After reading your letter my first impression was that the permit fee for a minor repair as you described was indeed excessive. In my research into this matter I found that the minor repairs to an existing waterproof deck involved the replacement of the decks structural framing and a portion of exterior wall below the deck. The extent of replacement of wall studs and deck framing is not considered minor non - structural repairs. The valuation of construction that was listed on your permit application was $18,000.00. This also does not seem to be a cost that would reflect minor repairs. The fees that were charged for this project are in accordance with ordinance and are based upon the valuation of the work and in this case the circumstances of this project. The fees are summarized as follows: Building permit fee $ 411.20 Plan Check fee $ 267.28 Investigation fee (work without a permit). $ 411.20 S.B.C.C. (State fee charged for all permits) $ 4.50 Total $1,094.18 We do make mistakes at times and your conclusion regarding the plan check fee was correct. We issued your permit over the counter with no requirement for plans. Consequently, the plan check fee was not an appropriate assessment. The plan check fee of $267.28 will be refunded to you or whoever paid the permit fees. My remodeling company, Johnson Bros. Construction, was asked by long time Tukwila residents John and Janet Crowley to come in and perform some minor repairs to an existing waterproof deck on their residence. One of your field inspectors showed up at the property and gave us a "stop work" order, claiming a building permit was needed. We were surprised that a permit was needed for this type of minor non - structural repair work; work analogous to repainting the exterior of a house and repairing some damaged siding. In complying with the inspectors request and needing to complete the repairs before the pending rainy season, our project manager arrived at City Hall the next morning to secure the permit. We were even more surprised that the permit fees for this small repair jo d $1,094.18!! Included in this fee was a charge for a "plan check" of $267.28 en no plans were even submitted! We respect the City of Tukwila's need to monitor the building activities within your community. We feel, however, that the fees imposed to perform the most basic of repair work are excessive and an unnecessary added cost to one of your communi members.
