To Whom It May Concem,
Mr. Chul Kim recently contacted me in regard to the framing cuts to accommodate the new bathroom ventilation
and plumbing for his Seasons Apartment renovation project.
As requested by Mr. Kim, I went to Seasons Apartment and found that many 2x12 floor joists have bored plumbing
and ventilation holes and notches violating the IBC requirements of "Notches and holes ". The holes and notches
have seriously damaged the structural integrity of the floor framing system.
I am attaching general repair instructions with this letter. The floor framing can be restored if Mr. Kim follows the
instructions correctly. Please understand that this letter is only intended to address the structural code violations. It
can not be used to cover other code violations (mechanical, electrical or fire protection) that may be resulted from
the subject renovation.
I hope that the repair instructions attached will address all the issues the city inspector has discovered. Please feel

Following comments are provided to further clarify
1. Appropriate Joist Spacing
HardiBacker installation guide(see attached) specified that "Joist Spacing shall not exceed 24" on
center" when 1/4 "thick hardibacker is installed. This specification should apply to 1/2" hardibacker as
well since 1/2" hardibacker is stiffer than 1/4" haribacker.
Most of the joist spacings are found to be between 16" to 18" on center with very few spacings near or
over 24" on center. Extra joists will be installed where needed to ensure spacings do not exceed 24" on
center.
2. Method to Ensure Appropriate Slope
Existing nail/screws/hardware holding joists to rim joists and walls will be removed/cut and any
framing members to provide needed slope will be cut and then framing members will be re- nailing/re-
screwed to establish a drop of 1" to 1.5" for the six foot decks.
3. Water Proofing Methods to be Applied to Decks
The product that we propose to use is a two part coating system marketed by "Speciality Coating Plus"
located at 530 Andover Park W, Tukwila, Wash 98188, phone no. 206 - 575 -2445. They specialize in
selling water proofing compounds. At present they carry both Elasto Deck and Tufflex products made
by two different manufactures. Both products were purchased for use at Seasons apartment. Both
products require application of base coat plus top coat to impregnate sands within top coat to provide
abrasive surface and protect base coat from people walking on deck and from ultraviolet rays. When
applying these products special care will be taken so that products from different manufacturers will
not be used on a same deck.
At present I found decks with three different conditions.
A.Water proof coating applied without hardibacker installed.
B.Hardibacker installed on top of water proofing membrane
C.ceramic tiles installed over hardiboard
For condition A, I plan to re -coat the water proofing membranes.
For condition B, I plan to float with thinset to make surfaces smooth and slope
that water can flow away from the wall. Then apply water proofing compound

When bottom of T-111 is found to be deteriorated those deteriorated sections are cut off and replaced
with new sections of T-111 joined using Z sheet metal strips and then joints will be sealed with water
proofing compound.
Fig. 2 shows water proofing of rim joists which hold 2x12 joists of deck. Fiber glass tape is applied to
cover joint between the sheet metal over rim joists and water proofed deck surfaces.
Fig. 3 shows water proofing provided under sliding glass door thresholds. Fiber glass tape soaked with
water proofing compound is pushed under the threshold connecting water proofed deck surfaces so that
no water can leak under the door thresholds. Several layers of water proofing compound are applied at
the bottom of the thresholds so that water will not leak under the door thresholds.
Figs. 4A through Fig. 4D shows four methods to water proof the joints between T-111 walls and deck
surfaces.
Fig. 4A is standard method used to water proof joints. However, this method requires use of nails to
anchor sheet metal flashing to water proofed deck surfaces causing nails to penetrate water proof
membrane. Both nail heads and front gap between sheet metal and deck surfaces can be water proofed
somewhat by applying silicon caulk.
Fig. 4B shows application of fiber glass tape with water proof compound over front of sheet metal
covering both nail heads and front of metal flashing which improves water proofing over Fig. 4A.
Fig. 4C shows application of fiber glass tape with water proof compound from front of sheet metal
flashing to T-111 siding covering entire area where water could seep through. This is further improves
water proofing over Fig. 4B.
Fig. 4D shows application of fiber glass tape with water proof compound from front of sheet metal
flashing to T-111 wall covering entire area where water could seep through without using sheet metal
flashing. It appears there is no need to use metal flashing since entire corner is covered with fiber glass
tape soaked with water proofing compound.
I faxed Figures 4A through 4D to Pacific Polymers, Inc. , maker of Elasto Deck 5000. Technical
representative of Pacific Polymers reviewed those figures and faxed his approval for all of four
methods shown in Figs. 4A through 4D.
Fig. 5 is a sketch provided by Pacific Polymer on their recommendation to water proof joints between
tiled deck surfaces and T-111 walls. Applicant plan to use this method to water proof joints between
ceramic tiled deck surfaces and T-111 walls.
After water proofing base coat is applied on deck surfaces and joints sands supplied by Specialty
Coatings will be applied then covered with top coats to seal in sands.
These two page comments replace two page comments dated 11/24/09 submitted with Revision
Submittal sheets on 12/1/09 under Permit Nos. DO9 -179 through DO9 -182.

