The purpose of this visit was to observe the existing site conditions, observe the drilling of some test holes, and to develop opinions regarding the foundations of the new carports. The recommendations and conclusions presented in this report are professional opinions based on the visual observations made during our site visit and on previous experience with other projects in the vicinity. Based on some information provided to us by Carports of Washington, we understand that four new carport structures are proposed on the western portion of the apartment site. A small plan provided to us indicates the carports will be located near Buildings 7, 11 and 12 (two will be near Building 12). The carports will be founded on some drilled, concrete piles. The existing asphalt parking area will be left as -is below the carport structures, so the only earthwork needed will be for the construction of the foundations. The carport foundations consist of 2- foot - diameter concrete piles that are embedded approximately 3.5 feet below grade. We corresponded with the project structural engineer who indicated to us that a bearing capacity of approximately 2800 pounds per square foot (psf) is needed for the foundations. Also, a lateral bearing pressure of 200 psf /foot has also been used as part of the design described in Section 1805.7 of the International Building Code (IBC). If the scope of the project changes from what we have described above, we should be provided with revised plans in order to determine if modifications to the recommendations and conclusions of this report are warranted. INCOMPLETE LTR# RECEIVED CITY OF TUKIMLA JAN 2 9 2009 SITE CONDITIONS The apartment complex is located on the north side of Highway 518 and just east of Highway 99 in •verall complex has 16 apartment buildings and associated asphalt areas for d •arking. The complex slopes moderately downward to the east, and an existing • stream traverses the complex from northwest to southeast. 41- ' SP Tukwila LLC JN 08340 • January 15, 2009 Page 2 The area where the four new carport structures will be located, near Buildings 7, 11, and 12, is relatively flat and on the highest side of the apartment complex. All the proposed carport areas, which are currently parking areas, are at relatively similar elevations. The areas between the parking areas and the buildings is generally landscaped or covered with sidewalks. This area is flat and at the building grade adjacent to Building 7 but slopes downward to the building adjacent to Buildings 11 and 12. An approximate 4 -foot tall rockery Is located in the landscape area adjacent to a portion of Building 12. Carports of Washington drilled three test holes with a 2-foot-diameter auger that was mounted to a Bobcat in the area of the four proposed carports on the western side of the site. The maximum drilled depth for all holes was 4.5 feet. The upper 1.5 to 3 feet of soil in the test holes adjacent to Building 7 and 11 was medium - dense, silty sand fill soil. The soils below consisted of medium - dense to dense, silty sand that was either native or fill. In the third .test hole at Building 12, it appeared that all of the soil was fill that was in a medium -dense to dense condition. CONCLUSIONS Competent soils, mostly fill that was apparently quite well compacted during the time of apartment construction, were found in the areas of the proposed found carport structures. These soils are very suitable for support of the carports for the design bearing capacity of 2800 psf and the designed lateral bearing pressure of 200 psf /foot. The augered holes where the .foundations are to be installed should be loosed soil prior to the placement of concrete. In accordance with Table 1613.5.2 of the 2006 International Building Code (IBC), the site class within 100 feet of the ground surface is best represented by Site Class Type D (Stiff Soil). The site soil found in the three test holes is not susceptible to seismic liquefaction because of their relatively dense nature and the absence of near - surface groundwater. LIMITATIONS The conclusions and recommendations contained in this report are based on site conditions as they existed at the time of our site visit. If the subsurface conditions encountered during construction are significantly different from those anticipated, we should be advised at once so that we can review these conditions and reconsider our recommendations where necessary. Unanticipated soil conditions are commonly encountered on construction sites. Such unexpected conditions frequently require making additional expenditures to attain a properly constructed project. This report has been prepared for the exclusive use of SP Tukwila LLC and their representatives for specific application to this project and site. Our recommendations and conclusions are based on the site materials observed and on previous experience with sites that have similar observed conditions.
