Tukwila South Brandon Miles, Economic Development, Planner, gave an overview on the Tukwila South element. He said the Tukwila South element has been in the comprehensive plan since the area was annexed into the City, and a lot of the goals and policies have been fulfilled. There is not a strikethrough underline version of the element to review because it is a completely new element that needs to be updated to reflect a lot of the work that has already taken place over the last ten years. Over the last ten years there have also been a lot of entitlements and agreements entered into with the property owner, Segale Properties, in order to move the Tukwila South development forward. Tukwila South is over 512 acres, and Segale Properties is the largest property owner in the area. It's larger than downtown Bellevue and South Lake Union. The City approved 10.3 million sq. ft. of new development, 8.6 commercial developments, and 1.7 residential. At full build out there could be 3,200 new residence and approximately 23,000 new jobs, which is a 50% increase of total jobs in the City. Mr. Miles also discussed the development agreement and the master plan the City entered into. He said Segale is anticipating marketing for tenants in September 2014. Fifteen years ago there were a lot of issues that presented development challenges. Segale has done a lot to solve and alleviate issues in order to develop. However, there are still challenges and issues with the project, such as lack of transit, City boundaries, and zoning cleanup. Mr. Miles also talked about characteristics of the project that will help the City meet its growth target. The importance of Tukwila South is that it helps the City meet their housing target. The goal is to incorporate the entitlements and agreements made with Segale into the Comprehensive Plan. He said Segale has reviewed the plan and provided some comments and suggested language. 2 PC Worksession Minutes July 22, 2014 Staff walked through the proposed updates and engaged in discussion and answered questions for the Planning Commission. In response to a question that was raised staff said that the Development Agreement and the Master Plan will govern Tukwila South. Economic Development Mr. Miles also gave the overview on the Economic Development element. Mr. Miles said this is an optional element to include in the plan but is not required by the Growth Management Act. One of the goals of the existing Economic Development is to identify a single point of contact for the business community regarding business retention, business outreach, and economic development activities. There are a lot of things that happen that are indirectly related to economic development, such as transit, utilities, and public safety. Mr. Miles talked about Tukwila's past, present, and future. He also gave some statistics on population, age, ethnicity and diversity, medium household income, poverty, unemployment, education, housing, jobs. He talked about where people that work in Tukwila live and where people that live in Tukwila work. He also gave some statistics on retail, taxes and revenue. Some of the current economic development activities were noted. Mr. Miles said that a strong business sector helps the community. The Economic Development element has new policies focusing on improving Tukwila residence employability. The City also wants to look at ways to diversify the City's revenue. In 2015/2016 the City anticipates having an Economic Development Plan. The Planning Commission and staff discussed and suggested revisions to the proposed update language for the Tukwila South and Economic Development elements. The updated language is available in the 7/24/14 Planning Commission public hearing packet. The first five elements reviewed will go to City Council for their review in August. The Planning Commission will review the final three elements in September. Staff proposed providing the Planning Commission with a document of issues, in order to discuss and receive feedback from the Planning Commission before preparing the proposed strikethrough underline versions. She wants the minutes to reflect the question she asked regarding the status of the inventory that the City's preparing of the privately and undeveloped land referenced on page five dash twelve of the Parks, Recreation, and Open Space element. She asked when and where the information would be available. Motions: Commissioner Hansen made a motion to adopt the June 24, 2014 worksession minutes as amended. Commissioner Nguyen seconded the motion and all were in favor. Staff: Commissioner McLeod made a motion to adopt the June 26, 2014 public hearing minutes. Commissioner Hansen seconded the motion and all were in favor. Nora Gierloff, Department of Community Development, Deputy Director; Brandon Miles, Economic Development, Planner; and Wynetta Bivens, Planning Commission Secretary Commissioner Strander opened the public hearing and swore in those wishing to provide public testimony. She opened Case Number L13 -0061 for Tukwila South and Case Number L13 -0054 for Economic Development. Nora Gierloff, Department of Community Development, Deputy Director, explained the purpose of the Comprehensive Plan Update and the different elements, as well as the review process. She said this version of the plan was adopted in 1995 and was last reviewed in 2004. She said that written testimony was received and handed out to the Planning Commission Members. Then she introduced Brandon Miles. Brandon Miles, Economic Development, Planner, gave the overview on the Tukwila