Cutting Hardie Backer"' Board
• Use a straight edge as a guide to score the board's face and snap upward along the
score line. We recommend using a carbide- tipped scoring knife, but a utility knife may
also be used The use of shears (manual, electric or pneumatic) is also acceptable.
• For cutouts and small holes, score around perimeter and break out from the face side
with hammer.
• NEVER use high -speed power tools (e.g. saws, grinders, etc.) to cut James Hardie"
products indoors as they may generate excessive silica dust.
• NEVER dry sweep – Use wet suppression methods or HEPA vacuum for cleanup.
• To further limit respirable silica exposures, wear a properly - fitted, NIOSH- approved
dust mask or respirator (e.g. N -95) in accordance with applicable government
regulations and manufacturer instructions.

ELASTO -DECK 5000 X2 is an elastomeric coating
system for walking decks, balconies, patios, roofs, etc.,
where an absolutely waterproof coating is crucial, such
as above living quarters or any other occupied areas.

3. PRODUCT DESCRIPTION
Composition: Liquid - applied, single- component,
moisture-cured, polyurethane deck covering system. The
ELASTO -DECK 5000 X2 system consists of the
ELASTO -DECK 5001 base coat, ELASTO -GLAZE 6001
AL top coat and a primer where necessary. ELASTO -
DECK 5000 X2 is available in a natural aggregate or a
pigmented finish.
Basic Uses: For waterproofing patios, sundecks,
stairways, balconies, roofs, etc. ELASTO -DECK 5000
X2 can be used on all decks where a waterproof skid -
resistant, long- lasting, wear- resistant surface is required.
It may be used on new decks as well as on old concrete
decks which are damaged, or cracked. The system is
suitable for exterior as well as interior applications in all
kinds of climates. The coating retains its elastomeric
properties in below freezing weather as well as in very
hot climates. The complete system including aggregate is
approximately 118' thick (3.2 mm).
Limitations: All materials shall be delivered to the jobsite
in unopened containers dearly marked and labeled.
Containers that have been opened must be used up
within one or two days since these materials are
moisture - reactive. The coating sets up when exposed to
air. All surfaces must be completely free of foreign matter
and primed where necessary.

Sizes: Available in 1 gallon cans, 5- gallon pails and 55-
gallon drums. Weighs 10 lbs. per gallon (4.5 kg/gallon).

WARNINGS AND HAZARDS:
Before using the products, always refer to MSDS for
important wamings and safety information. Use only in
areas with adequate ventilation. Avoid breathing vapors.
Keep away from heat and flame. Avoid contact with eyes
and skin. In the event of skin contact, remove
immediately and wash with warm, soapy water. Wear
suitable eye protection. Always wash hands before
eating.

5. INSTALLATION
Surface Preparation: All surfaces which are to receive
ELASTO -DECK 5000 X2 shall be free of contamination
such as water, curing compounds, hardeners, bond -
breakers, paint, etc. A light broom -finish is recommended
for concrete surfaces. It is desirable to watercure
concrete in lieu of curing compounds. Only exterior grade
plywood should be used. Contaminants should be
removed by sandblasting or acid-etching. If etching is
used, properly neutralize the acid and allow adequate
time for surface to dry. Except for non - moving shrinkage
cracks, all other cracks and joints must be sealed with
ELASTO -THANE 230, a single-component, moisture-
cured polyurethane sealant manufactured by PACIFIC
POLYMERS INTERNATIONAL, INC. All surfaces, where
necessary, must be primed with DECK -THANE PRIMER
prior to application of the coating system at a rate of 355
square feet per gallon (8.6 m
All seams between plywood sheets and those between
metal flashing and the plywood deck must be reinforced
by imbedding a 4 -inch (10 cm) wide strip of glass Both
tape in wet ELASTO -DECK 5001, which is brushed
evenly over the seam in a width of about 5 inches (12.7
cm) and a thickness of about 20 mils wet (.5 mm). The
application of ELASTO -DECK 5001 can subsequently be
made immediately over the entire area, including the
taped areas.

