As requested, we conducted a site reconnaissance and completed a review of available geological literature for the
subject site. This letter contains a description of our observations and results of our review, and provides
conclusions regarding the relative stability of the retaining wall soil cuts and toe -of -slope soils at the subject site.
Authorization to proceed was granted upon receipt of our signed Authorization For Work, dated August 26, 2008.
On August 26, 2008, we met with you at the site to observe site conditions and discuss the status of excavation for
retaining wall construction. The site consists of an existing parking lot for the AT &T retail store located at the
northern end of the parking lot. A slope leads upward to the west from the parking lot's western perimeter. You
indicated a small, approximately 150 -foot long and 3 -foot high (maximum) dilapidated rockery had been removed
along the toe of the slope adjacent to the parking lot edge. Construction of a segmental block retaining wall to
replace the rockery was underway at the time of our visit. You indicated the finished height of the segmental
block wall will be less than four feet.

The slope comprises the eastern embankment of the Interstate 5 roadway. A chain -link fence marking the I -5
ROW boundary extends along the lower portion of the slope approximately ten feet above the segmental block
wall. We observed a near- vertical soil cut ranging to a maximum height of about three feet along the slope's toe
where the rockery had been removed and replaced with the segmental block wall. We observed that the soil cut
transitioned to a slope inclined at approximately 1.5:1 (Horizontal:Vertical) to maximum height of about 4 feet
above the wall. Slope grades were observed to flatten to approximately 4:1 at the remaining on- and off -site
portions of the I -5 embankment.
The slope is vegetated with brush, grasses, and occasional small deciduous trees. No signs of soil instability or
movement, or indications of erosion or recent channel flow were observed on the slope. In addition, no seepage
or zones of emergent groundwater were observed emanating from the soil cuts or face of the slope.
We observed that the embankment fill soils exposed in the soil cuts consist of sand and silty sand with gravel.
Several shallow hand - excavated test pits excavated above the soil cuts showed that the fills are loose to a depth of
approximately one -foot, where they become medium dense to dense. It appeared that the mantle of loose soils is
a surficial layer of slope wash from the fill embankment. The underlying medium dense to dense sand and silty
sand with gravel comprise the embankment's compacted fills. No groundwater seepage was observed in the soil
cuts.
LITERATURE REVIEW
Environmentally Sensitive Areas (Areas of Potential Geologic Instability)
We reviewed Chapter 18.45 "Environmentally Sensitive Areas" contained in Tukwila Municipal Code. In
addition, we reviewed a copy of City of Tukwila GIS map of the site's vicinity showing the locations of mapped
landslide hazard areas and classifications relative to the site.
The City GIS map shows the site lying within a mapped environmentally critical area consisting of a "Class 2"
landslide area. Chapter 18.45.120A. of the Tukwila Municipal Code designates a Class 2 Area of Potential
Geologic Instability as "...where landslide potential is moderate, which slope is between 15% and 40 %, and
which are underlain by relatively permeable soils." Based on our observations of the site's slope inclinations, and
soils exposed in the soil cuts and shallow test pits, the slopes adjacent to the retaining wall excavation would be
classified as a Class 2 landslide area.
Mapped Soils
We reviewed the Geologic Map of the Des Moines Quadrangle, Washington, by Howard H. Waldron (1962).
This publication shows the site lying within an area mapped as Kame terrace deposits (Qit), with Quaternary
alluvium mapped east and adjacent to the site. The map describes Kame terrace deposits as "glaciofluvial sand
and gravel deposited against or close to the ice." The soils observed in the excavation and our shallow hand test
pits consist of embankment fills placed for construction of the Interstate 5 roadway, and do not appear to correlate
. with the:native soils shown .on,•the geologic, map.

CONCLUSIONS
Our observations indicate the soils at the toe of the embankment consist predominantly of medium dense to dense
sand and silty sand with gravel placed as fills for construction of Interstate 5. Due to the modest height of
retaining wall's soil cuts, the competent nature and relatively low overall inclination of the embankment fills, and
the absence of indications of seepage or soil instability, it is our opinion that the soils at the toe of the slope are
stable and will remain stable during construction. In addition, the planned replacement of the dilapidated rockery
by the segmental block retaining wall will not, in our opinion, result in a decrease of the stability of the slope.
The soils exposed in and immediately above the temporary soil cuts will be susceptible to erosion during
construction. We recommend implementing temporary erosion control measures such as covering the exposed
soils with straw or securely- anchored plastic sheeting during rainy periods. Permanent landscaping protection
should be established for exposed soils upon completion of the wall, in order to stabilize soils and minimize the
potential for long -term erosion.

Sound Region. This report is for the exclusive use of Mackenzie Landscape Services and its authorized