South element. He explained that the goal of the Tukwila South element is to make the Comprehensive Plan consistent with the policy's entitlements that have been approved by the City Council over the last 10 years, He said that the existing element is out dated because some of the goals and policies have been completed. The Development Agreement has been completed as well as the Sensitive Areas Master Plan, the EIS, permitting, and a preliminary sub - division. The current element references and incorporates the plans and sensitive areas map into the Comprehensive Plan; but it doesn't change anything the City Council has already approved. The plan does not change the zoning of any of the properties owned in Tukwila South nor any of the permitted uses. The format is different, which is consistent with what the City's been using 3 4 PC Public Hearing Minutes July 24, 2014 for the Comprehensive Plan Update. Outdated language has been removed, and the background section has been updated to reflect work that has been completed. Mr. Miles also gave an overview on the Economic Development element. He said that the economic data has been updated, the 2010 census has been incorporated, references to Code Enforcement have been removed, and there is a lot of emphasis on employability. Language was also added from the Strategic Plan and outdated policies have been removed. Mr. Miles also addressed a question raised at the July 22nd worksession regarding how large the annexation area is, which he said is approximately 52 acres. Public Testimony: Becca Meredith works at Forterra, a regional non - profit organization, said supporting economic development is a key component to their mission. Ms. Meredith read some of the recommendations from the comment letter submitted by Forterra. She said she was pleased to see that some of the updates reflected the community conversations and the engagement process they went through with the City. She said based off of what was heard from the community and community connector's engagement program she said she wanted to offer some recommendations. Such as, 1) Acknowledge the rich diversity in Tukwila residence and businesses and support for under- represented communities; 2) Include community engagement as an important aspect for policy and program development where appropriate; 3) Highlight the need for healthy food or health oriented practices as an important economic development component. She said she believes these recommendations support the City's goals of creating a diverse and regionally competitive economy. A copy of Forterra's letter, which has additional comments, is included in the 7/28/14 PC packet. Njambi Gishuru, Global to Local, Community Engagement Consultant, spoke in support of Ms. Meredith's recommendations. Ms. Gishuru a Tukwila business owner , said she is limited to the appropriate resources and there needs to be more opportunities for minority owned businesses. She said there is a great need for resources to accommodate and create a more inclusive community for all residents. She mentioned International Boulevard in particular. Marcela Albornoz, interpreter, for Ancarnaco Romero, said he feels grateful for the City of Tukwila and the aid and help he has received. He said he was thankful that the City closed the hotels on highway 99 and ended the problems. He said highway 99 and 144"' street corridor is a good place to have businesses and it will create new businesses. Jami Balint, Segale Properties, said Segale is completely in support of the proposed Tukwila South element. She said they see this as a cleanup item. She said the City and Segale entered into a Development Agreement in 2009 and the Comprehensive Plan elements have not been updated to reflect the Development Agreement. She said it is important to update the Comprehensive Plan. For example, Segale is currently commenting on a Draft Environmental Impact Statement (EIS) from Sound Transit. One of Segale's concerns with Sound Transit's long range plan for the EIS is that they failed to include Tukwila South in their planning; and in their analysis of the City of Tukwila's landuse element. She said when Sound Transit do their planning they rely on and look at the City's Comprehensive Plan and landuse plan, and incorporate those elements in their planning processes. The reason Segale sees the update process as a clean -up item is because Tukwila South is vested until 2024, which means all of the Page 2 of 5 PC Public Hearing Minutes July 24, 2014 landuse regulations that were in place at the time the Development Agreement was entered into are the ones that will apply to Tukwila South. Ms. Balint said Segale does not believe the plan will affect the Comprehensive Plan Development Agreement. Bruce Mitchell, representative for M &P Mitchell and Storage, expressed some flooding impact concerns on the Mitchell and Storage property. He said he hopes as the Commission reviews the plan they will take into consideration they had an event that impacted their company financially. He also commented that they did not receive notice regarding the Tukwila South Development. He said they suggest better surface water management is put in place. He said they want assurance that the zoning will remain in place during the development of Tukwila South. And that they would like to be considered a major component in the area. Brandon Miles addressed Mr. Mitchell's concerns, commenting there are no changes or proposals to change the zoning code. He also said that M &P was on the list of notices sent out by the