• ,Application: ELASTO -DECK 5001 shall be applied to
the plywood or primed concrete at a rate of 55 square
feet per gallon (1.47 m resulting in a dry film
thickness of 25 mils (.6 mm). After a 24 -hour cure,
another coat of ELASTO -DECK 5001 is applied at the
same 25 mil (.6 mm) coverage for a total dry thickness of
50 mils (1.27 mm). ELASTO -DECK 5001Non- Gassing
may be substituted for ELASTO -DECK 5001 and applied
in one coat at the rate of 28 square feet per gallon (0.74
m ELASTO -DECK 5001 Non - Gassing may be
used in a single 50 mil application over sound surfaces
without danger of gassing. Application must be made
uniformly to avoid thin spots and care must be taken to
avoid pinholes and repair them should they occur.
ELASTO -DECK 5001 Non - Gassing may be accelerated
to cure in just a few hours by adding approximately 1/2
fluid ounce of water per gallon of material. Following a 24
hour cure, apply ELASTO -GLAZE 6001 AL pigmented, at
the rate of 120 square feet per gallon (2.8 m
Broadcast the desired aggregate into the wet coating to
refusal.
After an ovemight cure, sweep or blow off all the loose
aggregate and apply another coat of ELASTO -GLAZE
6001 AL, pigmented or dear at a coverage of 110 square
feet per gallon (2.7 m Coverage will vary
depending on the size of aggregate used.
Allow 48 hours cure time before permitting any traffic on
the finished system.
6. AVAILABILITY AND COST
ELASTO -DECK 5000 X2 is supplied through building
material dealers. Prices vary with quantity and packaging.
Quotations are made on request.
These products are designed and manufactured to be
installed by professional installers familiar with surface
preparation and application procedures. All others
should consult a professional installer; those who choose
to install these products without professional assistance
do so at their own risk.
7. PRODUCT WARRANTY
Satisfactory results depend not only upon quality
products but also upon factors beyond our control;
methods of application and site conditions are examples
of such factors and can affect product performance. This
warranty consequently extends only to products installed
in strict accordance with the manufacturer's
specifications.
It is the user's responsibility to satisfy himself, by his own
information and tests, of the suitability of the product for
his own intended use; user assumes all risk and liability
resulting from his use of the product. The substrate to
which the product is applied must be sound structurally
and otherwise. Structural or substrate failures o
imperfedions resulting in damage to or failure of th
product are not covered by this warranty. Since the use
of the product is beyond the control of the manufacturer,
the manufacturer assumes no liability for misapplication
and misuse of the produd.
This warranty does not cover consequential damages,
nor does it cover the labor attendant to replacing product
in the event of a product failure. The warranty only
extends to replacement of the product itself.
All products proven to be defective in manufacture will be
replaced at no charge. Since the use of these products is
beyond our control we cannot accept damage in excess
of the purchase price of these products.
8. MAINTENANCE
Since, as with all deck coatings, the topcoat is subject to
staining by such foreign matter as nitrates, fertilizers,
hard water, and other substances, it must be maintained.
Please refer to the Maintenance Manual for proper
maintenance procedures. The manufacturer is not liable
for staining caused by hard water deposits, nitrates,
fertilizers and other foreign matter.
If ELASTO -DECK 5000 X2 is damaged, it can be
repaired by cleaning the surface with Acetone and
recoating it with ELASTO -DECK 5000 X2 system.

PRODUCT DESCRIPTION: TUFFLEX RBC Solvent Free "TUFF' is a
liquid applied Water Catalyzed Urethane (WCU) elastomeric membrane I
that is used in many of the TUFFLEX Specified Systems.
BASIC USES: When properly applied, this material will provide a
seamless and flexible membrane that protects against water damage. It is
commonly used in the TUFFLEX Specifications for protecting concrete and
plywood pedestrian walking decks — including hard usage ski resort sun
decks, vehicle parking decks, mechanical equipment room waterproofing
and as a under tile waterproofing membrane. (For use on plywood decking
systems it is also recommended that you refer to the TUFFLEX RBC
Solvent Free "SOFT' Technical bulletin for further information.) 11 is also
used to provide seamless and cushioned membranes and mats over porous
concrete in veterinary and locker room areas. This material is also widely
used to provide seamless and flexible waterproofing and rtatproofmg
decking systems on ships. TUFFLEX Solvent Free Systems allow for ease
of application in interior areas aw well as exterior areas. Refer to the
TUFFLEX Specifications for further information and ideas.
SURFACE TEXTURES: Depending on the intended usage, TUFFLEX
Membranes may be used with various surface textures. Surface textures can
range from very rough for maximum slip resistance to very smooth for ease
of cleaning. Refer to the TUFFLEX Advisory "SURFACE TI;:XTURES
ON TUFFLEX MEMBRANES" for further information and ideas.
PRODUCT ECONOMY & VERSATILITY: TUFFLEX Resin Binder
Concentrate (RBC) is just that —a concentrate! When you add the 25%
catalyzing water you also increase the yield of the product by that amount.
If filler materials, such as sand or rubber, are added for sloping, tilling or
coving purposes, the product yield increases further and the actual price per
gallon again decreases. Please review the TUFFLEX Photo Job Histories on
our web site or on our CD. The TUFFLEX CD contains a much larger
selection of photo job histories and can be ordered through our web site. It
is a reference for the many uses for this versatile material and systems.

FREE "TUFF'. After cleaning, the surfaces should be rinsed thoroughly to
remove loose particles and traces of the cleaning membranes. etc., should
not be applied until the surface is dry. Refer to the TUFFLEX Specification
for the appropriate TUFFLEX Primer to be used and for further technical
information.
SHELF LIFE: Nine months in unopened metal containers stored in
moderate temperate conditions.

MAINTENANCE: If the TUFFLEX Membrane is damaged it can be
repaired in order to return it to a monolithic state. Clean and abrade the
damaged area. Solvent wipe clean the area with an environmentally safe
solvent as permitted under local regulations. Ensure that the surface is free
of all dust, dirt. oils or other foreign matter that will impair bonding. Allow
the area to completely dry before priming and reapplying the TUFFLEX
Membrane, texture and/or topcoat as needed. Refer to the TUFFLEX
Advisory "MAINTENANCE AND CLEANING GUIDELINES FOR
SURFACING SYSTEMS' for routine cleaning. Refer to the TUFFLEX
Advisory "APPLICATION OF A NEW TOPCOAT" when re- topcoating
the entire deck.
WASTE DISPOSAL: Any liquid material that is not saved should be
disposed of by mixing the material with the appropriate amount of
catalyzing water and disposed of as an inert solid.

