HomeMy WebLinkAboutRes 1842 - Declare Emergency Due to Failure of Critical Information Technology EquipmentCity of Tukwila Washington Resolution No. 1842 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DECLARING AN EMERGENCY IN RESPONSE TO THE CATASTROPHIC FAILURE OF CRITICAL INFORMATION TECHNOLOGY EQUIPMENT. WHEREAS, at approximately 3:00 a.m. on Friday, September 5, 2014, the City's Storage Area Network, a critical piece of the City's Information Technology (IT) infrastructure, failed; and WHEREAS, failure of this equipment resulted in the significant disruption of City services; and WHEREAS, once the scope of the situation was identified, Emergency Management was notified and the response was elevated to a formal Incident Command System; and WHEREAS, the IT division worked 12+ hour days on Friday, Saturday and Sunday and were able to restore many critical IT systems; and WHEREAS, some key data that affects critical and effective delivery of City services remains inaccessible; and WHEREAS, the inaccessible data is public property and it is in the City of Tukwila's interest for this data to be retrieved as quickly as possible by an experienced data retrieval firm; and WHEREAS, Chapter 2.57 of the Tukwila Municipal Code and Chapter 38.52 of the Revised Code of Washington allow the City to dispense with formal contracting processes and enter into agreements on the City's behalf when circumstances demand immediate action in order to protect public property; and WHEREAS, the Mayor of Tukwila declared an emergency on September 10, 2014, in order to allow accelerated contracting and administration of City funds to mitigate damages and prevent further impacts to the public or Toss of data; and W: \Word Processing \Resolutions \Emergency - Failure of critical IT equipment 9 -11 -14 RB:bjs Page 1 of 2 WHEREAS, the City Council wishes to provide their support and endorsement of the Mayor in his action to declare an emergency and for the City's efforts to respond to the emergency; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: The City Council supports the Mayor in his declaration of emergency and authorizes the execution of contracts or agreements due to damages associated with the failure of critical IT infrastructure, and hereby authorizes City forces to respond in the most effective and expedient manner, without regard for the procedures and formalities that would otherwise govern the assignment of duties, procurement of materials, and contracting of services. This situation is an emergency as defined in Revised Code of Washington Section 38.52.010 and Tukwila Municipal Code Section 2.57.020.
