Box 4084 Redmond, WA 98057 Subject: Infiltration Evaluation 12258 -48` Avenue South Tukwila, Washington King County Parcel No. 0179001435 SITE AND PROJECT DESCRIPTION We understand it is planned to construct a single - family residence at the approximately 7,000 square - foot lot located on the east side of 48 Avenue South approximately 70 feet north of the intersection of 48 Avenue South and South 124 Street in Tukwila, Washington. The new residence will consist of two floors of timber -frame construction over a crawlspace. The subject site is bound to the north, south, and east by single - family residence lots, and to the west by 48 Avenue South. DP•onrinN Id" CORRECTO0N 1°' bo S 1 n1 FILE COPY I C O R P O A T E 0 Geotechnical & Earthquake Engineering Consultants Dear Mr. Ng, As requested, PanGEO, Inc. has prepared this letter to assist you with responding to Comment #01 from the City of Tukwila's Building Division Review Memo for this project. In general, Comment #01 from the City's memo requests that a geotechnical engineer assess subsurface conditions at the site (12258 -48 Avenue South, Tukwila, Washington) to assure that the seasonal high groundwater table should not affect the footing drain drainage field and to evaluate subsurface conditions to assist in developing a roof downspout disposal system. In preparing this letter, we reviewed readily available geologic data, excavated two hand borings at the site, and developed the conclusions and recommendations presented in this letter. Plate 1: Partial site view facing southeast from 48 Avenue South. RECEIVED APR 16 2009 TUKWILA PUBLIC WORKS I A Minor Avenue East Seattle. WA 92+102 Tel I. 2u6l 26 2.4)370 U3 70 ItettiVED APR 1 4 2009 PEHMIT CENTEF VW," IS Mr. Raymond N 1225848 Avenue South, Tukwila, WA March 19, 2009 Based on our field observations and a review of a preliminary site plan, topography at the site is nearly level. We estimate that the grade along the east property line is on the order of 2 feet higher than the west property line. Please view Plate 1 on the previous page to view the site conditions at the time this letter was prepared. SUBSURFACE EXPLORATIONS On February 19, 2009, two hand borings (HB -1 and HB -2) were excavated at the site. The approximate locations of the hand borings are indicated on Figure 2. Hand borings HB -1 and HB -2 were excavated to 8 and 714 feet below grade, respectively. The hand borings were excavated using hand tools and the relative density and consistency of the underlying soil was estimated based on probing the walls of the excavation and the difficulty of completing the excavation. Soil samples from the subsurface explorations were described and field classified in general accordance with the Unified Soil Classification System (USCS) and the United States Department of Agriculture (USDA) soil classification systems. The summary hand boring logs are included in Appendix A. SITE GEOLOGY AND SUBSURFACE CONDITIONS At each of our hand boring locations we encountered loose sediment that we interpret to be alluvium associated with the nearby Green River. The following is a description of the subsurface conditions encountered at the hand borings. Please refer to the hand boring summary logs in Appendix A for a detailed description of the conditions encountered at each hand boring location. In general, soils encountered in the hand borings consisted of interbedded layers of silty fine sand, silt, sandy silt, and fine sand. Groundwater was encountered at 7 feet and 61/2 feet below grade in hand borings 11B -1 and HB- 2, respectively, at the time of our subsurface exploration. A relatively distinct iron oxide stainined layer was encountered at 5 feet below grade in hand boring HB -I and at 6 feet below grade in HB -2. An increase in soil moisture with depth was noted below the iron -oxide stained/mottled layer. We interpret the iron oxide stained layer to reflect a seasonal high groundwater table. It should be noted that groundwater elevations and seepage rates are likely to vary depending on the season, local subsurface conditions, and other factors. Groundwater levels and seepage rates are normally highest during the winter and early spring. 09- 013.200 Ng Infiltration, Tukwila 2 •PanGEO, Inc. 0 f 411 Sg { • Mr. Raymond Ng 1225848' Avenue South, Tukwila, WA March 19, 2009 INFILTRATION EVALUATION The King County Surface Water Design Manual (KCSWDM) (King County Department of Natural Resources, 1998) requires at least 3 feet of permeable soil between the base of a downspout infiltration system and the seasonal high groundwater table. The KCSWDM specifies that downspout infiltration trenches extend at least 24 inches below grade. Based on the results of our subsurface exploration, the soils expected to be encountered near the base of the infiltration trench would have a high fines content. Lenses of low - permeability silt that would impede infiltration were encountered within the infiltration zone. Infiltration in the underlying relatively clean sand encountered 5 feet below grade at hand boring HB -1 and 41/4 feet below grade at HB -2 is not feasible because we estimate that there is less than 3 feet of permeable soil above the seasonal high groundwater table elevation. Based on the soils encountered at our hand boring locations, it is our opinion that infiltration of stormwater is not a viable option for this site. The KCSWDM allows the use of dispersion trenches at sites where the subsurface conditions do not meet the requirements for infiltration trenches. Therefore, it is our opinion that dispersion trenches designed and constructed in accordance with the 1998 KCSWDM would be the most appropriate downspout control system for this