PRODUCT DESCRIPTION
COMPOSTION: COLORCOAT AL (HIGH SOLIDS) ESTER is a single
component, liquid applied, moisture- cured, polyester- polyurethane surface
protection coating.
BASIC USES: COLORCOAT AL (HS) ESTER is a wear surface and
waterproofing topcoat used in the TUFFLEX Systems. When
COLORCOAT AL (HS) ESTER is incorporated into these systems, it helps
to waterproof concrete and plywood decks, parking structures. mechanical
equipment pads and areas that require a seamless membrane for protection
against water damage. It can also be used on substrates in industrial
locations, heavy vehicular and pedestrian traffic areas, and other properly
prepared substrates such as mesal, wood, and masonry. COLORCOAT AL
(HS) ESTER can also be used as a topcoat for polyurethane athletic track
surfaces that need protection from oils, greases, some types of chemical
spillages, and ultraviolet light. Do not use in areas of long standing water such
as water parks and ponds.
COLORS: COLORCOAT AL (HS) ESTER is stocked in the TUFFLEX
Standard Colors and custom colors are available. Special ordets require a
minimum order of 150 gallons.
PACKING: Available in 5 gallon and 55 gallon containers.
PRE - APPLICATION PRECAUTION
LIMITATIONS: Containers that have been opened must be used within 1
or 2 days since COLORCOAT AL (HS) ESTER is a moisture reactive
material which sets up when exposed to air. COLORCOAT AL (RS) ESTER
should not be diluted. It is recommended to apply the COLORICOAT AL
(HS) ESTER on a textured surface in order to provide the needed slip -
resistance. Non - textured surfaces may be slippery under wet conditions.
PRECAUTION: COLORCOAT AL (HS) ESTER is a component of the
TUFFLEX Systems. It should primarily be used as stipulated in the
TUFFLEX SPECIFICATIONS. Results occurring from use other than
what is stipulated in the TUFFLEX SPECIFICATIONS are not tested or
recommended. Ensure that the surface is properly prepared prior to
application.
APPLICATION:
GENERAL: COLORCOAT AL (HS) ESTER requires a few precautions
to be followed during and after application. Each application should be done
in one complete step. A continuous application will ensure a smooth and
level coat with no lines or streaks to disfigure the deck. Application should

MIXING INSTRUCTIONS: Before application. briefly mix
COLORCOAT AL (HS) ESTER using a mechanical mixer (Jiffy Mixer) at
slow speeds or mix for at least 5 minutes, if mixed by hand. Carle should be
taken not to whip air into the product as this may cause pin holes. Mix
COLORCOAT AL (HS) ESTER thoroughly until a homogeneous mixture
and color is obtained.
APPLICATION: The first coat of COLORCOAT AL (HS) ESTER should
be applied at the rate of 90 to 100 square feet per gallon. depending upon
surface texture. For best results use a squeegee. trowel or phenolic core
roller. Spread COLORCOAT AL (HS) ESTER evenly over the :entire deck.
resulting in 12 +1- 2 dry mils. After 24 hours, proceed to the second coat.
(Refer to the TUFFLEX ADVISORY and Technical Bulletin on the
optional COLORCOAT ACCELERATOR in order to speed this time frame
up.) Many Specifications require 2 coats. A third coat may be necessary
depending on the job Specifications and requirements. When estimating

material requirements. coverage rates tend to increase per gallon for
subsequent coats of material. Allow each coat to cure a minimum of 24 hours
if the optional Accelerator is not used. To obtain proper adhesion between
coats it is imperative that recoating be done within 48 hours.
CURING: Allow COLORCOATAL (HS) ESTER to cure at least 24 hours
before permitting light pedestrian traffic and at least 72 hours before permitting
heavy traffic on the completed system. Note: Curing time depends on
humidity and temperature. Low temperature and low humidity extend the
curing time. Use the optional COLORCOAT ACCELERATOR to shorten
cure times, refer to the TUFFLEX COLORCOAT ACCELERATOR

