There are a total of 2 RTUs with one of them being redundant (i.e. 1 RTU required, 2 RTUs installed). The lead RTU will operate while the Standby unit is off and available to run if the lead unit fails, either unit can be selected as lead. The running RTU shall maintain a supply duct temperature and duct static pressure. Washington State Energy Code requires the units to utilize the outside climate as a cooling media so each RTU is capable of operating in a full economizer mode. However, there are periods where additional cooling will be required so each RTU has been fitted with a direct expansion (DX) evaporator coil with air cooled condenser. 2.2 Philosophy of Operation The outside climate will be used as the primary means of cooling by utilizing an outside /return air economizer. The economizer (by use of dampers) will control airflow amounts to maintain the desired temperature. A direct expansion coil (DX) in conjunction with an integral roof top air cooled condenser will be used as the next stage of cooling by utilizing a DX coil in the RTU to lower the supply air temperature to maintain the desired setpoints. Control of the two cooling processes will be done as follows: 1. If the OSA temperature is below the economizer enable setpoint and the OSA is a lower temperature then the return air plus an offset then the outside /return air mixture is modulated to preferentially use OSA for cooling by maintaining the desired supply air temperature. 2. When the OSA is insufficient for cooling (economizer at 100% or disabled) then additional cooling is achieved by use of the DX coil. DX cooling will staged on and off as needed to maintain temperature between the staging setpoints. The supply fan speed (by use of VFD) will be varied to maintain supply duct static pressure. Return fan speed is varied to maintain room pressure as measured by a room static pressure transmitter. TK5 2 Oct 22, 2008 SOO - TK5 UPS RTU.doc Rev. 1 The UPS room space will be monitored for temperature and pressure. Normally the UPS RTU units operate on utility power and if a power outage condition occurs the generators are started and generator power is used to source the RTUs. The RTUs will experience a power outage during the time when normal power has been lost and the generators have started and transferred power to the boards. 3 Control Loop Descriptions 3.1 Supply Fan Start Stop Control Loop P1 -X -10 The fan can be manually started by placing the VFD- mounted Hand - Off -Auto switch (HS- P1 -X -10) in Hand. Status is displayed at the VFD mounted indicators. Speed can be adjusted locally at the VFD when the switch is in Hand. Normal method of operation is through the BMS. From the BMS the VFD can be started and stopped while the VFD- mounted Hand -Off- Auto switch is in the Auto position. The Lead unit is selected from the BMS. When Lead is selected the other unit automatically becomes the Standby unit. Under normal operation the Lead unit runs while the Standby unit is off. If the Lead unit fails the standby unit is commanded to start. Rotation of the Lead unit is an operator function. Once failed a Reset from the BMS is required to resume normal operation. If a fan is commanded from the Controller to run, and a fan run status is not returned from the current switch (IS -P 1 -X -10) within a predetermined time (initially 1 minute), a Fan Fail alarm is activated at the BMS (QA-P1-X-10). Fan high differential static is monitored by means of a pressure differential switch (PSH- P1-X-10) located across the fan section and hardwired to trip off the supply fan which will fail the unit. Fire smoke dampers located in the return air and supply air duct are monitored by the fire alarm system and interlocked as described below. 3.1.1 Interlocks ▪ Return fan start/run operation is interlocked with the supply fan status • Fan high differential static switch (PSH- PI -X -10) hardwired to trip off the RTU ▪ If both return air Fire Smoke Dampers close simultaneously the RTU trips off via a hardwired interlock from the fire alarm system ▪ If both supply air Fire Smoke Dampers close simultaneously the RTU trips off via a hardwired interlock from the fire alarm system 3.1.2 Conditions to start/stop equipment from BMS Fan selected to: TK5 3 Oct 22, 2008 SOO - TK5 UPS RTU.doc Rev. 1 ▪ ON ▪ AUTO and LEAD Conditions to stop a control component from BMS: Fan selected to: ▪ OFF • AUTO, STANDBY and the LEAD unit Fails 3.2 Supply Duct Pressure Control Loop P1 - X - 11 Pressure controller (PC- P1 -X -11) controls the duct static pressure by modulating the speed control on the VFD of the supply fan (SC-P1-X-11) to maintain setpoint (operator settable) at the duct pressure transmitter (PT-PI-X-11). Control limits are preset (configurable) in the BMS to alarm for high and low pressure conditions. 