City. Mr. Miles also noted additional information concerning this issue. There were no additional testimony and the Planning Commission (PC) deliberated. Ms. Gierloff said at the July 22nd worksession that the Planning Commission had flagged areas where they wanted to make some changes. Following are their changes, plus additional revised language. Tukwila South: • Page 2, 2nd paragraph, the word "Kent" was added after the word Highline. • References were added on where the information for the master plan came from, 10 principles of the master plan were re- worded Background memo: • Descriptive language was added to each of the figures. Figure 1 — Map of Tukwila South in relationship to the rest of Tukwila Figure 2 — Tukwila South Boundaries Figure 3 — Realignment of Southcenter Parkway Figure 4 — Completed Southcenter Parkway Figure 5 — Southcenter Parkway under construction Figure 6 — Parcels to be proposed to be included in the household map amendment, theses two parcels will move from Tukwila Urban Center to heavy Industrial with a Tukwila South overlay Economic Development: Staff's edits; • Pg. 2, bullet 2, Strander suggested that bullet number 2 be stricken. Staff did a walkthrough of the recommended language submitted in comment letters by Forterra and SeaTac Tukwila Food Innovation Network. Purpose Section Revisions Forterra, bullet 2, and SeaTac Tukwila Food Innovation Network each proposed recommended language on the following item: • The Commission revised the proposed recommended language to read; Improve and support the opportunities for education, skills training and job acquisition for Tukwila residents. • Forterra, bullet 3, revised to read; encourage entrepreneurs, and local startup businesses to establish in Tukwila. Forterra recommended language for two new bullets: The PC agreed to add the new language for the two recommended bullets as revised to read; • Support the development of current and new minority and veteran owned and run businesses. • Expand efforts to engage with and understand the economic development needs and priorities of traditionally under - represented groups in Tukwila neighborhoods. Issue Section Revisions • Page 4, bullet 2, revised to add at the end of the sentence, "particularly among low income or low English proficiency communities" • Page 4, bullet 5 support further enhancements • Next to last bullet on Forterra's comment letter, revised to read; Develop policies, programs, projects and plans that include input from diverse groups within the residential and business community using innovative engagement such as the Community Connector Program. • Last bullet on Forterra's comment letter revised to read; "Enhance regional recognition of Tukwila as an economic hub, promoting the success and diversity of its businesses and focusing on its positive business climate" Policies SeaTac Tukwila Food Innovation Network recommended language; 2.1.2, approved to add the word "creation" before the word retention 2.1.3, revised to read; expand access to quality, healthy, affordable and culturally appropriate foods and groceries for Tukwila residents Implementation Strategies Revisions The following bullet items were recommended by Forterra; language was revised to read; • Encourage businesses to incorporate environmental and social responsibilities into their practices. • Increase communication between the City of Tukwila and Tukwila businesses using innovative community engagement models. • Support businesses skills training for entrepreneurs and small businesses through partnerships with universities, colleges, community colleges, community -based organizations and other third parties. Background Reports Mr. Miles addressed a question previously raised by the Commission on revenue taxes. Mr. Miles said certain taxes the City receives from the State are pass - through and are not reflected in the total revenue tax table. Parkway Supercenter Master Sign Program Tenant Agreement 9 FINDINGS Background In August of 2010, the City adopted a new sign code to replace a sign code that had been in place for over 25 years. In adopting a new sign code, the city council found that large commercial complexes in the Tukwila Urban Center and the Tukwila South Dist City Council created a process called a Master Sign Program. Tukwila Municipal Code (TMC) 19.32.010 states that the intent of the Master Sign Sign Code to the specific needs of larger sites. The signs provided through this process must be integrated int o a cohesive design and communication approach for the site, while continuing to meet the overall Two categories are eligible for the Master Sign Program: 1. Sites of 15 acres or more, developed with one or more buildings, totaling at least 200,000 square feet; or 2. Essential Public Facilities within commercial or industrial zones. The Master Sign Program is voluntary. The owner of a premise eligible for the Master Sign Program can c hoose to be governed under the prescribed Sign Code regulations found in TMC 19.20 or make application for the greater flexibility available under TMC 19.32. Kimco Realty, owner of Parkway Supercenter, has submitted a Master Sign Permit Application for review by the City. Existing Development Center, at the intersection of Minkler Blvd. The premise includes four parcels (King County Parcels 2623049110, 3523049005, 88335100000, 2623049079) that have a total land area of 30.98 acres. The premise contains five buildings with a total building area of over 416,550 square feet. Thus, the project is e ligible for the Master Sign Program under TMC 19.32.020 (1). The site contains a mix of uses, including restaurants and retail. The largest tenants on the site are Sports Author ity, Best Buy, Old Navy Furniture Gallery. As seen in the aerial photo below, the project is bordered by two streets, Minkler Blvd. and Southcenter Pkwy. Both streets provide access to the premise. While the site is bordered by both streets, most customers access the site from Southcenter Pkwy. Page 2 of 10 10 Aerial Photo of Parkway Supercenter Property Sign Code Regulations Title 19 of the TMC allows for two types of permanent signs, building mounted and freestanding. A As seen in the definition of building mounted supported by one or more uprights, poles or braces installed on a permanent foundation, not attached to a buil standard sign code provisions only allow monument type freestanding signs. The maximum height for a monument sign is eight feet. Prescribed Code Regulations The following outlines the standard signage allowed on sites in commercial and industrial zones without going through the Master Sign Program: Wall and Awning Face Signs : Each business may have one flush mounted wall sign or an awning face sign per public entrance. Thus, if a business has two public entrances it would be eligible for two wall or awning face signs. The size of the wall or awning face sign is based on the total area of the wall on which it is displayed. If a wall does not have a public entrance it could still qualify for a flush mounted wall sign if the building incorporates certain design elements. This wall sign is based on the total wall area, but is reduced 50 percent compared to what would be permitted if the wall had a public entrance. Projecting Sign : One projecting sign is permitted for each business. The maximum size of the sign is 20 square feet for one side and 40 square feet for all sides. Corner Projecting Sign : Parkway Supercenter is not eligible for a corner projecting sign. Canopy-Edge Sign : If a canopy is installed, each business could substitute a canopy edge sign for the allowed projecting sign. A canopy edge sign can be 12 inches tall and the total length is limited to two-thirds of the canopy length. Page 3 of 10 11 Under Awning/Canopy Sign : Each business may also install an under canopy sign over an adjacent public or private sidewalk. No sign shall exceed three square feet in size. Awning/Canopy Side Sign : Each awning or canopy side may have one sign located on it. The sign shall not exceed 40 percent of the awning/canopy side area. Permanent Window Signs : Each window that provides direct line of sight into the building may have window signs that do not exceed ten percent of the total window area. Pole Banners : Pole banners on the light poles are permitted. Freestanding Signage The number of freestanding signs permitted on the site is based on the total amount of frontage along public streets. The site has over 3,000 linear feet of frontage along two public streets. Based on this frontage, the site is allowed to have seven total freestanding signs. Existing Signage on Premise Flush Mounted Wall Signs Existing Flush Mounted Wall Sign on the Property Each tenant on the site has at least one flush mounted wall sign. The sizes of the signs are on the total exposed building face where the sign is located. All wall signs on the site conform to the new code. Page 4 of 10 12 Freestanding Signage There are two grand monument signs on the property. These signs are visible from Southcenter Parkway under the current code, unless approved as part of a Master Sign Program. Master Sign Program the proposed Master Sign Program is found in Exhibit F. TMC 19.32.060 allows a wide range of deviation from the prescribed sign requirements found in TMC 19.20; however the applicant has only requested following three modifications. 1. Allow two of their existing monument signs as grand monument signs. This would permit the two existing grand monument signs to be considered conforming signs. 2. Installation of 15 fe et allowed under TMC 19.20.040 (4)), to allow a width of 16 feet. 3. Flush mounted wall signs up to six percent of the exposed building face, up to a maximum of 250 squar e feet. Modification 1: Consider the two existing freestanding signs as grand monument signs thus making them c onforming signs. The two grand monument signs located on the property were conforming when they were originally installed. Due to the adoption of the new Sign Code they become non-conforming and are permitted to re main indefinitely. Copy changes can occur until August 25, 2020, without having to bring the sign into conformance. Sites within the TUC and TVS are permitted to have up to two grand monument signs provide d they are approved as part of the Master Sign Program. One of the existing grand monument signs on the premise. Page 5 of 10 13 Per TMC 19.32.060(B)(2), Grand monument signs are allowed, subject to the following standards: a. Grand monument signs may be allowed only within the TUC and TVS zones. b. Each grand monument sign would substitute for one of the monument signs the premises is eligible to install under Section 19.20.040. c. Any poles or columns supporting the sign must have an architectural treatment such as brick, stone or wood cladding that is consistent with the design of the buildings on site. d. Sign message area may be increased up to100 square feet per side, 200 square feet total and the limitation on structure size is removed. For sites over 85 acres, the sign message area may be increased up to 500 square feet per side, 1000 square feet total. e. The sign structure