The special inspector shall furnish inspection reports to the Building Official in a timely manner. 9: A final report documenting required special inspections and correction of any discrepancies noted in the inspections shall be submitted to the Building Official. The final inspection report shall be prepared by the approved special inspection agency and shall be submitted to the Building Official prior to and as a condition of final inspection approval. 10: Subgrade preparation including drainage, excavation, compaction, and fill requirements shall conform strictly with the recommendations given in the soils report. Special inspection is required. 11: All construction shall be done in conformance with the approved plans and the requirements of the International Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code. 12: Notify the City of Tukwila Building Division prior to placing any concrete. This procedure is in addition to any requirements for special inspection. 13: All plumbing and gas piping work shall be inspected and approved under a separate permit issued by the Cityof Tukwila Permit Center. 14: All electrical work shall be inspected and approved under a separate permit issued by the City of Tukwila Building Department (206- 431 - 3670). 15: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. We have reviewed the plans they supplied, and our geotechnical report on the subject site dated April 17, 2007. Our services are being provided in accordance with our February 19, 2008 services agreement and March 31, 2008 change order. Our comments are presented below. The proposed vault will have plan dimensions of about 85 feet by 21 feet. The bottom of the vault slab will be at about Elevation 15.5 feet. Based on our prior subsurface exploration at the site the soil in the vicinity of the stormwater vault location should comprise an upper silty fine sand layer that is underlain by silt and sandy silt. We encountered groundwater at about Elevation 16 to 17 feet during exploration. However, we judge that the seasonal high groundwater level is higher. We recommend the following geotechnical criteria be considered in design of the stormwater vault. • We estimate a typical seasonal high groundwater level at about Elevation 20 feet (approximately 6.5 feet below existing grade). • We estimate the unsaturated soil unit weight above groundwater is approximately 110 pounds per cubic foot (pcf). • We estimate the buoyant soil unit weight below groundwater is approximately 40 pcf. Our recommended lateral earth pressure criteria for design are presented below. Active Earth Pressure (Above Groundwater) = 35 pcf Active Earth Pressure (Below Groundwater) = 80 pcf At -Rest Earth Pressure (Above Groundwater) = 55 pcf At -Rest Earth Pressure (Below Groundwater) = 86 pcf Passive Earth Pressure (Above Groundwater) (F.S. = 1.5) = 270 pcf Passive Earth Pressure (Below Groundwater —130 pcf Wells Fargo Vailts - Permit 7/14/2008 Page 3 of 18 Craft Architects April 7, 2008 Page 2 File No. 5206- 008 -01 CONSTRUCTION CONSIDERATIONS LIMITATIONS Wells Fargo Vailts - Permit 7/14/2008 Page 4 of 18 The pressures presented assume that backfill placed within 2 feet of the walls is compacted by hand - operated equipment to a density of 90 percent of the maximum dry density (MDD), and that drainage measures are included above the estimated seasonal high groundwater elevation. The above values are for walls that retain native soil. Hydrostatic pressures have been included below groundwater. The recommended pressures do not include the effects of surcharges from surface loads. If vehicles will be operated to within one -half the height of the wall, a traffic surcharge should be added to the wall pressure. The traffic surcharge can be approximated by the equivalent weight of an additional 2 feet of backfill behind the wall. Retaining walls founded on structural fill may be designed using the allowable soil bearing values and lateral resistance values presented in the "Shallow Foundation Support" section of our geotechnical report. We estimate settlement of the stormwater vault structure should be minor provide the vault subgrade is prepared as recommended below. Excavation for the vault will likely encounter groundwater. Accordingly, temporary excavation dewatering will be required. Soft, wet subgrade conditions are likely to be encountered in the vault excavation Below the base of the slab on the stormwater vault, we recommend placing at least 24 inches of 2 -inch minus crushed ballast rock with a geotextile fabric for separation between the native subgrade and the ballast. Quarry spalls are an acceptable substitute for the ballast. If quarry spalls are used, we recommend the geotextile fabric not be placed. The spalls should be carefully tamped into the bottom of the excavation to bridge the underlying soft, wet subgrade soil We have prepared this report for the exclusive use of Craft Architects, Wells Fargo Bank and their authorized agents for the TOC Annex project in Tukwila, Washington.
