The site is located at 13044 — 57` Avenue South, as shown on the Vicinity Map in Figure 1. You have requested that we complete this report to evaluate subsurface conditions and provide recommendations for foundation support. For our use in preparing this report, your contractor, Mark Bilyeu, has provided us with a preliminary site plan, the layout of the existing and planned footings, the layout of the 1 S ` story of the residence, as well as a conceptual drawing of the residence. PROJECT DESCRIPTION You plan to construct additions on the southern and eastern sides of the existing residence. The existing home is two stories in height and the planned additions will be as well. Mark Bilyeu has informed us that the planned footing will be 1 foot below existing grade. He informed us that this is the minimum depth required by the City of Tukwila. We understand that the new footings will be 1 foot below existing grade and that the slab will be poured on grade. The site plan we have been provided with indicates that the maximum dimensions of the existing residence are approximately 40 feet in the east -west direction and 30 feet in the north -south direction. The eastern side of the existing residence is planned to be extended 24 feet. The easternmost 12 feet of this addition will consist of a new deck and stairs. A new driveway is planned along the southern side of the home. With the exception of some possible minor cuts and fills, we understand that topography of the lot will remain the same. SCOPE The purpose of this study is to explore and characterize the subsurface conditions and present recommendations for site development. Specifically, our scope of services as outlined in our Services Agreement, dated February 27, 2008, includes the following: 1. Review available geologic maps for the site area. 2. Explore subsurface conditions at the site with at least two test pits which will be excavated with the equipment provided by you. 3. Provide recommendations for foundation support. 4. Provide recommendations for site preparation and grading, including structural fill. 5. Provide general drainage recommendations. 6. Document our findings, observations, and conclusions in a geotechnical report. SITE CONDITIONS Surface Conditions The nearly rectangular shaped lot has maximum dimensions of approximately 180 feet in the east -west direction and 100 feet in the north -south direction. The lot is bordered by residential lots to the north and south, 57 Avenue South to the West, and Green River to the East. Access to the site is provided by a driveway extending from 57 Avenue South. A layout of the site is shown on the Site Plan in Figure 2. The site is oriented northwest to southwest as noted on the site plan. For ease of description, we have designated a project north as shown on the Site Plan in Figure 2. The ground surface within the site is generally flat. Topographic data indicates that the elevation of the majority of the site is near 20 feet. There are several landscaping rockeries located on the easternmost 30 to 40 feet of the lot. Over this span, the elevation drops by about 10 feet to the elevation of Green River. The easternmost extent of the planned addition to the residence will setback at least 50 feet from the top of this slope. Numerous 6 to 8 inch diameter Western Red Cedar landscaping trees have been planted Cornerstone Geotechnical, Inc. Geotechnical Engineering Report 13044 — 57 Avenue South Tukwila, Washington March 20, 2008 CG File No. 2595 Page 3 along the western half of the fence constructed along the northern property line. The southern edge of the property is also fenced and numerous small trees were observed along the property line. The lot is vegetated primarily with grass. Currently, an unoccupied home exists in the northeast quarter of the lot. An existing concrete driveway extends off the northeast corner of the home and connects to 57 Avenue South. We observed that the garage of the existing home had been converted into living space. We have been informed that the northern, southern and western sides of the existing home consist of unreinforced masonry. For the most part, we did not observe any signs of structural distress in these walls. We did observe a `stepped' pattern of cracking in the masonry around a window near the center of the northern wall which indicates that settlement has occurred. Also, the existing chimney was observed to have separated from the masonry wall. The gap was a maximum of approximately 1/4 to 1/2 inch thick and decreased in width as it became closer to existing grade. This indicates that the chimney has settled and is tilting outward. The slab within the home appeared to be performing well. We took photographs from the street of the foundations of the neighboring structures and we were unable to observe any obvious signs of distress. We attribute the cracking observed in the masonry and the gap between the