5. INSTALLATION
Surface Preparation: All surfaces which are to receive
ELASTO -DECK 5000 shall be free of contamination
such as water, curing compounds, hardeners,
bondbreakers, paint, etc. A light broom - finish is
recommended for concrete surfaces. It is desirable to
watercure concrete in lieu of curing compounds.
Contaminants should be removed by bead blasting,
sandblasting, or acid etching. If acid etching is used,
the area must be properly neutralized and adequate
time must be allowed for surface to dry. Except for non-
moving shrinkage cracks, all other cracks and joints
must be sealed with ELASTO -THANE 230, a single -
component, polyurethane sealant manufactured by
PACIFIC POLYMERS INTERNATIONAL, INC. All
surfaces, where necessary, must be primed with
DECK -THANE PRIMER prior to application of the
coating system at a rate of 355 square feet per gallon
(8.58 m /liter), except for plywood in good condition.
All seams between plywood sheets and the transition
from the metal flashing to the plywood deck must be
reinforced by imbedding a 3 -inch wide strip of glass
cloth tape into wet ELASTO -DECK 5001, which is
brushed evenly over the seam to a width of about 4
inches (10cm) and a thickness of about 20 mils
(.50mm) wet. The application of ELASTO -DECK 5001
can subsequently be made immediately over the entire
area including the taped areas.
Application: ELASTO -DECK 5001 shall be applied to
exterior grade plywood or primed concrete at a rate of
45 square feet per gallon (1.1 m /liter) resulting in a 30

After a 24 -hour cure, apply ' ELASTO -GLAZE 16001
[pigmented, at a rate of 120 square feet per gallon (2.82
m /liter). Broadcast desired aggregate into the wet
coating to refusal. After an overnight cure, sweep or
(blow off all the loose aggregate and apply another coat
of ELASTO -GLAZE 6001 pigmented or dear, at a rate
of 120 square feet per gallon (2.82 m Total
(system thickness is 50 dry mils (1.27mm), excluding
aggregate. Allow 48 hours cure time before allowing
any traffic (on the finished system.
8. AVAILABILITY AND COST
ELASTO -DECK 5000 is supplied through building
material dealers. Prices vary \with quantity and
packaging. Quotations are made on request.
These products are designed and manufactured to be
installed by professional installers familiar with surface
` preparation and application procedures. All others
should consult a professional installer; those who
choose to install these products without professional
assistance .do so at their own risk.
7. PRODUCT WARRANTY
Satisfactory results depend not only upon equality
products but also upon factors beyond our control;
methods of application and site conditions are
(examples of such factors and can affect product
performance. This warranty consequently extends only
to products installed in strict accordance with the
manufacturer's specifications. It is the user's
responsibility to satisfy himself, [by his own information
and tests, of the suitability of the product for his own
(intended 'use; user assumes all risk and liability
[resulting from his use of the product. The substrate to
which the product is applied must be sound structurally
and otherwise. Structural or substrate failures or
imperfections resulting in damage to or failure of the
product are not covered iby,this warranty.
Since the use of the product is beyond the control of
the manufacturer, the manufacturer assumes no liability
for misapplication and misuse of the product.
This warranty does not cover consequential damages,
nor does it cover the labor attendant to replacing
product in the event of a product failure. The warranty
only extends to replacement of the product itself.
All products proven to be defective in manufacture will
be replaced at no charge. Since the use of these
products is beyond our control we cannot accept
damage in excess of the purchase price of these
products.
8. MAINTENANCE
Since, as with all deck coatings, the topcoat is subject
to staining by such foreign matter as nitrates, fertilizers,
hard water, and other substances, it must be
maintained. Please refer to the Maintenance Manual
for proper maintenance procedures. The manufacturer
is not liable for staining caused by hard water deposits,
nitrates, fertilizers and other foreign matter.
If ,ELASTO -DECK 5000 is damaged, it can be repaired
by cleaning the surface with Acetone and recoating it
with ELASTO -DECK 5000.

This is in response to your letter dated November 18, 2009.

Attachment 1 is a copy showing cross section of deck surface construction details
under permit nos. D08 -261 through 262 for four buildings at 3721 S. 152' St., Tukwila, Wash 98188
which city has approved on July 1, 2008.
Attachment 2 is an inspection record for D08 -261 showing that city has approved the deck
construction with comments shown. It appears if inspector checked slope on first deck inspected and
stopped further repair word unless carpenter met the slope specified in the detail then all new repairs to
provide required slope could have been avoided.
Based on details shown in attachment 1, which was approved by the city, all decks were constructed
per attachment 1 details.
The comment you made is in conflict with the attachment 1 detail. Based on approved attachment
details I have completed deck constructions for all four buildings. Some decks were completed with
tiled surfaces and some decks were completed with only with Hardibacker board installed without tiles
installed. Your comments present problems now after all decks were constructed with approved detail
with inspections.
Here are my proposals to comply with your comments.
1. For decks with only Hardibacker installed.
I am, at great expenses, willing to remove all hardibackers installed from the decks, reseal the -
deck surface with water proof compound again and then reinstall hardibackers using tile thinset
not screws. The reason re- installing hardibackers make sense is hardibackers will protect water
proofing layer and also make the deck area stiffer. Water proofing compound layer, which may
be around 1/8" thick, can be damaged from traffic, wear and tear and ultraviolet. I have used
1/2" hardibackers in front of the building and 1 /4" hardibackers away from the building to
provide slope to drain water away from the building. I plan to float with concrete compound
recommended by manufacturer or city such as thinset, masonary cement, self leveling cement
or other product to cover any gaps and provide smooth surfaces on top of hardibackers. Then
whole surfaces will be painted with deck paint.
2. Decks with tiles already installed.
16 "x16" ceramic tiles were installed on decks with grout spacing of 1/4 ".Assuming
Hardibacker boards were installed with screws every 8" per manufacturer's specification % of
water proofing layer which penetrate near the grout joints are calculated as follows;

