It is the desire of Microsoft to substitute the use of a "proximity card reader" for the code described "sensor "(condition 1) in the highest value areas of the Data Center recently constructed. The procedures proposed make available the assurance of recorded entry and egress not available with the "sensor" defined within the Code. All other provisions of Section 1008.1.3.4 are to be met or exceeded by the planned installation. The operational scenario of these select areas will be as follows: 1. Entry to the area requires activating the door lock release by presenting a security issued card to a wall mounted proximity card reader. The action is logged automatically, and is a requirement for access to the area. 2. In a non -event egress the process is reversed via an identical proximity card reader mounted adjacent to the door on the egress side. 3. In an emergency or panic egress the door will allow free egress by any one of the following methods or events: a. Free egress can be initiated by an individual lifting a protective cover and activating a push button. This push button is in close proximity to the door and is clearly marked "PUSH TO EXIT". A local alarm will sound with the lifting of the cover and an alarm will be sent to security when and if the push button is pressed. This action unlocks the adjacent door's electrified mortised lockset allowing free passage. b. Loss of power to the system will automatically unlock the lockset. c. Activation of the building's automatic sprinkler system will unlock all doors equipped as "card -in card -out" egress. d. Activation of the buildings VESDA System will unlock the subject doors. e. The card -in card -out exit doors can be unlocked remotely from the Security Center in the building. These areas are also under camera surveillance from the on premises Security Office. The exits in question are also adjacent to telephones, many of which automatically dial the manned security office. g. The provision of the code that requires this type of exit not be secured when the public is present does not apply, as the data center is a limited access facility. In our professional opinion, the proposed code modification meets the intent of the Code and insures a level of safety equivalent to, or better than, that required by the Code. The condition requested for approval meets the intent of Section 1008.1.3.4 and provides Microsoft with the heightened level of security required by the sensitivity of the operation without compromising safety. • The Tukwila facility is a part of a unified global array of similar facilities; matching operating and security systems is a part of Microsoft's overall effort to insure safety. The card -in card -out egress procedure is in place and operating elsewhere in jurisdictions covered by the IFC & IBC. • The safe guard of no "special knowledge" is counterbalanced by the fact that the "knowledge" of the systems has become second nature to the operation based on ingrained familiarity. The population exposed to this exiting procedure is encoded with the common knowledge based on training and repetition. • The redundancies of alarm and security overrides provide a safe and easily initiated free egress from any of the subject areas. The six requirements in Section 1008.1.3.4; sensor, loss of power, fire alarm, sprinkler system, manual unlocking device, and concern for public access are amplified by the presence of security direct telephones, camera surveillance, and the awareness created by the recorded entry process.