chimney and the masonry to be caused from differential settlement of the underlying soils. We do not know if there is a vapor barrier and/or capillary break beneath the slab of the existing home. That would require opening of the existing slab. Geology The geologic units for this area are mapped on the Preliminary Geologic Map of Seattle and Vicinity, Washington, by Howard H. Waldron, et al (U.S. Geological Survey, 1962). The site is mapped as being underlain by a deposit of alluvium. Alluvium is described as mostly loose or soft to stiff grayish -brown to olive -gray stratified sand, silt, clay and possibly peat deposited in a river channel. The alluvial deposit is associated with the Green River and is comprised of flood plain/river channel deposits. In this vicinity, the river has meandered across the valley, increasing the potential for oxbow deposits to exist in the area. Oxbow sediments are formed in lakes cut off by the meander of the river. They may contain sand, silt, clay, and/or organic matter. These deposits are typically softer than the mineral soil alluvial deposits. We expect alluvial sediment to depths in excess of 100 feet below the site. Cornerstone Geotechnical, Inc. Geotechnical Engineering Report 13044 — 57 Avenue South Tukwila, Washington March 20, 2008 CG File No. 2595 Page 4 Our subsurface investigations encountered fill which appeared to be derived from the local alluvial deposits. Explorations We explored subsurface conditions at the site on February 28, 2008, by excavating two test pits with a small onsite backhoe. The test pits were excavated to depths of 5.8 to 6.0 feet below the ground surface. This was the maximum depth in which this equipment could explore. The explorations were located in the field by an engineer from this firm who also examined the soils and geologic conditions encountered, and maintained logs of the test pits. The approximate locations of the test pits are shown on the Site Plan in Figure 2. The soils were visually classified in general accordance with the Unified Soil Classification System, a copy of which is presented as Figure 3. The logs of the test pits are presented in Figure 4. Subsurface Conditions A brief description of the conditions encountered in our explorations is included below. For a more detailed description of the soils encountered, review the test pit logs in Figure 4. Test Pit 1 In Test Pit 1, we encountered a surficial layer of topsoil that was less than 2 inches in thickness. The topsoil consisted of loose, dark brown silty fine to medium sand with roots and organics. Underlying the topsoil, we encountered medium dense brown silty very fine sand with trace garbage and roots down to the 0.8 foot depth. At this depth, we encountered a 5 to 6 inch thick lens of medium dense dark brown fine to medium sand with silt and trace roots. From 1.2 to 6.0 feet, we observed medium dense to dense brown silty very fine sand with trace garbage. At the 5.0 foot depth, we observed an old bottle cap. The presence of garbage indicates that the soils encountered have been placed as fill. Using a %2 inch steel T- probe, we evaluated the density of the soils at various depths. At the 2, 3, and 4 foot depths we were able to probe 8, 6, and 6 inches, respectively. The soils appeared firm and unyielding and no caving or groundwater seepage was observed while excavating the test pit. The depths we were able to probe indicate that the fill is medium dense to dense. Test Pit 2 In Test Pit 2, we encountered a surficial layer of topsoil that was less than 2 inches in thickness. The topsoil consisted of loose, dark brown silty fine to medium sand with roots and organics. Underlying the Cornerstone Geotechnical, Inc. Geotechnical Engineering Report 13044 — 57 Avenue South Tukwila, Washington March 20, 2008 CG File No. 2595 Page 5 topsoil and extending to the depth explored, we encountered medium stiff to stiff brown silt with very fine sand and trace roots. This material was visually classified as being a silty sand, but laboratory tests indicate a fines content of 60 %. We did not observe any garbage in this test pit. However, the soils were visually similar to those encountered in Test Pit 1 and the jumbled pattern of the soils was comparable to Test Pit 1 as well. We interpret the soils encountered in Test Pit 2 to be fill. Using a 'h inch steel T- probe, we evaluated the density of the soils within Test Pit 2 at various depths. Soil densities within this test pit were observed to be similar to those encountered in Test Pit 1. Hydrologic Conditions Groundwater seepage was not encountered during our subsurface explorations. We would expect that a regional groundwater table to exist at the same elevation as the Green River, or about 10 feet below the ground surface of your lot. This would fluctuate with the seasons and the level of the river. GEOLOGIC HAZARDS Landslide Hazards The easternmost addition to the