must be set back from the side and rear property lines of the premise a distance equal to the height increase requested or five feet, whichever is greater. The minimum front setback is the smaller of the front yard required in the zoning district or the height increase re quested. f. Total height of the sign structure may not exceed the height of the tallest building on the premises, except for sites over 85 acres, the height may exceed the tallest building but shall not exceed 115 feet. g. No more than two grand monument signs are allowed per premises. The table below summarizes the proposed development standards for the grand monument sign and compares them to the applicable code requirements. Page 6 of 10 14 Modification 2: Width of Monument Sign Exhibit C shows the proposed freestanding sign on the premises. The modification requested for the pr oposed freestanding sign is to allow a sign wider that the 15 foot limit required for all monument signs, Per 19.32.060(A)(1), the monument sign area can be increased up to 25 percent and n o increase in height is permitted. The applicant has proposed to meet the height and area requirements and is proposing de viations from the maximum width requirements. The proposed deviations meet the intent of the existing Sign Code and since a 25 percent increase in area is allowed but no change in height, the only way to get the sig n area increase is by allowing a wider sign. Modification 3: Wall mounted signs The applicant has requested that current and future tenants be allowed a size deviation. For premises up to 85 acres in size, the flush-mounted building sign can be increased to six percent of the exposed building face, up to a maximum of 250 square feet (TMC 19.32.060 (a)). Exhibits D and E show the fascia dimensions for each tenant and the maximum allowable sign area under this deviation. Allowing the wall signs to be larger than standard size allowed under the Sign Code will provide tena nts with better visibility of their store locations from the street. They will become conforming if the Master Sign Program is approved. CONCLUSION The site is eligible for the Master Sign Program because it is over 15 acres in area and has building u space in excess of 200,000 feet. With over 3000 square feet of frontage on two public streets, the site is eligible for seven u monument signs. The premise is located in the Commercial Corridor district of the Tukwila Urban Center zone and u thus is eligible to have two monument signs converted into grand monument signs. 4. The design of the two grand monument signs complies with applicable code standards. Page 8 of 10 16 5. The proposed Master Sign Program presents a uniform, clear, and comprehensive approach to signage on the property. The freestanding signs all have a similar design to one another. This design is consistent with the finishes of the buildings on the site. The building mounted signage has been integrated into the overall design of the building architecture. RECOMMENDATION Staff recommends approval of the following three proposed modifications under this Master Sign Program: a) The two existing freestanding signs along Southcenter Parkway are allowed as grand monument sig ns thus making them conforming signs. b) The width of the new proposed sign along Minkler Blvd is allowed to be 16 feet. c) T he flush-mounted building signs can be increased to six percent of the exposed building face, up to a ma ximum of 250 square feet (TMC 19.32.060 (a)). Informational Items Sign and electrical permits may be required for each individual sign approved under this Master Sign u Program. 2. The following regulations are directed specifically to tenants of the Parkway Supercenter by the property owner, and are to be part of a binding agreement between the property owner and tenant (Exhibit F). These guidelines fall within the requirements of the Tukwila Sign Code, except for the allowed time periods for Temporary Signs (see below). i) Directional Signs a. The property contains several internal directional signs. Given that these signs are not ii) Menu/ATM/Directory Signs a. Any one menu shall not exceed eighteen (18) square feet. Signs shall be placed in a manner that will not impair or obstruct automobile or pedestrian traffic. b. Any one ATM/Directory sign shall not exceed eight (8) square feet. c. The property owner intends to allow the use of temporary signage within a limited c apacity: only as directed by property owner. Banners shall be permitted to be up for a maximum of 30 consecutive days, after which they must be removed for a minimum of 30 Staff clarification regarding temporary signs A Temporary Sign Permit will be required from the City for each proposed temporary sign. Temporary signs may remain in place for not more than 30 days per calendar quarter. A temporary sign permit from the city is required for each separate display of signage within the calendar quarter. TMC 19.24.040 and 19.24.050 requires certain requirements be met for temporary signs, and are not allowed deviation from the code under a Master Sign Program. 19.24.040 Temporary Signs in Commercial and Industrial Zones A. Each business is permitted up to two temporary signs per temporary sign permit. B. Th e total area of all temporary signs displayed under a permit may not exceed 64 square feet in sign face area. C. Temporary signs may be either flat cloth or vinyl banners, or flat plastic or cardboard rigid signs. D. Temporary signs may remain in place for not more than 30 days per calendar quarter. A temporary sign permit from the City is required for each separate display of signage within the calendar quarter . 