Council President Hernandez called the Committee of the Whole
Meeting of the Tukwila City Council to order.

Mayor Gary Van Dusen presented Steve Robinson a Plaque and
Proclamation in appreciation of his seventeen years of ser-
vice with the City of Tukwila. Robinson has accepted the
position of Police Chief for the City of Arlington,
Washington.
Dr. Terrence J. Frest, The Burke Museum, University of
Washington, stated the fossil localities on the West end of
Poverty Hill (also known as Walker Hill) are of extraordinary
interest, both as a scientific and educational feature, of
the Puget Sound Area. The site was discovered in 1881 by
C.A. White, a pioneer geologist with the U.S. Geological
Survey. Dr. Frest urges its preservation as a scientifically
unique and interesting area that cannot be replaced and that
has no other equals accessible to the public.
Al Pieper, 17083 53rd Avenue South, addressed his concerns on
human services commenting that he had never seen a private
program, funded with donations, stay private. It's only a
matter of time until the program managers are asking for a
small government grant. When the private donations dry up,
the citizens are left with another government program to sup-
port. Pieper added most human services needs would be met if
the managers worked toward ways to get out of the citizens
pockets rather than looking for ways to get deeper and deeper
into their pockets.
Tom Williams stated he had previously called the Council's
attention to the fireworks problem at the Duwamish Park
(Allentown). July 4th is approaching and the park is usually
crowded with firework participants. Williams feels the need
for police and fire supervision is legitimately warranted and
wanted to know had the Council followed up on this matter.
Mr. Duffie informed Mr. Williams that measures have been
taken to handle this matter.
Mr. Williams stated there's also a problem with neighborhood
kids hitting golf balls into neighbors' homes and asked the
Council to please check on this situation.
Mayor Gary Van Dusen presented the First Quarter Activity
Report to the Council from the Administration. The Mayor
informed the Council that the new year had been initiated
with a record rainfall and a scramble to control and miti-
gate flooding damage. This event was literally a precursor
to the level of activity that has characterized the remainder
of the quarter. The Mayor added that delivery of services
and assistance to our citizenry continues to represent our
greatest resourcing requirement and that the staff has been
both responsive and effective in dealing with the variety and
volume of requests thus far.

The Mayor reported that a representative, Mr. Hashimoto,
from our Sister City, Ikawa -Cho, Japan, paid a surprise visit
to City hall this past Saturday, May 12. Mr. Hashimoto was
the former principal of Ikawa Junior High School and former
member of the Sister Cities Committee. He hand delivered a
letter from the Mayor of Ikawa. The letter contained well
wishes from Ikawa and that they are looking forward to
hosting the City of Tukwila citizens and their families.
Ross Earnst, Public Works Department, reported that aside
from significant gains on CIP project work, the implemen-
tation of the Surface Water Utility and flood related efforts
stand out as accomplishments.
Councilmember Robertson requested clarification of the expen-
diture column of the 1990 First Quarter Financial Report.
The percentages appear to have been calculated erroneously.
Councilmember Duffie stated he would like to extend an invi-
tation to the King County Animal Control Department to have a
representative attend the next Council meeting (Tuesday,
April 29). McFarland informed the Council he has confir-
mation that representatives will be present at the April 29
COW meeting.
Councilmember Moriwaki reported he had attended the Human
Services Summit Wednesday night (May 9) and was impressed
with the success of the meeting. Moriwaki announced he would
be chairing the next meeting.
Councilmember Ekberg reported that the Finance Safety
Committee discussed the purchase of a D.A.R.E. Van at no cost
to the City. As a result of citizens and businesses working
together, the City has raised enough capital to cover the
unit cost of this vehicle which will serve as a focal point
for the City's drug awareness program.
Councilmember Lawrence reported he had been working with Don
Williams on the Appraisal for Open Space and those who are
interested in more information about specific properties
should check with him.
Councilmember Rants reported he's working with the Puget
Sound Council of Government to design a new regional planning
level to take the place of C.O.G. at the appropriate time.
Rants said counties, cities, and towns are being looked at
that can be consistent in goals and plans to comply with the
State Comprehensive Land Use.
Rebecca Fox was not present for discussion, but Council
President Hernandez stated this was an item that needed
action taken by June 1 and this is the only COW that could
accommodate this date. The discussion ensued with
Councilmember Lawrence stating changes to local ordinances
may be required. There will be an effort to strengthen regu-
lations on disposal methods or disposal bans on undesirable
wastes in the municipal solid waste and liquid waste streams.
Lawrence added when the resolution is brought forward he's
hoping Rebecca is planning on including riders on it that
will indicate the concerns of the whole Council.
Councilmember Robertson commented that the Transportation
Committee meeting (April 24) was a very "good" meeting bet-
ween Council and Staff, stating that priorities of Commercial
and Residential street projects were discussed, rated,
completed, and Council Policies formulated.

Councilmember Joe Duffie asked to be excused from the meeting
to attend his son's school function; Duffie also announced he
would be in California for the rest of the week due to the
death of his grandmother.
Ross Earnst, Public Works Director, presented a Staff Report
to the Council which included an overview of the traffic
needs of the T -Line Bridge Project. The project will relo-
cate the I -405 westbound off ramp and on ramp from Interurban
Avenue at Grady to Interurban at Ft. Dent and will impact
Southcenter Blvd., and the Christensen Road trail. Traffic
movement efficiency will be increased. Earnst added the
Southcenter Blvd. Project has been part of the Tukwila
Transportation Plan for several years. The original 1982
design report projected a 50% decrease in accidents on the
Interurban /Southcenter /I -405 ramps.
After a lengthy discussion, Councilmember Lawrence stated he
needed to review more background information with the engi-
neers so that he can get a better picture of the whole
project.
Councilmember Rants stated he does not wish to support this
project for fear that too many things can go wrong, espe-
cially in the area of construction costs.
MOVED BY ROBERTSON, SECONDED BY LAWRENCE, THAT DISCUSSION AND
CONSIDERATION ON SOUTHCENTER BLVD (T -LINE- INTERURBAN)
PROJECT BE MOVED TO THE NEXT REGULAR COUNCIL AGENDA OF MAY
21, 1990. MOTION CARRIED WITH RANTS VOTING NO.
MOVED BY MORIWAKI, SECONDED BY ROBERTSON, THAT THE COMMITTEE
OF THE WHOLE MEETING ADJOURN. MOTION CARRIED.