existing home is setback at least 50 feet from the top of the slope which extends down to Green River. The elevation of the lot is approximately 20 feet and the site plan indicates that the elevation of the river was approximately 10 feet from November 21s through November 28 of 2007. We did not observe any indication of recent sloughing on site. We expect seasonal erosion of the riverbank to occur during storm events. This may cause soils to become washed away, effectively undermining the embankment. We would expect if a slough event were to occur, it would be fairly small in scale and relatively shallow. Based on the setback of your planned additions and the geometry of the embankment, we believe there is a low risk of a slough event affecting the performance of your planned residence. The Green River has been meandering through this vicinity for quite some time. The riverbank along your lot appeared reasonably stable and was somewhat straight along the property lines of your neighbor's lots as well. If the alignment of the Green River meanders further onto you property, your residence may become affected. Cornerstone Geotechnical, Inc. Geotechnical Engineering Report 13044 — 57 Avenue South Tukwila, Washington March 20, 2008 CG File No. 2595 Page 6 Seismic Hazard Typically alluvial deposits are susceptible to liquefaction during a seismic event. Liquefaction analysis requires deep borings and most times, for projects such as this, significant mitigation for liquefaction is not used due to expense. Therefore, we discuss liquefaction in general terms, but this study does not include a liquefaction analysis of the site. It is our opinion based on our subsurface explorations that the Soil Profile in accordance with Table 1613.5.2 of the 2006 International Building Code (IBC) is Site Class E. We used the US Geological Survey program "Seismic Hazard Curves and Uniform Hazard Response Spectra," which references 2003 NEHRP Seismic Design Provisions, to obtain values for S S F and F. The seismic design parameters are: S 146.4% g S 50.3% g F 0.9 F,, 2.4 Site specific coefficients and adjusted maximum considered earthquake spectral response acceleration parameters apply as shown in Section 1613.5 of the IBC. Based on the USGS data and Tables 1613.5.6(1) and (2), the site has Seismic Design Category D. Additional seismic considerations include liquefaction potential and amplification of ground motions by soft soil deposits. The liquefaction potential is highest for loose sand with a high ground water table. The underlying alluvium soils interpreted to underlie the site are considered to have a high potential for liquefaction and potential ground motion amplification during a seismic event. The results of liquefaction on this type of site would be settlement and possibly lateral spreading towards the river. Without a specific study, we would expect 6 to 12 inches of settlement, or maybe more is possible. We cannot comment on the potential of lateral spreading without more data. Geotechnical Engineering Report 13044 — 57 Avenue South Tukwila, Washington March 20, 2008 CG File No. 2595 Page 7 CONCLUSIONS AND RECOMMENDATIONS General The alluvial fill soils which we observed during our subsurface exploration appeared near optimum moisture content and were medium dense to dense and medium stiff to stiff. The alluvial soils interpreted to underlie the site can have soft and loose zones and are prone to settlement over time and during seismic events. The existing home on your lot is performing reasonably well. The roadway and foundations of the neighboring homes which we visually observed from the street appear to be performing adequately. Therefore it is reasonable to accept some risk of settlement and found the structure on shallow foundations. Some of this risk can be mitigated by stiffening the foundations as recommended in the Foundations section of this report. Foundations We recommend that allowable bearing pressures not exceed 1,500 psf. We also recommend the footing subgrade soils be compacted with either a double drum walk- behind vibratory roller or a hoe -pac prior to the pouring of the footings. We recommend that the footings be designed to span a distance of 10 feet. Stiffening the footings in such a way is intended to reduce structural damage to your residence if settlement of underlying soils occurs. Footings should extend at least 12 inches below the lowest adjacent finished ground surface for frost protection. Minimum foundation widths should conform to IBC requirements; however, to achieve a bearing pressure of 1,500 psf, footing widths will likely be slightly wider than the minimum widths outlined by the IBC. Standing water should not be allowed to accumulate in footing trenches. All loose or disturbed soil should be removed from the foundation excavation prior to placing concrete. IBC guidelines should be followed when considering short-term transitory