3.3 Return Fan Speed Control Loop P1 - X - 12 Pressure controller (PC- P1 -X -12) controls the space pressure by modulating the speed control on the VFD of the return fan (SC- P1 -X -12) to maintain setpoint (operator settable) at the associated UPS room pressure transmitter (PDT- PI- X -12). Control limits are preset (configurable) in the BMS to alarm for high and low pressure conditions. 3.4 Return Fan Control Loop P1 - X - 13 The fan can be manually started by placing the VFD- mounted Hand - Off-Auto switch (HS- P1 -X -13) in Hand. Status is displayed at the VFD mounted indicators. Speed can be adjusted locally at the VFD when the switch is in Hand. Normal method of operation is through the BMS so that fan operation is coordinated with the supply fan operation. From the BMS the VFD can be started and stopped while the VFD- mounted Hand -Off- Auto switch is in the Auto position. If a fan is commanded from the Controller to run, and a fan run status is not returned from the current switch (IS- P1 -X -13) within a predetermined time (initially 1 minute), a Fan Fail alarm is activated at the BMS (QA- P1- X -13). 3.4.1 Interlocks ▪ Return fan start/run operation is interlocked with the supply fan status 3.4.2 Conditions to start/stop equipment from BMS TK5 4 Oct 22, 2008 SOO - TK5 UPS RTU.doc Rev. 1 Fan selected to: • ON and supply fan is on as confirmed by the status input Conditions to stop a control component from BMS: Fan selected to: n OFF • ON and the supply fans is off. 3.5 Supply Temperature Primary Control Loop P1 -X -15A Temperature controller (TC- P1- X -15A) controls the supply duct temperature to setpoint (operator settable) by first modulating the economizer dampers (Stage 1) to preferentially use OSA for cooling if the following conditions are true: ▪ OSA temperature is below the economizing disable setpoint (e.g. 74 °F). Disable setpoint is BMS settable. If OSA temperature is above the disable setpoint the economizer is positioned for 100% return air and DX cooling will be required. c OSA temperature is below the return air temperature plus an offset setpoint (e.g. 5 °F). If OSA temperature is above the compare function then economizer is positioned for 100% return air and DX cooling will be required. Function: (OSA < Enable SP) AND [OSA < (RA + Offset)] = Economizer enabled Note there is a small temperature dead -band (e.g. 2 °F) around this compare function to prevent enable /disable cycling of the economizer mode. If the economizer is at 100% or disabled and the supply temperature is above setpoint then the condensing unit (CU) is enabled and the economizer disabled and held at full OSA or full RA based on the Function above. The CU will stage on and off as needed to maintain the supply temperature setpoints as long as flow is maintain across the DX coil as proved by the minimum flow switch (FS- P1- X -15). If the CU has staged off on no demand for a preset amount of time then the CU is disabled and economizing control is returned. Supply Setpoint (operator settable) (e.g. 55 °F) DX on/off dead -band ( +/- 2 °F) plus minimum runtime CU running status and fail alarm are monitored at the BMS. Control limits are preset (configurable) in the BMS to alarm for high and low temperature conditions. The economizing damper section is equipped with a damper end switch (fail position contact) and monitored by the BMS. An alarm is generated at the BMS if a damper is detected in its failure position unexpectedly (un- commanded). 3.5.1 Interlocks TK5 5 Oct 22, 2008 SOO - TK5 UPS RTU.doc Rev. 1 ▪ During a power outage condition (loss of normal power) or on generator power the economizer mode is disabled and the economizer is positioned for 100% return air. ▪ Liquid line solenoids are directly controlled by the air condensing unit control panel. 