
occupancies does not qualify for any category indicated in Section 1201.6.16, the score for each
occupancy shall be determined, and the lower score determined for each section of the
evaluation process shall apply to the entire building.
It is DBM's opinion that the permit submittal for the Chalet South Condominium Fire Restoration
is complete and in general conformance with the IBC and IEBC. DBM's fire rated assemblies were
designed per the IBC, as would be done for new buildings. The building is being restored to a level
safer than it was previous to the fire damage.
It is also DBM's opinion that the IEBC is a redundant and conflicting code, with respect to the
IBC. As a board member of the Structural Engineer's Association of Washington's (SEAW)
Existing Building Task Group, it has been determined that a majority of design professionals do
not approve the use of the IEBC and have strongly recommended to local jurisdictions that the

IEBC note be used. The request to eliminate the IEBC in the upcoming 2006 IBC has been
discussed with the International Code Conference (ICC) and is being seriously considered.
This concludes DBM's response to your review comments for the above referenced permit
submittal.