wind or seismic loads. Potential foundation settlement using the recommended allowable bearing pressure is estimated to be less than 1.5 -inch total and 1 -inch differential between footings or across a distance of about 30 feet Structural Fill General: All fill placed beneath buildings, pavements or other settlement sensitive features should be placed as structural fill. Structural fill, by definition, is placed in accordance with prescribed methods and standards, and is observed by an experienced geotechnical professional or soils technician. Geotechnical Engineering Report 13044 — 57 Avenue South Tukwila, Washington March 20, 2008 CG File No. 2595 Page 8 observation procedures would include the performance of a representative number of in -place density tests to document the attainment of the desired degree of relative compaction. Materials: Imported structural fill should consist of a good quality, free - draining granular soil, free of organics and other deleterious material, and be well graded to a maximum size of about 3 inches. Imported, all- weather structural fill should contain no more than 5 percent fines (soil finer than a Standard U.S. No. 200 sieve), based on that fraction passing the U.S. 3/4 -inch sieve. The use of on -site soil as structural fill will be dependent on moisture content control. Some drying of the native soils may be necessary in order to achieve compaction. During warm, sunny days this could be accomplished by spreading the material in thin lifts and compacting. Some aeration and/or addition of moisture may also be necessary. We expect that compaction of the native soils to structural fill specifications would be difficult, if not impossible, during wet weather. Fill Placement: Following subgrade preparation, placement of the structural fill may proceed. Fill should be placed in 8- to 10- inch -thick uniform lifts, and each lift should be spread evenly and be thoroughly compacted prior to placement of subsequent lifts. All structural fill underlying building areas, and within a depth of 2 feet below pavement and sidewalk subgrade, should be compacted to at least 95 percent of its maximum dry density. Maximum dry density, in this report, refers to that density as determined by the ASTM D1557 compaction test procedure. Fill more than 2 feet beneath sidewalks and pavement subgrades should be compacted to at least 90 percent of the maximum dry density. The moisture content of the soil to be compacted should be within about 2 percent of optimum so that a readily compactable condition exists. It may be necessary to overexcavate and remove wet surficial soils in cases where drying to a compactable condition is not feasible. All compaction should be accomplished by equipment of a type and size sufficient to attain the desired degree of compaction. Temporary and Permanent Slopes The planned additions to your home should not require cuts of more than 4 vertical feet. If such cuts are deemed necessary, we can provide recommendations regarding the stability of cuts over 4 feet in height. Slabs - On - Grade Slabs should be supported on medium dense or firmer soils, or on structural fill extending to these soils. Additional reinforcement of the slabs will reduce the damage caused to the slab if the underlying alluvial Cornerstone Geotechnical, Inc. We recommend that slabs be underlain by 6 inches of free - draining coarse sand or pea gravel for use as a capillary break. A suitable vapor barrier, such as heavy plastic sheeting, should be placed over the capillary break. An additional 2- inch -thick damp sand blanket can be used to cover the vapor barrier to protect the membrane and to aid in curing the concrete. This will also help prevent cement paste bleeding down into the capillary break through joints or tears in the vapor barrier. The capillary break material should be connected to the footing drains to provide positive drainage. We also recommend that the presence of a vapor barrier and a capillary break beneath the existing slabs be confirmed. These are inexpensive methods to reduce the risk of future water damage to your home. Drainage We recommend that runoff from impervious surfaces, such as roofs, driveway and access roadways, be collected and routed to an appropriate storm water discharge system. The finished ground surface should be sloped at a gradient of 5 percent minimum for a distance of at least 10 feet away from the buildings, or to an approved method of diverting water from the foundation, per IBC Section 1803.3. Surface water should be collected by permanent catch basins and drain lines, and be discharged into a storm drain system. Where used, footing drains should consist of 4- inch - diameter, perforated PVC pipe that is surrounded by free - draining material, such as pea gravel. Footing drains should discharge into tightlines leading to an appropriate collection and discharge point. Crawlspaces should be sloped to