M I N U T E S
Council President Hernandez called the Tukwila City Council
Committee of the Whole Meeting to order and led the audience in
the Pledge of Allegiance.
JOE H. DUFFIE, DENNIS L. ROBERTSON, JOAN HERNANDEZ (COUNCIL
PRESIDENT), CLARENCE B. MORIWAKI, ALLAN E. EKBERG, STEVE LAWRENCE,
"WALLY" RANTS.
Mayor Van Dusen, Maxine Anderson (City Clerk), Ron Cameron (City
Engineer), Ross Earnst (Public Works Director), John McFarland
(City Administrator).
Mayor Van Dusen stated the upcoming Council retreat and joint
retreat offers an opportunity to discuss in depth the long range
issues facing the community.
John McFarland, City Administrator, stated the joint retreat
is scheduled for March 5 if the Council would like to begin the
retreat on Thursday evening. He suggested the use of a retreat
facilitator, Eric Allenbaugh. The retreat should be away from
the environs of City Hall. The joint retreat will be attended
by Department Heads and the City Council Members. On the agenda
will be a long range mission statement for the City.
John McFarland, City Administrator, stated Administration would
like to put some input into the City Council retreat. Either
he or the Mayor would like to attend the Council retreat.
Councilmembers requested that human services and housing be on
the agendas.
Council President Hernandez stated the consensus of the Council
is that John McFarland or the Mayor will be invited to attend
the Council retreat for two to four hours,
The Councilmembers prefer to have the retreat
begin on Saturday morning with Councilmembers having the option
of arriving on Friday evening. The Councilmembers preferred
the retreat be on Saturday and Sunday rather than Friday and
Saturday. Silverdale has been recommended as the location for the
retreat.
Mayor Van Dusen stated the City needs to develop long range plans
for facilities, library services, human services, Tukwila 2000,
animal control and other plans. The policies developed will
have a direct impact on administration. These matters can be
discussed at the joint retreat although it may be necessary to
have some mini retreats. With respect to the library there is
need to look at combining and housing one library. It is going to
be too expensive to remain with King County library system.
There is a desire to continue the Tukwila 2000 committee. Due to
annexations the City has changed and the report that was made

Mayor Van Dusen reported that Wendy Morgan, consultant for the
Human Services Study, has prepared a planning paper on the Scope
of Work.
Monday, January 15, is Martin Luther King's birthday and there
will be a one -hour presentation and program at the City Hall at
2 p.m. for employees and the public honoring Dr. King.
City Council Council President Hernandez distributed the committee assignments.
Council President Hernandez reported she has received three
requests for exemption to the moratorium on the sensitive area
ordinance. It will be necessary to schedule hearings on the
petitions. The hearings can be held on January 15 and the
decisions can be presented on January 22, 1990.
Intergovernmental Councilmember Moriwaki reported the Human Services Round Table
meeting will be held on Wednesday from 1 p.m. to 3 p.m. There
will be several new members.

It was the consensus of the Council that Councilmember Moriwaki
represent the Tukwila City Council.
MOVED BY MORIWAKI, SECONDED BY ROBERTSON THAT THE COMMITTEE OF
THE WHOLE MEETING ADJOURN. MOTION CARRIED.
