Room COMMITTEE OF THE WHOLE CALL TO ORDER COUNCILMEMBERS PRESENT OFFICIALS SPECIAL ISSUES ADJOURNMENT 10:45 p.m. MINUTES Council President Hernandez called the Committee of the Whole Meeting of the Tukwila City Council to order. JOAN HERNANDEZ, Council President; DENNIS ROBERTSON, CLARENCE B. MORIWAKI, STEVE LAWRENCE, JOHN RANTS, ALLAN EKBERG, JOE DUFFIE. John Colgrove, City Attorney; Moira Bradshaw, Department of Community Development. It was the Consensus of the Council and those present to forego Citizen's Comments, and Reports so that the draft ordinances may be addressed in a timely, but thorough manner. The Council discussed the Sensitive Areas Ordinance draft that had been drawn from the Citizen's Committee on the SAO, the wetlands and water courses reports,geologic and coal mine hazard reports, and conversations with the consultants, Planning staff and City Attorney. The Council reviewed the definitions of the SAO and shared the same views as to its purpose: to establish special standards for the use and development of lands based on the existence of natural conditions in order to protect environmentally sensitive areas, including the natural character of Tukwila's wooded hillsides. The Council continued as they moved to discuss the Hillside Design Ordinance. Some major points emerged from the Council's analysis: to encourage imaginative site and building design and to create open space in residential developments; to promote the retention of significant features of the natural environment, including topography, vegetation, watercourses, wetlands, and views; and to encourage a variety or mixture of housing types. Due the the lateness of the hour, the Discussion on the Draft Tree Preservation Ordinance was forwarded to Special Meeting of the COW scheduled for Tuesday, June 26, 1990.