drain, and a positive connection should be made into the foundation drainage system. For slabs -on- grade, a drainage path should be provided from the capillary break material to the footing drain system. Roof drains should not be connected to wall or footing drains. Pavement Subgrade The performance of roadway pavement is critically related to the conditions of the underlying subgrade. The existing driveway is cracked and tilted, indicating loose or wet surficial subgrade soils. We recommend that subgrade for the planned driveway be compacted to a medium dense or firmer condition. Any areas with excessive flexing should be overexcavated and recompacted or replaced with a structural fill or crushed rock placed and compacted in accordance with recommendations provided in the Structural Fill subsection of this report. Since the settlement of the underlying alluvial and fill soils is Cornerstone Geotechnical, Inc. This can be accomplished by reinforcing concrete slabs to span or `bridge' over isolated soft areas if this method is more cost effective than making isolated repairs to the subgrade. An alternative to this is to use flexible pavements such as asphalt or pavers. The following information is provided to help you manage lyour,risks. Geotechnical Services Are Performed for Specific Purposes, Persons, and Projects Geotechnical engineers structure their services to meet the specific needs of their clients. A geotechnical engineering study conducted for a civil engi- neer may not fulfill the needs of a construction contractor or even another civil engineer. Because each geotechnical engineering study is unique, each geotechnical engineering report is unique, prepared solely for the client. No one except you should rely on your geotechnical engineering report without first conferring with the geotechnical engineer who prepared it. And no one — not even you — should apply the report for any purpose or project except the one originally contemplated. Read the Full Report Serious problems have occurred because those relying on a geotechnical engineering report did not read it all. Do not rely on an executive summary. Do not read selected elements only. A Geotechnical Engineering Report Is Based on A Unique Set of Project - Specific Factors Geotechnical engineers consider a number of unique, project- specific fac- tors when establishing the scope of a study. Typical factors include: the clients goals, objectives, and risk management preferences; the general nature of the structure involved, its size, and configuration; the location of the structure on the site; and other planned or existing site improvements, such as access roads, parking lots, and underground utilities. Unless the geotechnical engineer who conducted the study specifically indicates oth- erwise, do not rely on a geotechnical engineering report that was: • not prepared for you, • not prepared for your project, • not prepared for the specific site explored, or • completed before important project changes were made. Typical changes that can erode the reliability of an existing geotechnical engineering report include those that affect: • the function of the proposed structure, as when it's changed from a parking garage to an office building, or from a light industrial plant to a refrigerated warehouse, • elevation, configuration, location, orientation, or weight of the proposed structure, • composition of the design team, or • project ownership. As a general rule, always inform your geotechnical engineer of project changes —even minor ones —and request an assessment of their impact. Geotechnical engineers cannot accept responsibility or liability for problems that occur because their reports do not consider developments of which they were not informed. Subsurface Conditions Can Change A geotechnical engineering report is based on conditions that existed at the time the study was performed. Do not rely on a geotechnical engineer- ing report whose adequacy may have been affected by: the passage of time; by man -made events, such as construction on or adjacent to the site; or by natural events, such as floods, earthquakes, or groundwater fluctua- tions. Always contact the geotechnical engineer before applying the report to determine if it is still reliable. A minor amount of additional testing or analysis could prevent major problems. Most Geotechnical Findings Are Professional Opinions Site exploration identifies subsurface conditions only at those points where subsurface tests are conducted or samples are taken. Geotechnical engi- neers review field and laboratory data and then apply their professional judgment to render an opinion about subsurface conditions throughout the site. Actual subsurface conditions may differ — sometimes significantly — from those indicated in your report. Retaining the geotechnical engineer who developed your report to provide construction observation is the most effective