Portable fire extinguishers having a gross weight not exceeding 40 pounds (18 kg) shall be installed so that its top is not more than 5 feet (1524 mm) above the floor. Hand -held portable fire extinguishers having a gross weight exceeding 40 pounds (18 kg) shall be installed so that its top is not more than 3.5 feet (1067 mm) above the floor. The clearance between the floor and the bottom of the installed hand -held extinguishers shall not be less than 4 inches (102 mm). In rooms or areas in which visual obstruction cannot be completely avoided, means shall be provided to indicate the locations of the extinguishers. (IFC 3404.3.7.5.2) 23: The spraying equipment shall be inter - locked with the spray booth ventilation equipment. 24: Amounts of flammable and combustible liquids in use and storage shall not exceed the maximum allowable quantities in International Fire Code Table 2703.1.1(1), and quantity limits of liquids stored in the flammable liquids storage cabinet shall comply with section 3404.3.2.2. 25: Electrical equipment in the vicinity of the spray booth shall comply with International Fire Code Table 3403.1. 26: An electrical permit from the City of Tukwila Building Department Permit Center (206- 431 -3670) is required for this project. 27: This review limited to speculative tenant space only - special fire permits may be necessary depending on detailed description of intended use. 28: Contact The Tukwila Fire Prevention Bureau to witness all required inspections and tests. Surfaces must be free of moisture, dirt, wax, grease and all other contaminants. Contamination under the coating will cause problems that may lead to assembly failures. HumiSeal coatings may be applied by brush, dip or spray. Dipping Depending on the complexity, density and configuration of components on the assembly, it may be necessary to reduce the viscosity of HumiSeal 1 B73 with HumiSeal Thinner 73 in order to obtain a uniform film. Once optimum viscosity is determined, a controlled rate of immersion and withdrawal (2 to 6" per minute) will further insure even deposition of the coating and ultimately a uniform film. During the application, evaporation of solvent causes an increase in viscosity that should be adjusted by adding small amounts of Thinner 73. Viscosity in the dip tank should be regularly checked by the use of a simple measuring device such as a Zahn or Ford viscosity cup. Spraying HumiSeal Type 1 B73 can be sprayed using conventional spraying equipment. As a rule, the addition of Thinner 73 is necessary to assure a uniform spray pattern resulting in pinhole free film. The amount of thinner and spray pressure will depend on the specific type of spray equipment used.. The spraying should be done under an exhaust hood so that the vapor and mist are carried away from the operator. The recommended ratio of HumiSeal Type 1 B73 to HumiSeal Thinner 73 is 1 to 1 by volume, as a starting point. The quantities may be adjusted to obtain a uniform coating. Brushing HumiSeal Type 1B73 may be brushed with a small addition of HumiSeal Thinner 73. Uniformity of the film depends on component density and operator's technique. Storage HumiSeal Type 1 B73 should be stored at room temperature, away from excessive heat, in tightly closed containers. HumiSeal products may be stored at temperatures of 0- 100 °F. Avoid direct sunlight. Prior to use, allow the product to equilibrate for 24 hours at 65 -90 °F. Caution The solvents in Type 1B73 are flammable. Do not use in presence of open flame or sparks. Inhalation of vapors may be irritating to the nose and throat. Inhalation of high concentrations may result in nausea, vomiting, headache, ringing in the ears, and severe breathing difficulties, which may be delayed in onset. High vapor concentrations are anesthetic and central nervous system depressants. Ingestion causes burning sensation in mouth and stomach, nausea vomiting and salivation. Minute amounts aspirated into the lungs can produce a severe hemorrhagic pneumonitis with severe pulmonary injury or death. Toluene has acute oral (rat) and dermal (rabbit) LD50 values of 4,328 mg /kg and 12124 mg /kg, respectively. The acute 4 -hour inhalation (rat, female) LC50 value is 5,060 ppm (19.07 mg /L). Toluene is a severe eye and moderate skin irritant. Inhalation overexposure to toluene vapor can cause headache, fatigue, nausea, and central nervous system depression. Sustained inhalation of high levels of toluene has been shown to cause reversible kidney and liver damage. Subchronic inhalation of toluene vapors have caused permanent hearing loss, decreased learning capabilities and damage to the eyes in laboratory animal tests. Deliberate inhalation of high concentrations of toluene vapor by pregnant women has been shown to