site. The dispersion trenches should be installed such that the top of the trench is located below the crawl space finished grade. PERIMETER FOOTING DRAIN It is our opinion that footing drains are appropriate for this site. As previously stated, the seasonal high groundwater table at this site is anticipated to be 5 to 6 feet below the existing site grade. We anticipate footing drains would be located approximately 18 inches below finished grade. As such, the performance of footing drains should not be affected by fluctuations in the groundwater table. Footing drains should be tightlined to a separate dispersion trench. We anticipate that the amount of water encountered in the footing drains to be minimal and that a 10- foot long dispersion trench would be sufficient to accommodate the footing drains. We recommend that a 4-inch diameter perforated pipe embedded in pea gravel and wrapped in filter fabric be installed at the base of the footings to direct collected water to an appropriate outlet. Under no circumstances should roof downspout drain lines be connected to the footing drain systems. Roof downspouts must be separately tightlined to an appropriate discharge. Cleanouts should be installed to allow for periodic maintenance of the footing drain and downspout tightline systems. 09- 013.200 Ng Infiltration, Tukwila CONCLUSIONS AND RECOMMENDATIONS 3 PanGEO, Inc. Mr. Raymond Ng 1225848' Avenue South, Tukwila, WA March 19, 2009 SURFACE DRAINAGE Permanent control of surface water should be incorporated in the final grading design. Adequate surface gradients and drainage systems should be incorporated into the design such that surface runoff is directed away from the residence. All collected water from surface runoff, downspouts, and footing drains should be routed into dispersion trench systems. CLOSURE We have prepared this report for Mr. Raymond Ng, and his project design team. Recommendations contained in this report are based on a site reconnaissance, a subsurface exploration program, review of pertinent subsurface information, and our understanding of the project. The study was performed using a mutually agreed -upon scope of work. Variations in soil conditions may exist between the locations of the explorations and the actual conditions underlying the site. The nature and extent of soil variations may not be evident until construction occurs. If any soil conditions are encountered at the site that are different from those described in this report, we should be notified immediately to review the applicability of our recommendations. Additionally, we should also be notified to review the applicability of our recommendations if there are any changes in the project scope. The scope of our work does not include services related to construction safety precautions. Our recommendations are not intended to direct the contractors' methods, techniques, sequences or procedures, except as specifically described in our report for consideration in design. Additionally, the scope of our work specifically excludes the assessment of environmental characteristics, particularly those involving hazardous substances. We are not mold consultants nor are our recommendations to be interpreted as being preventative of mold development. A mold specialist should be consulted for all mold - related issues. This report has been prepared for planning and design purposes for specific application to the proposed project in accordance with the generally accepted standards of local practice at the time this report was written. No warranty, express or implied, is made. This report may be used only by the client and for the purposes stated, within a reasonable time from its issuance. Land use, site conditions (both off and on- site), or other factors including advances in our understanding of applied science, may change over time and could materially affect our findings. Therefore, this report should not be relied upon after 24 months from its issuance. PanGEO should be notified if the project is delayed by more than 24 months from the date of this report so that we may review the applicability of our conclusions considering the time lapse. 09- 013.200 Ng Infiltration, Tukwila 4 PanGEO, Inc. As of November 30, 2010 permits D08 -471 and D08 -472 no longer qualified for extensions. The same is true for M08 -251 and M08 -252 as of December 4, 2010 and PG8 -267 and PG08 -268 as of December 27, 2010. Prior to additional work or inspections taking place for the above projects new permits, plans and fees will need to be submitted to the City of Tukwila. The application cannot be approved 1. The proposed house does not comply with setbacks. No intrusion taller than 30 inches is permitted within the front yard area. The proposed stairs do not comply with this requirement. Any portion of the stairs that are taller than 30 inches must meet setbacks. 2. The site plan on sheet Al of 10 shows an intrusion into the setback area along the north property line. Please clarify if this is a concrete patio and if so that the height of the patio will not exceed 30 inches. 3. The gutters and roof overhang along the step -out along the south property line extend more than 18 inches into the setback. The roof overhand with gutters cannot extend more than 18 inches into the setbacks. 4. The front elevation shows an 18 inch overhang into the front setback. The roof hang with gutter must meet the 18 inch rule, it does not appear that the setbacks are being met when the setback is measured to the gutters. 5. TMC 18.50.050 requires that single family homes have a minimum roof pitch of 5:12. While this is being shown on the site plan a different roof pitch is being shown on the elevations.