method of managing the risks associated with unanticipated conditions. A Report's Recommendations Are Not Final Do not overrely on the construction recommendations included in your report. Those recommendations are not final, because geotechnical engi- neers develop them principally from judgment and opinion. Geotechnical engineers can finalize their recommendations only by observing actual subsurface conditions revealed during construction. The geotechnical engineer who developed your report cannot assume responsibility or liability for the report's recommendations if that engineer does not perform construction observation. A Geotechnical Engineering Report Is Subject to Misinterpretation Other design team members' misinterpretation of geotechnical engineering reports has resulted in costly problems. Lower that risk by having your geo- technical engineer confer with appropriate members of the design team after submitting the report. Also retain your geotechnical engineer to review perti- nent elements of the design team's plans and specifications. Contractors can also misinterpret a geotechnical engineering report. Reduce that risk by having your geotechnical engineer participate in prebid and preconstruction conferences, and by providing construction observation. Do Not Redraw the Engineer's Logs Geotechnical engineers prepare final boring and testing logs based upon their interpretation of field logs and laboratory data. To prevent errors or omissions, the logs included in a geotechnical engineering report should never be redrawn for inclusion in architectural or other design drawings. Only photographic or electronic reproduction is acceptable, but recognize that separating logs from the report can elevate risk. Give Contractors a Complete Report and Guidance Some owners and design professionals mistakenly believe they can make contractors liable for unanticipated subsurface conditions by limiting what they provide for bid preparation. To help prevent costly problems, give con- tractors the complete geotechnical engineering report, but preface it with a clearly written letter of transmittal. In that letter, advise contractors that the report was not prepared for purposes of bid development and that the report's accuracy is limited; encourage them to confer with the geotechnical engineer who prepared the report (a modest fee may be required) and /or to conduct additional study to obtain the specific types of information they need or prefer. A prebid conference can also be valuable. Be sure contrac- tors have sufficient time to perform additional study. Only then might you be in a position to give contractors the best information available to you, while requiring them to at least share some of the financial responsibilities stemming from unanticipated conditions. Read Responsibility Provisions Closely Some clients, design professionals, and contractors do not recognize that geotechnical engineering is far less exact than other engineering disci- plines. This lack of understanding has created unrealistic expectations that have led to disappointments, claims, and disputes. To help reduce the risk of such outcomes, geotechnical engineers commonly include a variety of explanatory provisions in their reports. Sometimes labeled °limitations° many of these provisions indicate where geotechnical engineers' responsi- bilities begin and end, to help others recognize their own responsibilities and risks. Read these provisions closely. Ask questions. Your geotechnical engineer should respond fully and frankly. Geoenvironmental Concerns Are Not Covered The equipment, techniques, and personnel used to perform a geoenviron- mental study differ significantly from those used to perform a geotechnical study. For that reason, a geotechnical engineering report does not usually relate any geoenvironmental findings, conclusions, or recommendations; e.g., about the likelihood of encountering underground storage tanks or regulated contaminants. Unanticipated environmental problems have led to numerous project failures. If you have not yet obtained your own geoen- vironmental information, ask your geotechnical consultant for risk man- agement guidance. Do not rely on an environmental report prepared for someone else. Obtain Professional Assistance To Deal with Mold Diverse strategies can be applied during building design, construction, operation, and maintenance to prevent significant amounts of mold from growing on indoor surfaces. To be effective, all such strategies should be devised for the express purpose of mold prevention, integrated into a com- prehensive plan, and executed with diligent oversight by a professional mold prevention consultant. Because just a small amount of water or moisture can lead to the development of severe mold infestations, a num- ber of mold prevention strategies focus on keeping building surfaces dry. While groundwater, water infiltration, and