Water do not go through tiles just like ceramic bowels hold water. However, water moisture will
seep through grout joint area if not sealed with grout sealer.
Thus lets calculate what is fraction of total tiled surface which is grout joint area:
grout joint area per tile is: 1/8 "x16 " -1 /4 "x 4
tiled surface per tile: is: 16-1/4" x 16-1/4"
Dividing grout joint area by tiled surface per tile
% area which is grout joint area per tile: becomes 3.077%
Area where screws penetrate water proofing layer under each 16" tile is
1/8" x 1/8" x 4= 0.0625 sf. inch
Total area per tile is 16 -1/4" x 16-1/4" = 264.0625
Fraction of area screw penetrate water proofing layer per 16" tile surface is
0.0625/264.0625 = 0.0237%
Fraction of tiled surface where screws lies under grout joints is estimated to be
3.077% x 0.0237% = 0.00073 % which is infinitesimally minute.
The reason I am doing this exercise is to show that fraction of total water proofing layer penetrated by
screws near grout joint is infinitesimally small. Further water proofing compound, which is somewhat
soft, may have self sealing capacity. Thus, you may be too concerned about effect of some screws
penetrating water proofing layer near grout joint. However, there may not be any noticeable damage to
deck structure for many many years, even for twenty years, since I found decks built with regular wood
but painted remain in fair condition even after twenty years except where joist and deck surfaces meet
where those surfaces were not painted. All decks eventually deteriorate with time even for decks built
with all pressure treated lumbers. Since decks with tiled surfaces are already built at great expenses and
time I hope city will not force destroying tiled decks until tiled decks shows sign of deterioration,
which could be five, ten or even twenty years. I am willing to seal all grout joints with grout sealer and
I am willing to commit to tear down the tiled decks and rebuild at a later date once there is sign of
deterioration.
3. Hardibecker board requires max. of 1/4" slope per feet
I am willing to comply with this rule once permits are issued by dropping front of deck by 1" to
1-1/2 " for existing 6' deep deck.
4. Current Joist spacing of two feet on center exceed specification for 'A" hardiebacker board.
Attachment 3 is HardieBacker literature specifying joist spacing not to exceed 24" on center without
differentiating between 1/4" and 1/2" hardibackers. I have measured joist spacings for all decks. I
found most of joist spacings are in the range of 16" to 18" on center with only few near 24" on center. I
plan to install additional joist between existing joists if joist spacings are greater than 24" on center.
5. Attachment 4 is Technical bulletin of water proofing compound proposed to be used.

Water Catalyzed Urethane (WCU) Membrane Material
PRODUCT DESCRIPTION: TUFFLEX RBC Solvent Free "TUFF" is a
liquid applied Water Catalyzed Urethane (WCU) elastomeric membrane 1
that is used in many of the TUFFLEX Specified Systems.
BASIC USES: When properly applied, this material will provide a
seamless and flexible membrane that protects against water damage. It is
commonly used in the TUFFLEX Specifications for protecting concrete and
plywood pedestrian walking decks — including hard usage ski resort sun
decks, vehicle parking decks, mechanical equipment room waterproofing
and as a under tile waterproofing membrane. (For use on plywood decking
systems it is also recommended that you refer to the TUFFLEX RBC
Solvent Free "SOFT' Technical bulletin for further information.) It is also
used to provide seamless and cushioned membranes and mats over porous
concrete in veterinary and locker room areas. This material is also widely
used to provide seamless and flexible waterproofing and rustproofing
decking systems on ships. TUFFLEX Solvent Free Systems allow for ease
of application in interior areas aw well as exterior areas. Refer to the
TUFFLEX Specifications for further information and ideas
SURFACE TEXTURES: Depending on the intended usage, TUFFLEX
Membranes may be used with various surface textures. Surface textures can
range from very rough for maximum slip resistance to very smooth for ease
of cleaning. Refer to the TUFFLEX Advisory "SURFACE TEXTURES
ON TUFFLEX MEMBRANES" for further information and ideas.
PRODUCT ECONOMY & VERSATILITY: TUFFLEX Resin Binder
Concentrate (RBC) is just that —a concentrate! When you add the 25%
catalyzing water you also increase the yield of the product by that amount.
If filler materials, such as sand or rubber, are added for sloping, filling or
coving purposes, the product yield increases further and the actual price per
gallon again decreases. Please review the TUFFLEX Photo Job Histories on
our web site or on our CD. The TUFFLEX CD contains a much larger
selection of photo job histories and can be ordered through our web site. It
is a reference for the many uses for this versatile material and systems.
LIMITATIONS:
a) All surfaces to receive TUFFLEX RBC SOLVENT FREE "TUFF"
must meet all applicable building and safety codes in the prescnbed city,
county or state, which ever has jurisdiction. Substrate must be structurally
sound and sloped for proper drainage (see TUFFLEX Guide Specifications
for complete information). NO LIABILITY IS ASSUMED BY
MANUFACTURER FOR SUBSTRATE DEFECTS.
b) Successful bonding requires structurally sound, strong, and clean
substrates. The substrate must be cleaned to ensure that it is free for all oils,
"Iaitances ", greases and other contaminations, such as concrete curing
compounds, that may cause poor adhesion of TUFFLEX RBC SOLVENT
FREE "TUFF ". After cleaning, the surfaces should be rinsed thoroughly to
remove loose particles and traces of the cleaning membranes, etc., should
not be applied until the surface is dry. Refer to the TUFFLEX Specification
for the appropriate TUFFLEX Primer to be used and for further technical
information.
SHELF LIFE: Nine months in unopened metal containers stored in
moderate temperate conditions.
TECHNICAL ASSISTANCE: Technical information, assistance and
literature is available from TUFFLEX and their authorized materials
distributors. Also please use the TUFFLEX web site for further information
and ideas: www.TUFFLEXPOLYMERS.com
MAINTENANCE: If the TUFFLEX Membrane is damaged it can be
repaired in order to return it to a monolithic state. Clean and abrade the
damaged area. Solvent wipe clean the area with an environmentally safe
solvent as permitted under local regulations. Ensure that the surface is free
of all dust, dirt, oils or other foreign matter that will impair bonding. Allow
the area to completely dry before priming and reapplying the TUFFLEX
Membrane, texture and/or topcoat as needed. Refer to the TUFFLEX
Advisory "MAINTENANCE AND CLEANING GUIDELINES FOR
SURFACING SYSTEMS" for routine cleaning. Refer to the TUFFLEX
Advisory "APPLICATION OF A NEW TOPCOAT' when re- topcoating
the entire deck.

