HomeMy WebLinkAboutOrd 1313 - Sister Cities Committee (Repealed by Ord 1841) s CITY OF TUK WILA WASHINGTON ORDINANCE NO. f 1 60 AN ORDINANCE OF THE CITY OF TUKWILA, WASHING- TON, CREATING A SISTER CITIES COMMITTEE; DESIGNATING THE QUALIFICATIONS FOR APPOINT- MENT TO THE COMMITTEE; EMPOWERING THE MAYOR TO APPOINT MEMBERS TO THE COMMITTEE WITH THE COUNCIL'S CONCURRENCE; AND PROVIDING FOR CERTAIN DUTIES AND RESPONSIBILITIES OF THE COMMITTEE IN THE FULFILLMENT OF ITS PURPOSE. WHEREAS, the City of Tukwila, Washington, desires to further understanding and goodwill between the Tukwila com- munity and the citizens of foreign nations, in part through a Sister Cities program; and WHEREAS, the City Council desires to formulate a committee of interested citizens whose task it shall be to advise the Mayor and City Council on how best to achieve these purposes, now, therefore, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Committee Created. There is hereby cre- ated a Sister Cities Committee which shall consist of seven interested citizens and members of the business community. The members of the Sister Cities Committee shall be appointed by the Mayor and confirmed by the City Council and shall represent the following cross section of the community: a. City of Tukwila Citizenry (2 members) Position 1 and 2 b. Tukwila Business Community (1 member) Position 3 C. South Central School District (1 member) Position 4 d. Highline School District (1 member) Position 5 e. City of Tukwila Mayor's Representative (1 member) Position 6 f. At Large Member (1 member) Position 7 Section 2. Terms of Appointment Staffinq. The terms of appointment for membership of the Committee shall be as follows: �I Position 1,2,3,4 4 years Position 5,6,7 2 years Upon expiration of the initial terms of Positions 5, 6 and 7, reappointments shall be for 4 year periods. Staffing shall be provided by the City Clerk. Section 3. Purpose. The purpose of the Sister Cities Committee shall be to advise the Mayor and City Coun- cil on how to best further understanding and goodwill between the Tukwila community and the citizens of foreign nations through people to people exchanges, communication and pro- grams, and to act as a focal point between the City of Tuk- wila, the School District, and the community at large in the coordination of these programs. The Committee shall recom- mend to the Mayor programs and budget expenditures from the City's designated budget funds. Section 4. Officers of Committee Meetings Quorum. Members of the Committee shall meet and organize, by electing from the members of the Committee, a chairman and vice chairman, and such other officers as may be determined by the chairman. It shall be the duty of the chairman to preside at all meetings. The vice chairman shall perform this duty in the absence of the chairman. A majority of the Committee shall constitute a quorum for the transaction of business. The Committee shall set its own meeting dates and shall give notice of such meeting in compliance with the Open Public Meetings Act of the State of Washington. Section 5. Committee Responsibilities. The Commit- tee shall be empowered to create and adopt bylaws for the purpose of conducting business. The Committee shall be re- sponsible for the planning, development, and coordination of programs which enhance the goodwill and understanding between the citizens of the Tukwila community and citizens of other nations. Section 6. The Committee may organize into sub- committees in order to achieve the purpose of this ordinance. The Chairmen of these subcommittees shall be members of the Committee. Additional persons may be recruited to serve on the subcommittees. Section 7. Effective Date. This ordinance shall be in full force and effect five (5) days after passage and publication as provided by law.
