Council Members present as previously reported. Council Member Moriwaki asked if the boundaries are clearly defined so they won't have to be changed at a later date. Rick Beeler explained that the boundary was carefully drafted by the Boundary Review Board staff. The City has not received the written legal from King County. Changing the boundaries will reduce the population to about 2000. The fiscal impact will be $200,000 less in revenue and $100,000 less in expenses. MOVED BY MORIWAKI, SECONDED BY DUFFIE, THAT THIS RESOLUTION BE ON THE AGENDA FOR THE NEXT REGULAR MEETING. MOTION CARRIED. Mayor Van Dusen read a letter from Boeing announcing the layoff of 1600 people in accordance with the Worker Adjustment and Retraining Notification Act. Attorney Colgrove reported on a suit filed against a King County Ordinance which regulates the distance that adult entertainment establishments must be from churches, schools, etc. The owners of the business asked for relief from terms of the ordinance and the court granted a temporary injunction. King County Council is working to amend the ordinance changing the distance from 2000 feet to 1000 feet. At the present time the City has two types of Cabaret licensing ordinances. The Adult Entertainment Cabaret Ordinance is an attempt to regulate and not ban this type of entertainment. The ordinance could be amended to put some distance requirements in it. Council Member Robertson requested that the Finance and Safety Committee take a look at the Adult Entertainment Ordinance and report back to Council on any changes that should be made.
