REPORTS TUKWILA CITY COUNCIL COMMITTEE OF'l WHOLE MINUTES Tukwila City Hall Council Chambers Council President Hernandez called the committee of Whole Meeting to order and led the audience in the Pledge of Allegiance. JOAN HERNANDEZ, Council President; DENNIS ROBERTSON, CLARENCE MORIWAKI, ALLAN EKBERG, STEVE LAWRENCE, WALLY RANTS. RON WALDNER, Chief of Police; DON WILLIAMS, Parks Recreation Director; ALAN DOERSCHEL, Finance Director. Mr. Alfred Hancuff, 16211 51st Avenue South, stated that loose gravel has been left in his driveway by a construction company who is working in the area. He requested that the City look into this issue as soon as possible. The City Administrator informed Mr. Hancuff that this matter is presently being pursued by the administration. The Mayor presented to the Council the Proposed Cascade View /1990 Supplemental Budget. He explained to the Council that approximately 50% of the requests can be directly attributed to the Cascade View Annexation. The proposed staffing increase totaled 19 positions, and that these additions are designed to address existing and projected service demands as well as some of the more significant structural deficiencies. After a thorough discussion, it was the consensus of the Council to forward the Environmentalist position, the five (5) Patrol positions; and the one (1) Lieutenant position to the next Regular Council Meeting (July 2, 1990) for approval. The other positions were forwarded to the next Finance Safety Committee meeting for further discussion. MOVED BY EKBERG, SECONDED BY MORIWAKI, THAT REPORTS FOLLOW 1'1'EM "3a" UNDER "SPECIAL ISSUES ON THE AGENDA. MOTION CARRIED WITH RANTS VOTING NO. Mayor Van Dusen reported that the Washington State Survey and Rating Bureau has completed the survey of our fire protection abilities. As a result, the city has been re -rated from a four to a three. This means a 5 -10% fire insurance reduction to some industrial and commercial properties within the City. Councilmember Robertson commented on the Gilliam Creek situation, stating that the City needs a qualified individual to monitor the area while the construction work is being done. Some very valuable trees could possibly be damaged, but who would know, since the City does not have anyone who is a specialist on this subject. Robertson suggested a work session be conducted by the Public Works engineers, Parks Recreation staff, and possibly a horticulturer from the University of Washington to educate the Council on at least the basic approach on how to recognize and effectively address the problem of trees, the buffer and the creekbed at Gilliam Creek. Robertson suggested Lucy Lauterbach as a possible coordinator of this effort. Councilmember Moriwaki reported that Dick Fain, Principal, Tukwila Elementary School, had recently attended the Community Affairs Parks meeting to inquire about the jogging trail preliminary estimate put together by Don Williams amounting to $4500 to construct a 1800 foot, four -foot wide trail, made of crushed rock. This item will be coming before the Council next week for approval. The Committee is also checking on the availability of a large piece of property (Southgate Park). COMM1 OF THE WHOLE June 25, 1990 Page 2 Reports Con't RECESS 8:40 8:50 p.m. Councilmember Ekberg reported that the Finance Safety Committee will be looking into Tukwila's Annexation Policy and revising it to reflect the City's possible new screening process on annexations. Councilmember Rants reported that he had recently attended the South King County Transportation Benefit District (SKC173) meeting and it appears that no consideration is being given to putting a light -rail where the maximum densities are going to occur. Councilmember Hernandez informed the Council that Moriwaki and the Mayor had joined her in attending a Rotary luncheon today where the governor (Booth Gardner) was the guest of honor. Hernandez also announced that there will be a Special Committee of The Whole meeting tomorrow night, (7/26/90) beginning at 7:30 p.m. to discuss the Tree Preservation Ordinance. Council President Hernandez called the Committee of The Whole meeting back to order with Councilmembers in attendance as listed above. SPECIAL ISSUES (Resumed) The Council discussed the Vision 2020 Growth Strategy and Transportation Plan for the Central Puget Sound Region. After a careful, but diligent discussion, the consensus was to accept the "Multiple Centers Alternative." This alternative concentrates new employment and housing growth in a relatively large number of centers, including existing medium -sized and large communities. In addition to concentrating employment growth in centers, this alternative provides a balance of jobs, housing, shopping, and recreational opportunities within each centers "influence ares." MOVED BY RANTS, SECONDED BY MORIWAKI, THAT ENDORSEMENT BE GIVEN TO THE MULTIPLE CENTERS ALTERNATIVE. MOTION CARRIED WITH HERNANDEZ GIVEN THE TASK OF NOTIFYING THE APPROPRIATE OFFICIALS OF THE COUNCIL'S DECISION.