1. The proposed deck repair cross - section does not comply with the materials manufacturers
installation specifications. If a Hardiboard panel is used you are required to install a waterproof
membrane on top of the Hardiboard and then adhere your tile to the membrane. Hardiboard recommends
a specific membrane to be used. You may consult them for other options. Your plan shows a waterproof
membrane under the Hardiboard panel instead of on top as required by the manufacturer. The fasteners
used to secure the Hardiboard panels would penetrate the membrane and void its ability to seal out
moisture. Hardiboard also requires a minimum 1/4 inch per foot slope and since the IBC allows a
maximum 1/4 inch per foot slope, you will be required to slope the decks 1/4 inch per foot. The current joist
spacing of two feet on center exceeds the specifications for '/4 inch hardiboard. Your plans do not state
the thickness of Hardiboard used. If Y2 inch board is proposed, please consult the specific installation
specs. for this product to see if it is suitable for installation on joists spaced two feet on center. If another
product is used such as the Elasto -Deck 5000 product that you submitted with your application, you will
need to install this material as required per this manufacturers installation requirements. Please provide a
new deck assembly cross - section addressing the concerns noted above and provide specific
manufacturers installation requirements for materials used.

1. See item #3 from the 1s incomplete letter. Per the floor plan provided, it appears that the front and back
walls of the new bathroom will be slightly relocated. This is consistent with previous inspections. Please
provide a building cross - section of this area to show the load path to the foundation and Toads from above.
The scale of the floor plan of the new proposed bathroom is not 1 /4 inch ft. as noted on the plan. Please use
the same scale for existing and proposed floor plans. If the walls in question are not moved, a cross
section may not be required however in the past this was not the case. Please call me at 206 - 431 -3678 and
I will visit the site to verify that the walls do not need to be relocated or provide the cross - section as noted
above.

1. The site plan provided shows carports and /or garages that do not exist and are not included as proposed
new scope under this permit and are not covered under any other permits that I am aware of. Please
remove these structures from site plan or provide explanation and justification for leaving them on the
plans.
2. The scope of work includes deck repairs but plans and details were not included to show what work will
be done. Please include a cross - sectional drawing that shows existing and new materials that include
framing members, soffit material, floor sheeting, weather proof membrane if applicable with flashing
details, guard railings. Specific details should include slope of deck if a weather proof membrane is used,
sizes of deck framing members and spacing of railing members. If a weather proof membrane is used, it
must be installed per the manufacturer's specs. Please provide the specific product and specs if a
membrane of this sort will be proposed.
3. Please provide a cross sectional framing plan of the new framing of the proposed bathroom /laundry area.
This cross section should show the bearing and nonbearing walls parallel to the center bearing beams
and /or footings in the crawl space or bottom slab. This cross section should include the center portion of
the building from the footing to the roof. Please label members as new or existing. This plan will show us
the load path of structure to footings. Past inspections have found some problems with changes of bearing
wall locations in similar remodels already completed.