similar issues may have been addressed as part of the geotechnical engineering study whose findings are conveyed in this report, the geotechnical engineer in charge of this project is not a mold prevention consultant; none of the services per- formed in connection with the geotechnical engineer's study were designed or conducted for the purpose of mold preven- tion. Proper implementation of the recommendations conveyed in this report will not of itself be sufficient to prevent mold from growing in or on the structure involved. The sale of any finished products, materials, or articles of merchandise that are not fabricated into and do not become a part of a structure under the common law of fixtures; 6. Any construction, alteration, improvement, or repair of personal property performed by the registered or legal owner, or by a mobile /manufactured home retail dealer or manufacturer licensed under chapter 46.70 RCW who shall warranty service and repairs under chapter 46.7o RCW; 7. Any construction, alteration, improvement, or repair carried on within the limits and boundaries of any site or reservation under the legal jurisdiction of the federal government; 8. Any person who only furnished materials, supplies, or equipment without fabricating them into, or consuming them in the performance of, the work of the contractor; 9. Any work or operation on one undertaking or project by one or more contracts, the aggregate contract price of which for labor and materials and all other items is less than five hundred dollars, such work or operations being considered as of a casual, minor, or inconsequential nature. The exemption prescribed in this subsection does not apply in any instance wherein the work or construction is only a part of a larger or major operation, whether undertaken by the same or a different contractor, or in which a division of the operation is made into contracts of amounts less than five hundred dollars for the purpose of evasion of this chapter or otherwise. The exemption prescribed in this subsection does not apply to a person who advertises or puts out any sign or card or other device which might indicate to the public that he or she is a contractor, or that he or she is qualified to engage in the business of contractor; 10. Any construction or operation incidental to the construction and repair of irrigation and drainage ditches of regularly constituted irrigation districts or reclamation districts; or to farming, dairying, agriculture, viticulture, horticulture, or stock or poultry raising; or to clearing or other work upon land in rural districts for fire prevention purposes; except when any of the above work is performed by a registered contractor; 11. An owner who contracts for a project with a registered contractor, except that this exemption shall not deprive the owner of the protections of this chapter against registered and unregistered contractors. The exemption prescribed in this subsection does not apply to a person who performs the activities of a contractor for the purpose of leasing or selling improved property he or she has owned for less than twelve months; 12. Any person working on his or her own property, whether occupied by him or her or not, and any person working on his or her personal residence, whether owned by him or her or not but this exemption shall not apply to any person who performs the activities of a contractor on his or her own property for the purpose of selling, demolishing, or leasing the property; 13. An owner who performs maintenance, repair, and alteration work in or upon his or her own properties, or who uses his or her own employees to do such work; 14. A licensed architect or civil or professional engineer acting solely in his or her professional capacity, an electrician certified under the laws of the state of Washington, or a plumber certified under the laws of the state of Washington or licensed by a political subdivision of the state of Washington while operating within the boundaries of such political subdivision. The exemption provided in this subsection is applicable only when the person certified is operating within the scope of his or her certification; 15. Any person who engages in the activities herein regulated as an employee of a registered contractor with wages as his or her sole compensation or as an employee with wages as his or her sole compensation; 16. Contractors on highway projects who have been prequalified as required by RCW 47.28.070, with the department of transportation to perform highway construction, reconstruction, or maintenance work; 17. A mobile /manufactured home dealer or manufacturer who subcontracts the installation, set -up, or repair work to actively registered contractors. This exemption only applies to the , installation, set -up, or repair of the mobile /manufactured that were manufactured or sol`d:by the mobile /manufactured home dealer or manufacturer, 18.