19.24.050 General Provisions for all Temporary Signs A. Placement. Temporary signs may only be placed on the wall fronting the tenant space of the applicant that has been issued the temporary sign permit or on the associated premises. The sign must be securely attached, either to the wall if located on the building, or securely tied to stakes located in a landscaped area. Display of temporary signs in any other manner, except as outlined by this code, is strictly forbidden. B. Setbacks. All temporary signs not attached to buildings shall be placed a minimum of five feet from all property lines. No temporary sign more than three feet in height shall be placed within the sight distance triangle of a vehicular access point, unless it can be demonstrated the sign will not pose a safety issue by reducing visibility. Tenant shall submit to the Landlord or Landlord's Agent, three (3) prints of detailed drawings showing location of the sign on the storefront or designated space, size, layout, and color of the proposed sign, including all lettering and /or graphics, materials, attachment devices, construction and fabrication details. Tenant shall receive a copy of the sign drawing approved with signature by the Landlord or Landlord's Agent prior to fabrication and installation. c. Tenants shall pay for the installation, final connections, and maintenance of all signs. g. The Tenant shall provide all other installation, including photocells or astronomical time clocks. h. Upon vacation of premises, Tenant shall arrange for removal of sign and filling of holes with appropriate material so as to create a waterproof assembly. The wall shall be painted or cleaned under where the sign was located to eliminate any visual stains or shadowing caused by the sign in order to present a visually attractive face to the property. All signs, bolts, fasteners and clips shall be of glass, plastic, hot dipped galvanized iron, stainless steel, aluminum, brass or bronze. No black iron of any type will be permitted. 8. It shall be the sign contractor's responsibility to secure sign to fascia in a method so as not to create a hazard to the public. 9. All penetrations of the fascia shall be made waterproof by using gaskets and sealant. 10. The Tenants shall be responsible for any damage caused by the sign contractor, including roof and wall Teaks, and parapet wall damage. No labels will be permitted on the exposed surface of signs except those required by local ordinance and, if required, shall be in an inconspicuous location. 12. No exposed conduit will be permitted. 13. All electrical signs shall bear the U.L. label. 14. Electrical service to all signs shall be from Tenant's service. ii. Sign Area and Quantities Allowed 1. Tenant sign square footage and quantities must be in compliance with the Master Sign Program Exhibits D and E. 11. 8. Secondary Signs a. Tenants are allowed Secondary Signs as determined by the Landlord or Landlord's Agent in the Lease Agreement within the limits set forth herein: i. Menu Signs — Internally illuminated or non - illuminated free - standing or wall mounted menu signs are allowed. Any one menu shall not exceed eighteen (18) square feet. Signs shall be placed in a manner that will not impair or obstruct automobile or pedestrian traffic. ii. ATM /Directory Signs — Internally illuminated or non - illuminated free - standing or wall mounted ATM /Directory signs are allowed. Any one sign shall not exceed eight (8) square feet. Banners a. Banners are allowed for coming soon, grand opening, or store closing advertisements only. Banners shall be permitted to be up for a maximum of 30 consecutive days, after which they must be removed for a minimum of 30 consecutive days before a new banner is installed. 10. Entrance and Service Door Signs a. White cut vinyl lettering only, shall be permitted on glass doors within the limits set forth herein: i. 144 square inches per entrance in lettering not to exceed two inches (2 ") in height, indicating hours of business, emergency telephone numbers, security sticker, etc. ii. All lettering shall be white vinyl lettering on face of door. iii. Door is typical non - customer type for receiving merchandise at rear of building. 11. Grandfathered Signs a. All existing tenant signs that have been installed prior to June 1, 2014, and do not conform to the Master Sign Program Exhibits D and E shall be allowed to remain as is with no changes required. Any future tenants that move in to the Parkway Super Center, or if an existing tenant updates their current signage, said sign shall be required to be brought into conformance of the Master Sign Program Exhibits D and E at that time. 12. Prohibited Signs a. The following types of signs are prohibited unless specifically approved by the Landlord or Landlord's Agent, and the reviewing jurisdiction on an individual basis. i. Community planning started in the early 1990's just after annexation of the neighborhoods on either side of the street into the City of Tukwila. Planning continued from the Comprehensive Plan (1995) to the Revitalization Plan (1998) to subsequent updates to both documents. Issue: As part of the 2015 update to the Comprehensive Plan, the City will be revisiting the broad existing goals and policies for the area. Because of the continued importance and ongoing public efforts to make changes in the area, additional meetings are being proposed for Planning Commission discussion and review of the issues that continue to challenge the area.
