Building Official.
3: All permits, Inspection records, and approved plans shall be at the job site and available to the Inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
4: A final report documenting required special Inspections and correction of any discrepancies noted in the inspections
shall be submitted to the Building Official. The final Inspection report shall be prepared by the approved special
inspection agency and shall be submitted to the Building Official prior to and as a condition of final inspection
approval.
5: All construction shall be done in conformance with the approved plans and the requirements of the International
Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code.
6: VALIDITY OF PERMIT: The Issuance or granting of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The Issuance of a permit based on construction documents and other data shall not prevent the
Building Official from requiring the correction of errors in the construction documents and other data.

8: Prior to permit final applicant shall submit geotechnical verification of installation of drainage and compaction of
backfill.
9: Owner must sign and notarize a Sensitive Area Hold Harmless agreement and return to the City for recording prior to
permit final.

As requested, a representative from ECI was on site to conduct soil density tests for a retaining wail on the
northeast edge of the property and to inspect the Installation of the retaining walls drainage pipes.
Repeated sou density tests on the top and medium levels of the retaining wall felled due to the moisture content
(17 -18 %). ECI was informed that the soil had been watered for the approximately 2 hours previous to testing and
believed that the high moisture would make the soil more dense. It was agreed that ECI would return In 24 hours
to allow the soil to dry out.
Inspection of the retaining wall did reveal that the two drainage pipes had been Installed as required by the town
of Tukwila.
ECI will return to the site to retest the soil after a period allowing It to dry.
ECI will return as requested.

appears that the rock has been Installed per our recommendation.

As requested, Earth Consultants, Inc. (ECI) is pleased to present this letter providing ecology
block wall recommendations for the subject site. In preparing our recommendations, we
reviewed information provided by the client for the planned wall. This letter presents a
summary of our review and design recommendations for the ecology block wall.
PROJECT DESCRIPTION
The subject lot contains a single-family residence situated at the north - central portion of the
24,716 - square -foot lot. An existing descending slope Is located along the north and east limits
of the property. The contractor has excavated into the slope and constructed the bottom tier of
a two -tier ecology block wall located near the northeast corner of the property. The bottom tier
Is three blocks high with the long- direction of the base block situated perpendicular to the face
of the wall. The long direction of the two top blocks are situated parallel to the face of the wall.
The wall is constructed of ecology blocks, with a typical dimension of approximately 6 feet
long, 2 feet wide, and 2 feet high.
A 4 -inch, perforated drainpipe has been installed behind the base of the wall. The bottom tier
has been backfilled using the native soil from the wall excavation. Based on our observations,
the wall backfill is in a loose condition.
DISCUSSION AND RECOMMENDATIONS
In our opinion, the ecology block wall can be constructed as planned. A detail showing the
design of the ecology block wall is provided on the attached Plate 1.
The wall should bear on competent native soil or granular structural fill.

The blocks should be stacked in a running -bond pattern at a 1 H:6V (Horizontal:Vertical)
batter, a maximum of three blocks high. The second tier of the wall should be set back a
minimum of 4 feet from the back of the first tier. The blocks may be placed against a native
cut or structural fill.
Our wall design does not include resistance to hydrostatic loads; therefore, drainage must be
provided behind the walls. Drainage should consist of a minimum of an 18- inch -wide layer of
pea gravel or washed rock. A rigid PVC perforated drainpipe should be placed behind the base
of the wall. The drainpipe should be surrounded with a minimum of 1 cubic foot of washed rock
per lineal foot of pipe.
The structural fill placed behind or at the toe of the wall should be placed in horizontal lifts
not exceeding 12 inches in loose thickness. The fill should be compacted to at least 95
percent of the maximum dry density in accordance with ASTM Test Method D -1557
(Modified Proctor).
ECI should be requested to be present on site during construction of the wall to verify the
proper material and methods are being used.
LIMITATIONS
Our recommendations have been prepared for specific application to this project only and in a
manner consistent with that level of care and skill ordinarily exercised by other members of the
profession currently practicing under conditions in this area for the exclusive use of Kirkland
Builders Group and their representatives. No warranty, expressed or implied, is made. This
report, in Its entirety, should be included in the project contract documents for the information
of the contractor.