1. I have made application for a permit from the City of Tukwila, Washington.
2. I understand that state law requires that all building construction contractors be registered with the
State of Washington. The exceptions to this requirement are stated under Section 18.27.090 of the
Revised Code of Washington, a copy of which is printed on the reverse side of this Affidavit. I have
read or am familiar with RCW 18.27.090.
3. I understand that prior to issuance of a permit for work which is to be done by any contractor, the
City of Tukwila must verify either that the contractor is registered by the State of Washington, or that
one of the exemptions stated under RCW 18.27.090 applies.
4. In order to provide verification to the City of Tukwila of my compliance with this requirement, I
hereby attest that after reading the exemptions from the registration requirement of RCW 18.27.090,
I consider the work authorized under this permit to be exempt under number . and will therefore
not be performed by a registered contractor.
5. I understand that the licensing provision of RCW 19.28.161 through :[9.28.271 shall not apply to
persons making electrical installations on their own property or to regularly employed employees
working on the premises of their employer. The proposed electrical work is not for the construction
of a new building for rent, sale or lease.

18,27.090 Exemptions. The registril provisions of this chapter do not apply to:
1. An authorized representative of the United States
government, the state of Washington, or any incorporated
city, town, county, township, irrigation district, reclamation
district, or other municipal or political corporation or
subdivision of this state;
2. Officers of a court when they are acting within the scope
of their office;
3. Public utilities operating under the regulations of the
utilities and transportation commission in construction,
maintenance, or development work incidental to their own
business;
4. Any construction, repair, or operation incidental to the
discovering or producing of petroleum or gas, or the
drilling, testing, abandoning, or other operation of any
petroleum or gas well or any surface or underground mine
or mineral deposit when performed by an owner or lessee;
5. The sale of any finished products, materials, or articles of
merchandise that are not fabricated into and do not become
a part of a structure under the common law of fixtures;
6. Any construction, alteration, improvement, or repair of
personal property performed by the registered or legal
owner, or by a mobile /manufactured home retail dealer or
manufacturer licensed under chapter 46.70 RCW who shall
warranty service and repairs under chapter 46.70 RCW;
7. Any construction, alteration, improvement, or repair
carried on within the limits and boundaries of any site or
reservation under the legal jurisdiction of the federal
government;
8. Any person who only furnished materials, supplies, or
equipment without fabricating them into, or consuming
them in the performance of, the work of the contractor;
9. Any work or operation on one undertaking or project by
one or more contracts, the aggregate contract price of
which for labor and materials and all other items is less
than five hundred dollars, such work or operations being
considered as of a casual, minor, or inconsequential nature.
The exemption prescribed in this subsection does not apply
in any instance wherein the work or construction is only a
part of a larger or major operation, whether undertaken by
the same or a different contractor, or in which a division of
the operation is made into contracts of amounts less than
five hundred dollars for the purpose of evasion of this
chapter or otherwise. The exemption prescribed in this
subsection does not apply to a person who advertises or
puts out any sign or card or other device which might
indicate to the public that he or she is a contractor, or that
he or she is qualified to engage in the business of
contractor;
10. Any construction or operation incidental to the
construction and repair of irrigation and drainage ditches
of regularly constituted irrigation districts or reclamation
districts; or to farming, dairying, agriculture, viticulture,
horticulture, or stock or poultry raising; or to clearing or
other work upon land in rural districts for fire prevention
purposes; except when any of the above work is performed
by a registered contractor;
11. An owner* who contracts for a project with a registered
contractor, except that this exemption shall not deprive the
owner of the protections of this chapter against registered
and unregistered contractors. The exemption prescribed in
this subsection does not apply to a person who performs
the activities of a contractor for the purpose of leasing or
selling improved property he or she has owned for less than
twelve months;
12. Any person working on his or her own property,
whether occupied by him or her or not, and any person
working on his or her personal residence, whether owned
by him or her or not but this exemption shall not apply to
any person who performs the activities of a contractor on
his or her own property for the purpose of selling,
demolishing, or leasing the property;
13. An owner* who performs maintenance, repair, and
alteration work in or upon his or her own properties, or
who uses his or her own employees to do such work;
14. A licensed architect or civil or professional engineer
acting solely in his or her professional capacity, an
electrician certified under the laws of the state of
Washington, or a plumber certified under the laws of the
state of Washington or licensed by a political subdivision of
the state of Washington while operating within the
boundaries of such political subdivision. The exemption
provided in this subsection is applicable only when the
person certified is operating within the scope of his or her
certification;
15. Any person who engages in the activities herein
regulated as an employee of a registered contractor with
wages as his or her sole compensation or as an employee
with wages as his or her sole compensation;
16. Contractors on highway projects who have been
prequalified as required by RCW 47.28.070, with the
department of transportation to perform highway
construction, reconstruction, or maintenance work;
17. A mobile /manufactured home dealer or manufacturer
who subcontracts the installation, set -up, or repair work to
actively registered contractors. This exemption only applies
to the installation, set -up, or repair of the
mobile /manufactured homes that were manufactured or
sold by the mobile /manufactured home dealer or
manufacturer;
18. An entity who holds a valid electrical contractor's
license under chapter 19.28 RCW that employs a certified
journeyman electrician, a certified residential specialty
electrician, or an electrical trainee meeting the
requirements of chapter 19.28 RCW to perform plumbing
work that is incidentally, directly, and immediately
appropriate to the like -in -kind replacement of a household
appliance or other small household utilization equipment
that requires limited electric power and limited waste
and /or water connections. An electrical trainee must be
supervised by a certified electrician while performing
plumbing work.