adversely affect the fetus. These fetotoxic effects include intrauterine growth retardation and delayed postnatal development. The fetotoxic effects of toluene seen in laboratory animals are similar to those seen in humans. Ingestion of toluene in laboratory animals caused mild gastritis and harmful effects on the respiratory system, kidneys, liver and heart. Ingestion in laboratory animals also caused harmful effects on the central nervous system and death. It has also been reported that subchronic ingestion of toluene caused brain and bladder damage in laboratory animals. Due to synergistic effects, the toxicity of toluene may be enhanced by exposure to n- hexane, benzene, xylene, acetylsalicylic acid and chlorinated hydrocarbons. The literature reports that toluene is an aspiration hazard, that acute oral exposure resulted in reversible visual dysfunction, and that chronic exposure has caused altered immune function in animals. Toluene is a chemical known to the State of California to cause reproductive toxicity. LETTER OF COMPLIANCE The paint spray booths manufactured by Standard Tools / Tools USA are designed for code approval. The booth is supplied in kit form and is assembled on site. All models are manufactured from materials that meet the standards of the National Board of Fire Underwriters for spray booths, as recommended by the 2003 National Fire Protection Association (NFPA33) requirements. Standard Tools & Equipment is not responsible for third party inspections should local fire marshals or inspectors require it. GALVANIZED STEEL - Each booth is fabricated from 18 gauge - galvanized steel, throughout, to extend normal life expectancy by five times. The steel meets ASTM A -653 requirements and the galvanizing is G90, 1.25 ounces per square foot, and meets ASTM A527LFQ requirements. EXHAUST FAN - The fan is equipped with a non - sparking blade that is driven by belts enclosed in a motor duct and is designed for paint booth service. The fan meets the AMCA testing requirements and bears the AMCA seal. The location of the belts provides maximum protection from the air stream. The motor duct is located outside of the duct area, and air velocity over the face of the booth has a minimum of 100 LFPM. ELECTRIC MOTOR - The motor (supplied with the fan) conforms to National Electric Manufacturers Association ratings A and B and is UL Rated (reference E47479). The motor is also CSA rated (reference LR6153). LIGHTS - The lights are 120V 2'x4' fluorescent lay -in and are UL approved (Reference E- 134923). They are mounted and serviced from the outside of the booth. Note Regarding UL Listings All electrical components supplied with the booth are UL approved and the booth design meets OSHA and NFPA 33 requirements. Most concerns by the local authorities having jurisdiction over the inspections of typical spray booth installations arise out of the Code of Federal Regulations (CFR) 29, section 1910.303 which states that, "Conductors and equipment required or permitted by this sub -part shall be acceptable only if approved" by a nationally recognized testing laboratory. The assumption made is that a paint spray booth is "equipment" under the code. Equipment is defined in section 1910.399 as "A general term including material, fittings, devices, appliances, fixtures, apparatus, and the like, used as part of, or in connection with, an electrical installation. Section 1910.107 of the code defines a paint spray booth as a "power- ventilated structure provided to enclose or accommodate a spraying operation..." There is a significant substantive difference between "equipment" and "structure" which is made up in part of "equipment." While section 1910.107 goes into great detail as to the minimum requirements for a spraying "structure ", at no point does the Section require that a paint booth "structure" be "approved." UL approval is seldom done for assemblies of components such as paint booths, especially custom designed. This is standard practice for a wide range of industries. UL listed components may be used throughout an assembly, but the assembly as such is not UL listed. To get an assembly listed, a complete assembly would need to be furnished for testing by UL Laboratories. For custom -built equipment, this is not workable because two units would need to be built, one for testing and one for the customer. Other industries that do the same, in addition to paint booths, are the industrial equipment manufacturers, commercial construction, residential construction, and many others. As an example, in all buildings are electrical panels. The enclosure is UL listed, as are the breakers, lights, switches, etc. UL did not test that particular configuration and therefore the electrical system is not UL approved.
