Tests shall be conducted in the presence of the Plumbing Inspector. It shall be the duty of the holder of the permit to make sure that the work will stand the test prescribed before giving notification that the work is ready for inspection. 7: No water, soil, or waste pipe shall be installed or permitted outside of a building or in an exterior wall unless, adequate provision is made to protect such pipe from freezing. All hot and cold water pipes installed outside the conditioned space shall be insulated to minimum R -3. 8: Plastic and copper piping running through framing members to within one (1) inch of the exposed framing shall be protected by steel nail plates not less than 18 guage. 9: Piping through concrete or masonry walls shall not be subject to any load from building construction. No plumbing piping shall be directly embedded in concrete or masonry. 10: All pipes penetrating floor /ceiling assemblies and fire - resistance rated walls or partitions shall be protected in accordance with the requirements of the building code. 11: Piping in the ground shall be laid on a firm bed for its entire length. The building is needed to house the district's various maintenance vehicles. The two vacant lots at the northwest corner of the site are being consolidated into the existing facility to complete the proposed site configuration. The site currently has two structures occupying the southern half of the site, with associated storage bins and operations yard in the northeast corner. The structures are pre- engineered steel buildings with painted steel siding and wood shingle accent panels on the office building. The site will require minor grading to join the vacant lot contours to the existing site contours. A new storm system will be installed to handle the new impervious surface generated storm water. The water will be pumped to a new "bio- swale" that will run along the north property line towards military road. An existing asphalt driveway south of the existing office building will be removed and replaced with landscaping and an employee lunch patio. An accessible route of travel to all accessible facilities shall be provided per IBC sec.] 104, and ICC a 1 1 7.1, chapter 4, and as indicated on the plans. The walking surface, in the direction of travel, shall be no steeper than 1:20 (except ramps) and the cross slope shall be no steeper than 1 :48. 3. Parking and passenger loading facilities shall be provided per IBC section 1 106, ICC al 17.1 chapter 5, and as indicated on the plans. Parking spaces and access aisles shall be at the same level and the surface shall be no steeper than 1:48. Identification of accessible parking spaces shall include a van accessible sign and shall comply with WAC 51 -50 sec.1 101 .2.4. 4. Ramp runs shall have a running slope not steeper than 1 :1 2. The cross slope of ramps shall not be steeper than 1:48. Outdoor ramps and approaches to ramps shall be constructed so that water will not accumulate on walking surfaces. 5. The min clear width of an exterior ramp shall be 44 ". 6. Ramps within the accessible route of travel shall have landings at the top and the bottom. The rise of any ramp run shall be 30" max. Landings shall be level and have a min dimension measured in the direction of the run not less than 60 ". Where a ramp changes direction, the min landing size shall be 60" x 60 ". The width of any landing shall not be less that the width of the ramp. 7. Ramps having a rise greater than 6" shall have handrails complying with ICC a 1 17.1 , section 505. Both sides of the ramp shall have continuous handrails except at access points and shall extend at least 12" beyond the top and the bottom of any ramp run. Intermediate handrails are not required. A curb or edge barrier is required at the ramp and landings or a 1 2" extension of the floor or groung surface may be used per ICC a 1 17.7 sec405.9. 8. The accessible route of travel, whether crossing or adjoining a vehicular way, is to be separated from the path of vehicular travel by means of a curb, railing or other elements that are detectable by persons having a severe vision impairment. When the aforementioned means are undesirable the boundary between the two areas shall be defined by a continuous detectable warning of not less than 24" in width and complying with ICC a 1 17.1 sec.705 9. Curb ramps shall have detectable warnings the full depth of curb ramp and shall also comply with ICC a-117.7 sec. 406. BUILDING 10. Fire doors shall have a minimum opening force allowable by the appropriate administrative authority. The maximum force for pushing open or pulling open doors other than fire doors shall be 5.0 pounds. At exterior doors where environmental conditions require a closing pressure greater than 8.5 pounds, power operated doors shall be used within the accessible route of travel. 11. Provide a floor or landing not more than 1 /2" lower than the threshold on each side of the accessible doors. 1 2. Provide an unobstructed floor space extending at least 18" beyond the latch on the pull side of the door for all accessible doors. See chart 404.2.4.1 of ICC a 117.1 1 3. Provide an unobstructed floor space extending at least 12" beyond the latch on the push side of the door for all accessible doors which are equipped with both closer and latch. See chart 404.2.4.1 of ICC a 1 17.1 14.1n group b occupancies, key- locking hardware may be used on the main exit when the main exit consists of a single door or pair of doors if there is a readily visible, durable sign on or adjacent to the door stating " this door to remain unlocked during business hours ". The sign shall be in letters not less than 1" high on a contrasting background. When unlocked, the single door or both leaves of a pair of doors must be free to swing without operation of a latching device. 1 5. Handles, pulls, latches, locks, and other operable parts on accessible doors shall have a shape that is easy to grasp with one hand and does not require tight grasping, pinching, or twisting of the wrist to operate. Such hardware shall be mounted 34" to 48" above the floor or ground. See door schedule & hardware specification. 1 6. Provide knurled knobs or handles on doors leading to loading platforms, stages, mechanical equipment rooms, electrical rooms, or other areas hazardous to the blind. See door schedule & hardware specification for locations. 17. All vision panels in any door, the bottom of the shall be a maximum of 43" above the floor. See door schedule for types and locations. 18. Where toilet facilities are provided on any floor of a multi -story building, toilets shall be accessible. See floor plans for locations. 19. Accessible toilet rooms; the water closet shall be positioned with a wall or partition to the rear and to one side. The centerline of the water closet shall be 16" min. to 18" max. from the side wall or partition. Clearance around the water closet shall be 60" min. From the side wall, and 56" min., measured perpendicular from the rear wall. No other fixtures or obstructions shall be within the water closet clearance. The clearance around the water closet shall be permitted to overlap clear floor or ground space or clearances at other fixtures and the wheelchair turning space. 20. Flush controls shall be mounted for use from the wide side of the water closet area and not more than 44" above the floor. 21. Operating devices on plumbing fixtures shall be operable with one hand and shall not require tight grasping, pinching or twisting of the wrist. The force required to activate operable parts shall be 5 pounds maximum. 22. Faucet control handles shall be located not more that 1 7" from the front of the lavatory, sink or counter. 23. Controls and operating mechanisms including switches that control lighting, ventilation or electrical outlets; in accessible spaces, along accessible routes or as part of accessible elements, shall be between 36" and 54" for an unobstructed side reach and 48" maximum for an unobstructed front reach.