3.6 UPS Room Temperature Loop P1 0 02A/B /C The UPS room temperatures are monitored and alarmed at the BMS for high and low temperature conditions. Eb "41 G 1TY MN✓ Answer to Question 1: Answer to Question 2: Answer to Question 3: • • The areas included in the design are the main data center, the UPS room, the AIM room and the generator room. We have minimal occupancy in these rooms as they are not considered occupied spaces and will only have maintenance personnel from time to time. o We estimated the data center personnel to be 10 people, requiring 200 cfm by code. Also looked at .15cfm /sf which is listed for data entry type rooms, requiring approximately 2,250 cfm. So worst case we need at least 2,250 cfm of outside air. The roof top AHUs will always pull in outside air even when airside economizers are closed because the economizer dampers do not provide a complete seal and will leak at a rate of approximately 1.5 %. This leakage rate amounts to approximately 5,000 cfm . However most of them time the outside airflow rate will be much higher as the only time we close the economizer dampers is when the outside temperatures exceeds 80 degrees. o The UPS room will have the air economizer set to always provide exhaust air to meet the code require rate for the VRLA batteries. No occupancy. o The AIM room has the potential to have 4 people stationed in there with each requiring 20 cfm of outside air. Roof top unit will be hard balance to provide 100 cfm of outside air at all times. Balance numbers called out on the drawings. o Generator room is unoccupied and open to atmosphere at all times. Room gets natural ventilation and is consistent with the other generator rooms at the site. • I can't find where we call out smoke detectors on drawing M -A -01 (City may have permit set drawing where these have now been removed). We do not have duct smoke detectors on this job as they fall under the exception in the IMC. The AHUs are not shutdown by smoke detectors. The data center AHUs do have an EPO per the NEC. • There are VRLA batteries in the UPS room and this room is supplied by an air handling unit that operates with an airside economizer. The air economizer will be set to provide at least 1 cfm /sf of ventilation at all times. This will act as a constant exhaust equal to or greater than the code requirement. CORRECTION LTR# MO8j40 RECEIVED CITY OF TUKWILA JUN 2 4 2008 'ERMIT CENTER Answer to Question 4: • • • Detail numbers are now shown in the detail bubbles. This was corrected on the IFC set which was changed from the permit set. Answer to Question 5: Answer to Question 6: • This P &ID does have a typo that shows both ends being return. Mechanical and controls contractor will recognize this as a typo and will be able to distinguish which is the supply side by looking at the fan arrangement. • Fire dampers are not required in the walls of the generator room as these are not fire walls. The day tank we installed is a double walled UL 2085 day tank which eliminated the need for the generator rooms to be fire rated. This is consistent with the other generator rooms at the site. Answer to Question 7: • The duct work in question is what serves the UPS room on the first floor. The UPS room does not sit directly under the server space and this is the routing avoid duct through the 3rd floor server space. Answer to Question 8: • The duct work structural support system has been designed by a third party structural engineer. Please address the following comments in an itemized format with revised plans, specifications and /or other applicable documentation. (GENERAL NOTE) PLAN SUBMITTALS: (Min. size 11x17 to maximum size of 24x36; all sheets shall be the same size). (If applicable) Structural Drawings and structural calculations sheets shall be original signed wet stamped, not copied.) 1. I could not find the minimum fresh air (outside air) specs to be provided for the occupied areas. Please add or let me know where his information is. 2. Notes on sheet M0.1 state that duct detectors are to be installed on the supply side. The current code requires that they are installed on return side. I did not see duct detectors shown on the plans. If they are going to be installed to shut down HVAC equipment, please show location of proposed detectors. Is this facility planning on using an emergency power off system? If so, HVAC shutdown may be required by the 2005 NEC. If not then please note the code exception used to exempt HVAC shutdown. 3. Please show compliance with section 502.4 IMC regarding ventilation required in stationary storage battery systems. 4. Sheet M -D -31 calls out X/M -L -01 but I could not find this detail. 5. Sheet M -K -10 shows both ends of the unit as return air. 6. Plans don't show fire dampers at sound attenuation panels in fire -rated walls of generator room. Please add or clarify why they would not be needed. 7. Sheet M -D -31 the ductwork between grids 12 and 14 does not appear to serve this tenant yet appears to be new duct. Please explain what its purpose is and how it serves this tenant. 8. Please provide structural support details for large ducts for gravity loads and lateral bracing. Should there be questions concerning the above requirements, contact the Building Division at 206 -431- 3670. No further comments at this time.