1 The plans submitted is indicating the installation two block walls, one of which is to be installed above the
other. The total combined height of the two walls indicates exceeding of 8 feet in height. In addition the plan
does not show the relative surcharge of the two walls. The following is a list of items that shall be required
in order to move foreword with this permit
a) Provide a plan with a cross section of the hillside where the walls shall be installed.
b) In the cross section as indicated in item a) above, show vertical and horizontal dimensions that indicate
wall heights, distance between each wall, the street, residence and surcharge behind each block wall
including total elevation height of the hillside up to the residence.
c) In addition to item b) above, the site plan shall dearly show a plan view of the walls with dimensions
that indicate the length of each block wall.
d) Indicate type and amount of fill behind the block walls. Provide a method of compaction for the fill.
Note: (For walls exceeding (4) feet in height and a 2/1 surcharge, a geotechnical engineer shall be
required to specify wall construction, fill requirements (compaction), and type of Geogrid materials
required for the block wall construction. A soils report shall be required.)
e) The site plan shall be required to show where the drainpipe is to end or daylight. Drainpipes shall be
covered or protected at each end to prevent rodents from entering.
f) All plan sheets shall be a minimum size of 11x17 sheets. (See "PLAN SUBMITTALS" above)

SENSITIVE AREA COVENANT AND HOLD HARMLESS AGREEMENT
This covenant and hold harmless agreement is entered into between Gordon
Solem, ( "Grantor"), and the City of Tukwila, a Washington municipal corporation
( "Grantee ").
RECITALS
WHEREAS, Grantor owns and has applied for necessary permits to develop
certain real property (the "Property") legally described in Exhibit A, which is attached and
incorporated by reference.
WHEREAS, a portion of the Property contains sensitive areas of potential geologic
instability (potential slide areas) as depicted in Exhibit B, which is attached and
incorporated by reference.
WHEREAS, as a condition of the issuance of construction permits for the Property,
the Grantee required the Grantor to execute and record this "Sensitive Area Covenant and
Hold Harmless Agreement" to hold the City of Tukwila harmless from all loss incurred as a
result of any landslide or seismic activity, or soil disturbance.
WHEREAS, Grantor assumed this obligation in order to obtain said construction
permits for the Property.
WHEREAS, the parties agree that this agreement constitutes an arms length,
bargained -for agreement, which includes a waiver of liability that runs with the land for
risks created by the proposed use of property because of the shape, composition, location
or other characteristic unique to the Property sought to be developed.
NOW, THEREFORE, the parties agree as follows:
AGREEMENT
1. In consideration of Grantee Issuing development permits, which constitutes
good and valuable consideration, the receipt of which and the sufficiency of which the
Grantor hereby acknowledges, the Grantor shall defend, indemnify, and hold the Grantee,
its officers, officials, employees, agents, and assigns harmless from any and all claims,
injuries, damages, losses, or suits, whether brought by grantor or third parties, including
all legal costs and reasonable attorney fees, arising out of or in connection with any
injuries or damages to persons or property caused in whole or in part by any landslide or
seismic activity or soil disturbance on the Property, legally described in Exhibit A, which is
attached and incorporated by reference.
2. Grantor on its own behalf and on behalf of its heirs, successors and assigns
hereby waives any right to assert any claim against the Grantee, its officers, officials,
employees, agents, and assigns for any loss, or damage to people or property either on or

off the site resulting from any landslide or seismic activity or soil disturbance on said
Property by reason of or arising out of the issuance of the permit(s) by the City for
development on said Property except only for such losses that may directly result from the
sole negligence of the City.
3. Grantor will inform its successors and assigns of said Property that the Property
is in an area of potential geologic Instability (potential slide area), of the risks associated
with development thereon, of any conditions or prohibitions on development imposed by
the City of Tukwila, and of any features In this design which will require maintenance or
modification to address anticipated soils changes.
4. Grantor will maintain continuous insurance coverage as required by the permit
authorizing the development.
5. Grantee's inspection or acceptance of any of the Grantor's construction or other
work either during construction or when completed shall not be grounds to avoid any of
these covenants of indemnification.
6. This covenant and hold harmless agreement shall be a covenant running with
the land and the rights and obligations contained herein shall run with and burden the
Property, including each parcel comprising the Property and shall inure to the benefit of
and be binding upon the Grantor and Grantee, their successors and assigns.
